PROGRAMME 4 : CLIMATE CHANGE Strategic Plan for 2011-2012 Portfolio Committee April 2011 OUTLINE OF PRESENTATION • Purpose of the Programme • Strategic Goal to which the Branch is contributing • Strategic Objectives and targets for 2011/2012 2 PURPOSE OF THE PROGRAMME Facilitate and effective national mitigation and adaptation response to climate change 3 GOALS (1)Environmental assets conserved, valued, sustainably used, protected and continually enhanced. (2) Enhanced socioeconomic benefits and employment creation for the present and future generation from a healthy environment 4 Branch Composition • International Climate Change • Climate Change Adaptation • Climate Change Mitigation 5 STRATEGIC OBJECTIVES AND TARGETS FOR 2011/12 SO 1: Enhanced adaptive capacity , resilience and reduced vulnerability to climate change impacts Initiate Long-Term Adaptation Scenarios (LTAS) study Finalise White Paper on Climate Change Four sector plans ( Water, Forestry , Biodiversity and Agriculture) indentifying climate change impacts and adaptation frameworks integrated into national sectoral plans. Risk Management Tools : SA Weather Service (SAWS) forecasting / South African Risk and Vulnerability atlas ( Phase 2) Number of adaptation , advisory and consultative forums and advocacy group : 1 National , 1 Provincial , 5 Metro 6 STRATEGIC OBJECTIVES AND TARGETS FOR 2011/12 SO 2: An effective climate change mitigation programme facilitated Facilitate approval of Climate Change Whitepaper by Minister Develop mitigation sector strategy /plan ( electricity sector) Number of analytical , economic and regulatory instruments and systems : 2 studies – 2nd National Communication and Transport Green House Gas GHG study) and 1 economic/regulatory instrument 7 STRATEGIC OBJECTIVES AND TARGETS FOR 2011/12 SO 2: An effective climate change mitigation programme facilitated (cont…) Sector implementation reports on Climate Change considerations mainstreamed in sectoral and departmental policies : 1 Integrated Resource Plan IRP2 and 5 provincial and local government reports Mandatory monitoring , evaluation and inventory of carbon emissions : National Inventory update 8 STRATEGIC OBJECTIVES AND TARGETS FOR 2011/12 SO 3 : United Nations Framework Convention on Climate Change ( UNFCCC) Conferences of the Parties (COP 17) and Kyoto Protocol CMP7 successfully hosted and managed 70% positive feedback responses to logistical from DEA national and international media scan Globally accepted/agreed outcome of COP17/ CMP7 in 2011 ( 70% positive responses to the substantive outcome from DEA national and international media scan) 9 THANK YOU 10
