INTERNATIONAL UNION OF SOCIALIST YOUTH LINE/ LÍNEA/ RESOLUTION/ RESOLUCIÓN/ RÉSOLUTION LIGNE: Global negotiations on climate change have been carrying on for more than 20 years before finally at the 2015 United Nations Climate Change Conference (COP21), the global community came to an agreement in Paris. COP21 was widely discussed as „last chance“ to finally agree upon a follow-up for the 1997 Kyoto Protocol and find a common stand on strategies against climate change. As Eco-Socialists, we understand the importance of global action against climate change firstly as a struggle for equality because obviously, the aftermath of climate change is deeply reflecting upon global inequalities. This is why it is our task as IUSY to analyse the COP21-agreement as well as the general current approach to fight climate change on global governance level carefully and draw sharp conclusions. A shallow road to Paris In the general outline of the COP21 process, the focus laid once again on the reduction of emissions. This focus on the reduction of already existing emissions tackles yet again only the tail, the ending of climate politics. The fact that a drastic reduction of CO2 (and other harmful emissions) can instead only be done on the input-side (the causes and origins) of emissions, gets totally neglected in this short sighted approach. What is the reasoning behind focussing on the management of existing emissions instead of, in the first place, trying to prevent their production? The reason behind it is that the powerful actors on global governance level have absolutely no interest in naming the concrete destructive production methods » FOLLOW US ON: wiusy.org U IUSY_Global G iusy.global ALL OVER THE WORLD TO CHANGE IT! INTERNATIONAL UNION OF SOCIALIST YOUTH and the political and economic interests that go hand in hand with the current economic system that they profit of. This very broad projection reflects upon a bigger obstacle for progressive politics on a global governance level that we as IUSY try to change with many others: Internationalism gets neglected in the current rules of diplomacy that show huge inequalities and inabilities to represent, to prepare, to put forward amendments, if not belonging to one of the strong alliances of elite negotiators of nation states' bureaucracies, influential lobby groups and/ or industries. The surprise of 1,5 degrees-agreement and what’s behind All the governments of the world agreed to increase global greenhouse gas emissions every year between now and 2030 by 1,5 degrees which was an especially important goal for some islands states that will be drowned by 2100. This is a huge success. But even though this goal is binding, all the actual commitments that are needed to reach this goal were left out of the binding parts of the COP21 agreement: the emission reduction goals of each country as well as the agreements on financial assurances. This does not only open the door for many dubious tricks of countries, it also neglects any legal consequences if states fail to reach their goals. Money against climate change? The disagreements between leading voices of „developing“ and BRICScountries versus the „developed“ world were not to be overheard in the preparation of COP21. Finally, it was agreed upon in the contract that with 2020, 100 billion dollars will be „mobilized“ a year to support developing countries to reach their CO2-reduction targets. » FOLLOW US ON: wiusy.org U IUSY_Global G iusy.global ALL OVER THE WORLD TO CHANGE IT! INTERNATIONAL UNION OF SOCIALIST YOUTH „To mobilize“ in this case is not meant as money transfers from countries of the global north to global south, but also includes transfers as private donors and export privileges and even commercial credits with excessive interest rates. Also, a lot of money is linked to unsymmetrical trade-offs that have similarly been implanted a dozen times in the global south: this can e.g. mean, certain money only flows into projects if the technology for it will be used from the „donating“ country. Another example would be mechanisms as REDD+ (Reducing Emissions from Deforestation and Forest Degradation) through which „donating“ countries receive „emission credits“. Besides those facts, the money isn’t even part of the commitment itself, but only mentioned in the preamble to the paper. The past shows us that in addition to that, inconcrete commitments have also lead to the fact, that developed countries used their already existing development aid budgets as an excuse for not mobilizing more money into climate actions. The given examples explain the huge protest in Paris and around the world against these regulations, especially. The original idea behind the money transfer proposal was to support those countries that have to deal with the consequences of climate change the most even though they have contributed to its existence and the problems that go with it the least. As IUSY we will do our part to watch carefully if the promised money to battle climate change will end up again only in export benefits for developed countries. Let’s not speak about... Even though the global community had to wait for this agreement for 20 years, there are crucial points left out in the presented agreement. Fossil fuels are not even mentioned in the whole text, neither coal, oil nor gas due to the high and efficient pressure of their industries. Meat production or global trade, free trade agreements as TTIP, TPP or CETA and their consequences are left out as well. And whereas in the Copenhagen negotiations flight- and shipping emissions were still included, they as well got spared out in the COP21 agreement. Also the removal of all references to human rights - after an even earlier loss of gender equality - in the final draft of the Paris climate agreement has upset myriad civil society groups pushing » FOLLOW US ON: wiusy.org U IUSY_Global G iusy.global ALL OVER THE WORLD TO CHANGE IT! INTERNATIONAL UNION OF SOCIALIST YOUTH for a strong outcome. As proposed also by some of the world leaders at the conference, we want to push forward the idea of a fundamental human right on nature. If we talk about climate change in the sense of climate justice, it is more important than ever to radically democratize our understanding of the rights of use on nature. If we understand democracy as „One (wo)man, one vote!“ we need to clarify on a global scale that this must also mean „One (wo)man, one piece of nature!“. As well the mentioning of "indigenous rights" got deleted - highly interlinked to tropical forests preservation, problems of land grabbing as well as food security. This again shows, that the Parisagreement did not tackle the problems of those people most affected by the consequences of capitalist exploitation, both, of human beings on the one hand and the impact this economic system has on their livelihoods on the other hand. As Socialists we know that these unfair conditions people have to cope with are not a separate question from the big question of how the global economic system is working. When we are speaking about global climate justice, we need to speak about patent-rights and the long overdue of a global climate court. If we truly want to tackle the problem of climate change, there is a strong need for a commitment on public property rights for technologies which help to ensure climate action. The current system of intellectual property rights is a clear statement on priorities – maximisation of profit rates over benefits for nature and people. We reject that and call for an eco-social framework for the implementation of public property rights. Furthermore, in the current system it is possible for international cooperation’s to sue countries if they democratically decide to put public interests higher than profits, leading to an ever-growing problem for left governments to implement their policies. At the same time, we lack a global climate justice court which would be able to set binding consequences for crimes against nature, both from countries and private corporations. The above mentioned outcome represents only very small fractions of what the COP21 agreement is about. The devastating consequences of climate change have the strongest impact on populations, often taking away all bases for a life in safety and dignity, forcing them to leave their homes and countries. INTERNATIONAL UNION OF SOCIALIST YOUTH humanists and eco-socialists we call for the acceptance of climate changecaused asylum seekers. As IUSY, we demand honest actions of the world community against climate change. This is not only about the planet, we and our following generations will be able to live on physically and environmentally. It is a social question. A matter of justice. One that needs to be discussed and solved on a global governance-level. In concrete this means to bring eco-socialism more on our agenda and to pressure our mother parties to tackle reasons of climate change in production. We will stand up for real solutions against climate change. We are standing up for climate justice. Solutions that will have to tackle unequal distribution, an unequal world order and the unequal consequences of capitalist production. We will stand on the side of protest movements demanding justice, the indigenous movement, the organisations for small farmers and the progressive forces especially of the global south. We will stand up with the organisations demanding to see the interlink in between climate change and human rights as well as gender equality. Climate change is about climate justice!
