Background (general)
The Global Environment Facility (GEF) provides support to address global environmental concerns related to
biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic
pollutants. Since 1991, the GEF has provided $14.5 billion in grants and mobilized $75.4 billion in additional
financing for almost 4,000 projects. The GEF has become an international partnership of 183 countries,
international institutions, civil society organizations, and private sector to address global environmental
issues.
The Independent Evaluation Office of the GEF (IEO) has a central role in ensuring the independent
evaluation function within the GEF. Guided by the GEF Council approval of the Approach Paper in June
2016, the IEO has started working on the Sixth Comprehensive Evaluation of the GEF (OPS6). The overall
purpose of OPS6 is to provide solid evaluative evidence to inform the negotiations for the seventh
replenishment of the GEF. Like other OPSs the objective is to assess the extent to which the GEF is achieving
its objectives, as laid down in the GEF instrument and reviews by the Assembly, as developed and adopted
by the GEF Council in operations, policies and programs for GEF financed activities, and to identify potential
improvements. Sub-studies, focal area studies and technical reports will be completed between January and
June 2017 and the main synthesis report will be delivered by December 2017.
Assignment Description (eConsult)

consulting firms and/or institutions for the Climate Change Focal Area Study.
The Global Environment Facility (GEF) provides support to address global environmental concerns related to
biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic
pollutants. Since 1991, the GEF has provided $14.5 billion in grants and mobilized $75.4 billion in additional
financing for almost 4,000 projects. The GEF has become an international partnership of 183 countries,
international institutions, civil society organizations, and private sector to address global environmental
issues. The Independent Evaluation Office of the GEF (IEO) has a central role in ensuring the independent
evaluation function within the GEF.
The GEF Climate Change (CC) focal area is one of the six focal areas supported by the GEF Trust Fund as well
as the Least Developed Countries Trust Fund (LDCF) and the Special Climate Change Trust Fund (SCCF)
administered by the GEF, all serving as financial mechanisms of the UN Framework Convention on Climate
Change (UNFCCC). The purpose of the Climate Change Focal Area Study is to assess the relevance and
comparative advantage, performance, results, and lessons learned of the GEF support to the issues of
climate change mitigation (CCM) and climate change adaptation (CCA); over time the GEF has supported
more than 1,000 CCM projects worth $4.2 billion, and $1.3 billion in CCA finance to reduce the vulnerability
of more than 17 million people in more than 129 countries. Based on the evidence, and an analysis of the
strategy, the study will provide insights and lessons for the focal area going forward.
The overarching objectives of the CC Focal Area Study are:
1. Assess the relevance of GEF CC strategies and investments in the light of guidance and decisions
from the UNFCCC
2. Provide an overview of the GEF’s comparative advantages as CC finance mechanism, within the
changing landscape for climate finance. This would involve an evaluation of GEF’s work in climate
finance in relation to other climate funds and climate finance mechanisms in existence and
currently nearing implementation readiness
3. Present a synthesis of CC performance, results and progress towards impacts, and assess
performance of the CC portfolio of projects
4. Assess the approaches and mechanisms through which results have been achieved.
5. Identify lessons learned and opportunities for GEF-7.
Responsibilities and Timeframe for a Firm / Institution (eConsult)
The Consulting Firm and/or Institution will perform the following tasks, for approximately 120 days
-
Basic document review and consultation. Review of relevant UNFCCC guidance and decisions, GEF
and LDCF/SCCF Council decisions, GEF strategy papers, IEO and Implementing Agency evaluations,
and consultations with the IEO, GEF Secretariat and GEF Implementing Agencies
-
Conduct thematic evaluation synthesis. Based on existing evaluations provide a historical
perspective and an overview of recurring findings, issues, themes, and lessons learned in relation to
the Climate Change Focal Area
-
Perform a portfolio analysis and progress towards impacts (P2I) desk analysis. Review Project
Implementation Reports (PIRs), Mid-Term Reviews (MTRs) and Terminal Evaluations (TEs) of GEF
projects to analyze trends, and perform a post-OPS5 analysis of the available evidence on longerterm results and factors that contribute to or hinder broader adoption of results in the Climate
Change Focal Area

Conduct a Quality at Entry Review. Review Project Identification Forms (PIFs), Project Documents
(PDs), Requests for CEO endorsement, tracking tools, results frameworks and other relevant project

documents for those projects that are PIF approved during GEF-6, to review projects against GEF
climate change goals and objectives.

Conduct an expert review of GEF Climate Change Focal Area Strategy. As an update of the
Evaluation of the GEF Focal Area Strategies (2012), review and contrast GEF-6 Climate Change Focal
Area Programming Directions, the GEF Programming Strategy on Adaptation to Climate Change, and
the guidance and decisions of the UNFCCC, to determine the coherence and responsiveness of the
strategies, as well as to identify any issues that may not have been adequately covered

Comparative Advantage Analysis. Assess the added value and demonstrated strengths and
weaknesses of the GEF as climate finance mechanism within the changing landscape for climate
finance. The review should take into account strengths and weaknesses of comparative climate
funds, and compare them to those identified for the GEF.

Analyze and synthesize evaluative evidence to identify overall findings, lessons learned, conclusions
and recommendations,

Prepare and submit draft study report, and final study report.
Eligibility (eConsult)
-
Team requirements and expertise: advanced degrees in subject matter related to the work.
Extensive experience working in evaluation of environment and sustainable development
-
Team composition:
o
-
Team leader with at least 20 years of experience in the areas of environmental assessment and
evaluation, and having designed and managed comparably sized and comparably complex
studies. Solid background and demonstrated experience in strategic and institutional level
assessments, evaluations and studies. Strong understanding of the global issues in climate
change and environmental programming, assessment and evaluation. Strong understanding of
the climate finance landscape. An excellent publication record in the earlier mentioned areas.
o Senior consultant(s) with at least 12 years of experience in the implementation and evaluation
of climate change and environment initiatives. Solid background and demonstrated experience
in conducting research, and an excellent publication record.
o Junior consultant(s) with a solid background and training in evaluation, data analysis and report
writing.
Submission requirements: Interested consulting firms and/or institutions are invited to provide
information indicating that they are qualified to perform these services. The statement of interest
should not be more than ten pages long. Along with the statement of interest, the firm and/or
institution should also provide information on the qualifications of the anticipated team members.
Following this invitation for Expressions of Interest, a shortlist of qualified consulting firms and/or
institutions will be formally invited to submit proposals.
