GEF PROGRAMMATIC APPROACHES Agency Guidelines in Requesting for Project Preparation Grant for Program THESE GUIDELINES ARE PROVIDED TO GEF AGENCIES WHO HAVE SUBMITTED PROGRAM FRAMEWORK DOCUMENTS (PFDS) AND FOLLOWING COUNCIL’S APPROVAL, WOULD LIKE TO REQUEST FOR PROJECT PREPARATION GRANT FOR PROGRAM (for Programs Accessible to a GEF Agency with a Board that approves projects). These Guidelines accompany the Project Preparation Grant for Program Template prepared for GEF Programmatic Approaches. Multi-trust fund would indicate funds coming from a combination of either GEFTF, SCCF, and LDCF. The start date of the project preparation grant for program begins after PFD approval and ends upon submission of the last fully prepared project for CEO endorsement or within 18 months after approval by Council of the PFD. Provide a short description of the Program and justifications for the PPG. List down the proposed program preparation amount and their corresponding outputs. Select the source of funding. Estimate the program preparation cost for each listed activity including co-financing. Program preparation should not exceed 2.4% of total program grant requested (i.e. or equivalent to 30% of the program fee of 8%). Fill out all the columns in Table C by selecting the type(s) of Trust Fund, the GEF Agency(ies) and Focal Area(s). Selection of Focal Areas is indicated in the pull down menu as shown here. For a single country program, resources for the PPG will be provided from the country’s STAR allocation for biodiversity, climate change, and land degradation, and from focal area envelopes for international waters and chemicals and LDCF and SCCF; For multiple country programs, resources for the PPG will be provided from the focal area set-asides for biodiversity, climate change, and land degradation, and from focal area envelopes for international waters and chemicals and LDCF and SCCF. 1|P a g e Project Preparation for Program Guidelines6-12-2011 D. Cost Items for Project Preparation Grant for Program E. GEF Agency Certification Annex A. Consultants financed by the Project Preparation Grant for Program Fill up Table D for a summary of cost items for local and international consultants. The details of these items should be presented in Annex A. Total Program Preparation Grant should match total amounts in Tables B, C and D. Provide the GEF Agency Coordinator’s signature and coordinates of a program contact person. There can only be one GEF Agency for this type of program. Indicate the type of consultants, their positions, and their estimated person weeks needed for tasks to be performed and the estimated cost per person per week.
