Activity name Republic of Moldova: Preparation of intended nationally determined contribution (INDC) to the 2015
Agreement under the United Nations Framework Convention on Climate Change (UNFCCC)

Objectives The project will support the Republic of Moldova to prepare and submit its intended nationally
determined contribution (iNDC) to the 2015 United Nations Framework Convention on Climate Change
(UNFCCC) Agreement and have institutional arrangements in place that support the INDC process.
Information communicated by the Republic of Moldova to the UNFCCC will form an input to the
negotiations leading towards the 2015 Paris climate agreement. At the national level, timely
implementation of the project will facilitate the integration of climate friendly goals, policies and/or
projects into planning processes. The project will support the Republic of Moldova to outline its intended
contributions to the 2015 agreement, consistent with the negotiation elements under the UNFCCC i.e.
mitigation, adaptation, finance, technology development and transfer, capacity-building, as well as
transparency of actions and support. This reveals that the iNDC project will not be a stand-alone project,
but will informed by existing climate change reporting initiatives such as national communications (NCs),
biennial update reports (BURs), Technology Needs Assessment (TNA), Nationally Appropriate Mitigation
Actions (NAMAs), and National Adaptation Plans (NAPs).
Through this project, the Republic of Moldova will outline a “package” of proposed initiatives to enhance
its national capacities and capabilities to reduce GHG emissions and better adapt to adverse impacts of
climate change through provision of financial and technical support for iNDCs implementation. The
project will also support the Government to put up institutional arrangement and built capacities of
national experts and stakeholders in iNDC processes.
Description There is growing concern that climate change is a significant global challenge. Although environmental
in nature, climate change impacts on/or is impacted by global issues, including poverty, economic
development, population growth, sustainable development and resource management. At the very heart
of the response to climate change, lies the need to reduce greenhouse gas emissions, underscored in
recent studies, including the Fourth Assessment Report of the Intergovernmental Panel on Climate
Change (IPCC).
Driven by the need to tackle climate change, governments at the 17th Conference of the Parties of the
UNFCCC, agreed to not only focus on the continuation of the second commitment period of the Kyoto
Protocol, but to launch a new platform of negotiations to deliver a new global climate change agreement
on greenhouse gas reduction by 2015 for the period beyond 2020 i.e. the Durban Platform for Enhanced
Action (ADP).
The ADP's first objective is to develop a protocol, another legal instrument or an agreed outcome with
legal force under the UNFCCC applicable to all parties.
To achieve this objective, Parties decided to provide ‘up-front' information on their intended contributions
to the global agreement, based on their unique national circumstances, reporting capacities and
development goals. A decision at COP 19 {1/CP.19 Para 2(b)} invited parties to “… initiate or intensify
domestic preparations for their intended nationally determined contributions, without prejudice to the
legal nature of the contributions, in the context of adopting a protocol, another legal instrument or an
agreed outcome with legal force under the Convention applicable to all Parties towards achieving the
objective of the Convention as set out in its Article 2 …”
It is envisioned that the types of iNDC targets communicated by Parties may vary from country to
country depending on the national circumstances, reporting capacities and development goals.
Aggregate iNDCs communicated by parties to the UNFCCC will provide an important indication of the
proposed effort by the international community towards limiting the rise of the global average
temperature to below 2°C above pre-industrial levels.
Actions Components The project main components and outcomes are as follows:
Component 1: Institutional arrangement for the preparation of intended nationally determined
contribution (iNDC) to the 2015 UNFCCC Agreement.
Component 2: Preparation and submission of intended nationally determined contributions to the 2015
UNFCCC Agreement.
Activity Summary The expected outcome under this component is an institutional arrangement that is promoting the
preparation, implementation and monitoring of iNDCs. This component has two major outputs:
Output 1: Institutional arrangement for domestic preparation, implementation and monitoring of iNDCs
clearly described and outlined.
This output will support establish and/or enhance capacities of existing climate change bodies in
preparing, implementing and monitoring of iNDCs. The designated executing agency will conduct wider
stakeholder engagement to enhance partnerships and involvement of institutions concerned with climate
change reporting. To ensure project goals and activities are linked to line ministries, and local public
authorities, where applicable, a description of proposed iNDCs institutional arrangements, functions,
roles and responsibilities will be clearly outlined and described.
Output 2: Staff of designated executing agency has accessed Global Support Programme materials and
resources and attended Global Support Programme (GSP) workshops to build its capacities for iNDC
preparation.
UNEP will identify and inform the staff of designated executing agency about available iNDC training
opportunities, guidance materials, tools and methodologies provided under the Global Support
Programme (GSP). National experts will have full access to GSP resources and services, and will be
supported to attend iNDC workshops organized within the region. This output will not only ensure that
experts prepare iNDCs that are relevant to national planning needs and meet the UNFCCC reporting
guidance, but that they have the capacity to support iNDC implementation and monitoring phases.
The expected outcome under this component is that the Republic of Moldova submits it iNDC report that
meet its national UNFCCC Convention reporting obligations. This component has one output:

Before Lima there was no a formal communication from the COP of the UNFCCC on the technical and
policy-related aspects of preparing, consulting, and communicating iNDCs. A draft text proposing
information that Parties will provide when putting forward their contributions has been circulated by CoChairs of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP). The text
proposed elements to be reported as: (1) information relating to mitigation; (2) information relating to
adaptation; (3) information relating to finance, technology and capacity-building support; and (4) other
information relating the iNDCs to the Convention objective. The following is a synopsis of how these
elements may be reflected by Parties in their iNDC:
(1) iNDC on mitigation may outline:
intended nationally determined GHG mitigation actions, coverage (i.e. sectors/gases) in key economic
sectors,
GHG emissions reduction goals, policies and/or projects consistent with national sustainable
development goals,
baseline emissions and related assumption and methodologies,
international market mechanisms proposed in support of mitigation action, and
existing and emerging capacity-building, technology, and financial needs for enhanced mitigation action.
This will involve preparation of GHG inventories; establishment of projections, scenarios, baselines and
mitigation potential and estimating the amount and type of support needed.
(2) iNDC on adaptation will be based on nationally identified priorities, including those reflected in the
relevant national documents, plans and strategies. National adaptation priorities will be determined by
conducting impact, vulnerability and adaptation assessments. Existing and emerging capacity-building,
technology, and financial needs to support adaptation actions and priorities will be outlined.
(3) Information relating to financial, technology and capacity building support needed and received from
domestic and external sources for execution of iNDCs mitigation and adaptation targets will be described
with the aim of enhancing transparency in reporting the scale and type of support received for iNDC
implementation
(4) Parties may also report on any other relevant information and indicators they deem necessary, on
how their intended contribution relates to the objective of the Convention
While preparing its iNDC, the Republic of Moldova has to make reference to the new guidance on the
content and format of iNDC, expected becoming available after COP 20 in Lima.
At the national level, the proposed iNDCs will be presented and discussed by technical experts,
stakeholders, and political leaders to ensure that elements in the iNDCs are technically sound,
economically feasible and politically acceptable.
The draft iNDC will be subjected to a peer review process to solicit comments on its implementation
credibility. National stakeholders will be consulted for views on social and economic implications of
contributions proposed. The output under this component is that all elements of the iNDCs will be
prepared, reviewed and submitted to UNFCCC in line with reporting guidelines.
The project will not only support the Republic of Moldova to build on existing climate change policies and
strategies but also to develop additional policies and strategies within the framework of its development
plans.
Effort will be placed in linking project goals and activities to government line ministries, local public
authorities, where applicable, important to project sustainability and replication. The iNDC report will
form a basis for assessing status and success of measures adopted to-date to build resilience and adapt
to, and mitigate climate change.
