CCAC Comments on the Scope of Work for the Technical & Economic Services
Invitation to Bid
“Re: Scope fo work on microeconomic and macreoeconomic study of control options
The UMWA is pleased that the DEP is inititating this important study, which should
provide key sectoral and macroeconomic impact date for the stakeholder process to
consider as it reaches decisions on control strategies. As our representative and other
parties noted at the November 5 meeting, it is important that the results of this study be
available to stakeholders in a timely manner, and be integrated within DEP's decision
makinig timetable. We suggest that all assumptions underlying the study be made
available to stakeholders as soon as practicable after contract award, and that a draft
report be submitted no later than late February, 2009.
The UMWA believes it is critical to ensure the intellectual independence of this work
product, such that RFP's should be submitted only to firms staffed by reputable
economists that specialize in a wide range of economic analyses of energy and
environmental issues. Firms that we recommend include ICF Incorporated (Fairfax,
VA), using the IPM and REMI models; National Economic Research Associates, Inc.
(NERA has offices in Boston and Washington); and McKinsey & Co. of Chicago.
In this regard, we suggest that the RFP should not be submitted to (or should specify
that bids will not be considered from) organizations that receive financial support from
foundations or other entities that advocate or promote climate change policies, or which
have utilized such independent funding sources to support work for government
agencies.

“On the scope of work; I would to make sure that the process that we use (and therefore
the integrity) is beyond reproach, so that no one can come back later and discount it
because it was done by an organization with a partisan agenda. Accordingly I would
recommend that we add language in the document that says basically "an organization
is not eligible for the work if they are primarily funded by foundations that have a specific
climate change agenda, or if, for that matter their organization has specific climate
change agenda" It would be my recommendation to keep the work as professional as

Macro-Economic Modeling (top-down) of the climate change action plan:
“1. Identify the overall impacts and risks to Pennsylvania’s economy and quality of life
(examples: Gross State Product, real personal income, private sector jobs, change in
retail energy prices, etc) associated with implementing the greenhouse gas reduction
strategies recommended by the CCAC.
2. Identify the costs of taking no action to reduce greenhouse gas emissions including
health care, potential property damage from storm events, impacts to forestry and
agriculture and other expected results of a warmer climate.”
