REDD Readiness Progress Fact Sheet
COUNTRY: Guatemala

1. R-PP Preparation and FCPF Readiness grant
-
IDB Board approved the TC document in September 12nd 2013.
Signature of the grant agreement between Guatemala and IDB was made April 01 2014.
Workshops are being conducted with stakeholders to update the work plan of the R-PP and to create synergies
between institutions and donors.
Progress is been made in the immediate activities agreed in the Transfer Agreement (risk analysis, TOR of 10 most
significant consultancies).
2. National REDD Readiness Management Arrangements

The Climate Change Law has been approved, and it includes a National Council on Climate Change which is a high
level decision group where the GCI will be linked for the institutionalization of REDD+ Strategy.
The Inter-institutional Coordination Group–GCI-(Ministry of Agriculture, National Council of Protected Areas,
National Institute of Forest) was reactive and is working on previous conditions for implementing grant (creating
executor unit, opening accounts in the national budget, preparing planning workshop)
3. Stakeholder Consultations and Communication

R-PP has been socialized with Climate Change Indigenous Round Table. These activities has been financed by
USAID REDD+ Program and coordinated with MARN and R-PP activities.
The safeguards committee continues under training workshops.
Members of GCI and civil society prepared a draft of plan for social inclusion for Safeguards in preparation of
National REDD+ Strategy.
4. REDD Strategy Preparation

National Forestry Institute –INAB- and National Council of protected areas –CONAP- have included into their
policy tools, mechanisms to promote emission reduction activities, and they are preparing concepts of REDD+
activities in accordance with their legal framework.
INAB´s new program of forestry incentives has included several elements to promote REDD+ activities.
CONAP is designing pilot activities to reduce emissions in protected areas. A subnational base line emission was
finalized and other was is under preparation using a methodology of VCS.
A preliminary report of emission reduction was made from one of CONAP´s pilot projects. This estimation shows
a reduction of 2.5 millions of Tons CO2 during 2 years.
Guatemala is preparing Emission Reduction Project Idea Note (ER-PIN) to be presented to the FCPF Carbon Fund
on June 2014. This project is supported by FMT, IADB, and government institutions involved in REDD+ activities.

5. Implementation Framework

The Climate Change Law has been approved. It takes into account many elements required in the REDD+ strategy,
inter alia, governance for REDD+, emission reduction rights (carbon rights), and the integration of REDD+ Strategy
into National Policies.
The Inter-institutional Coordination Group –GCI- is being integrated into the Low Carbon Development Strategy –
LEDS- which is creating a working group from different sectors. LULUCF is the most important sector of GHG
emission, so the REDD+ Strategy will be an important component of LEDS initiative in Guatemala.
6. SESA

A workshop with Safeguards Committee was realized, focused in REDD+ concepts. This workshop is part of a
program of capacity building of the committee. These actors would be participating in the development of the
SESA in the framework of the national system for social and environmental safeguards for REDD+.
On January 2014 was held a regional workshop for Social Inclusion and REDD+ with the FCPF Secretary to
strengthen national capacities regarding the generation of a SESA and ESMF instruments. Members of GCI and
civil society prepared a draft of plan for social inclusion for Safeguards in preparation of National REDD+ Strategy.
7. Development of a Reference Scenario

Two new donors are working in new areas for reference scenarios (USAID, GEF/PNUD), they are coordinated by
MRV group and GCI. Both activities are articulated with R-PP actions.
Tierras Bajas del Norte (TBN) emissions baseline is in validation process by VCS standards and has a jurisdictional
approach.
The Sarstún-Motagua subnational emissions baseline in the Caribbean region is under construction.
8. MRV

The MRV group is forming and will be in charge of the development of the framework and guidelines that the
country will use for the MRV system.
