ARIEF YUWONO DISTINGUISHED SPEAKERS AND PARTICIPANTS TO THIS OUTREACH MEETING LADIES AND GENTLEMEN, ASSALAMU’ALAIKUM WARAHMATULLAHI WABARAKATUH First of all, I would like to take this opportunity to praise God Almighty for His blessing so that on this wonderful day we are able to gather here and attend the IPCC Regional Outreach of the Intergovernmental Panel on Climate Change Fifth Assessment Report (AR5) Working Group II and Working Group III. It is an honor and priviledge for me to extend my sincere and warm welcome to all honorable guests, speakers, Lead Authors of the IPCC AR5 Working Group 1-4 Draft ver. 11/7/2014 II and III as well as all participants to our BMKG premises. I would like to also appreciate for all guest invitees, speakers, and participants for attending this Outreach Seminar. Distinguished speakers and participants, Ladies and Gentlemen, BMKG as the national meteorology service (NMS) responsible for providing climate information in Indonesia has been actively involved in the IPCC since its early pathways. Among BMKG contributions, BMKG was hosting the 31st Session of IPCC on October 2009 in Bali, which had succesfully laid a foundation for the structure of the Fifth Assessment Report of IPCC. Some key issues were identified during the Plenary Session and during Working Groups discusssions as well. These key issues were among others: detection and attribution of climate change from global to regional, climate phenomena and their relevance for future regional climate change including the monsoon system, adaptation needs, planning and opportunities, and the mitigation challenges. In addition, BMKG’s involvement in drafting process of IPCC AR5 included sending senior scientist as one of the Lead Authors in Working Group I, the Physical Science Basis. Along the process, BMKG’s role in the World Meteorological Organization as the Vice President of RA V (South-West Pacific) (2006-2010) and the President of RA V for two consecutive intersessional periodes (2010-2014 and 20142018) has became an indirect support for the IPCC processes in the region. Numerous research and fora in term of climate variability and change has been vastly developed in South East Asia and South West Pacific countries. In line with the global concern on climate change addressed by the IPCC in their Assessment Reports, the WMO has successfully put in place the Global Framework for Climate Services (GFCS) initiative by establishing the Intergovernmental Board on Climate Services and its Implementation Plan. BMKG itself has been actively involved in the development of GFCS since its early pathways. Regarding to the GFCS, there is one pillar of the five pillars of GFCS which is the User Interface Platform that aims to enable climate experts and scientists to deliver climate information into a more understandable language to the users in sectoral areas. This specific pillar supports tailored climate products and science to be userfriendly, and henceforth build a more climate resilience and climate ready society. In this regard, BMKG involvement in WMO plays a significant role in the alignment of preparing the society in the adaptation and mitigation of climate change. 2-4 Draft ver. 11/7/2014 In Indonesia, BMKG has been monitoring and modeling climate change processes as well as conducting basic research to provide science base evidence for climate change. As we are all aware, the distinct geographical position of Indonesia in the equatorial line and between two oceans – Hindia and Pacific Oceans and two continents – Asia and Australia brought variability and complexity in its weather and climate system. These variabilities enriched Indonesia with an abundant data relevant to climate change. In terms of Green House Gases (GHG) concentration, BMKG observes and monitors the data through its Global Atmospheric Watches network. One that has been long established and recognized by the WMO is located in Bukit Kototabang, Sumatera. Whilst for other parameters, BMKG observes and monitors the increasing level of surface temperature and sea surface height through its stations nationwide in close cooperation with local governments. Indonesia also has one of the only three remaining ice glacier in the tropics, covering the top of Mount Jayawijaya in Papua, where BMKG researchers under collaboration with Ohio University has conducted a paleoclimate research and found a significant reduction in the ice coverage atop the mountain. BMKG has a very unique evidence of human induced of increasing GHG as well. This fact has been proven during the Nyepi day in Bali last year. The outcome has served as a great contribution to the long debate on antropogenic climate change that has been in the air since a few decades ago. Distinguished speakers and participants, Ladies and Gentlemen, BMKG role in Indonesia as the climate change data and information provider at the upstream is significant, especially in the scientific actions on the application of adaptation and mitigation measures of climate change in sectoral usages. In pursuing better outcomes, BMKG has built close cooperations with several major universities, related climate sensitive sectors institutions, and Indonesia National Council of Climate. All of these endeavours showed BMKG strong commitment in our National Policy for Climate Change Adaptation and Mitigation Plans or the RAN MAPI since 2007. Nonetheless, we do understand that research and development in the adaptation and mitigation of climate change is not stopping here. It still needs an ongoing effort, since we are dealing with a live climate system everyday globally. 3-4 Draft ver. 11/7/2014 Therefore, we proudly welcome the outcome of IPCC AR5 from Working Group II and III that has been launched this year. For your information, BMKG also hosted the IPCC AR5 Working Goup I Outreach event in November 2013. Today’s event shall be the continuation of that and also part of BMKG contribution to IPCC. Distinguished speakers and participants, Ladies and Gentlemen, This Outreach, jointly organized with the IPCC and Indonesian Ministry of Environment, is part of the IPCC Secretariat road show to three South East Asia countries to publicize and disseminate findings of its reports, especially on the contribution from Working Group II on Adaptation and Working Group III on Mitigation of Climate Change. In this regard, I would like to convey my great appreciation to both IPCC Secretariat and the Ministry of Environment for having the close collaboration in holding this event. We welcome future works of IPCC and hoping further involvement of developing country scientists in the process. Last but not least, I would like to apologize if there is any inconveniences during this Outreach event. I wish all speakers and participants a most successful and productive seminar.
