TERMS OF REFERENCE FOR NATIONAL CONSULTANTS Job: A consultant on meteorology for development of the decision of the Prime Minister on the implementation of the climate service framework for Vietnam Subject: 01 National Consultant Project title: Capacity Building and Support to the Implementation of the National Climate Change Strategy (CBICS) Code: Project ID: 00082385 Starting date: 86 working days from 9/2016 to 12/2016 1) BACKGROUND Climate has always been considered as one of the most precious natural resources being gifted to human-beings. Such data on, temperature, humidity, precipitation, atmospheric pressure, wind, the phenomena occurring in the atmosphere and many other factors play a significant role to all socio-economic activities. However, the so-called "erratic" characteristic in climate, especially the processing of the natural disaster have made adverse effects on production planning and caused severe damages to the people’s social life. In Vietnam, starting from early of 2015, intense heat with temperatures taking historical record high (60 years) has occurred on a large scale from the northern to the southern central provinces, leaving approximately 190.000ha drought and more 44,000 cattle and poultry heads dead. Meanwhile, in some places like Quang Ninh, there were other rainfalls with other records intensities, forcing damages accounting for about 2,700 million VND. The whole province has 17 people found dead, hundreds of houses completely collapsed, thousands of households flooded and thousands of hectares of rice and vegetables, aquaculture area of aquaculture products and many infrastructure projects severely damaged. In addition, the phenomenon of landslides, river banks slide and coasts slide has occurred in many places; saltwater intrusion happened earlier and reach way further into the inside land; the depletion of water resources in the rivers is increasingly popular (Mekong River water level dropped to the lowest in 100 years) causing unfavorable influences on people’s daily life. Currently, Vietnam is ranked 7th globally with an annual average of 392 deaths and more than 1% of GDP damages taken due to the natural disaster-related problems Therefore, understanding the trends and historical climatic risks, closely monitoring the current climate occurring, early and effectively forecasting, warning their movements in the future is the best methods to minimize the negative impacts caused by the climate, and they also allow us to find the appropriate adaptive measures for the management, direct the implementation of plans for the season, as well as other long-term production planning.. 1 In Vietnam, the climate service activities are mainly provided by the National Centre of Hydrometeorology and the Institute of Meteorology, Hydrology and Climate Change. These services are mainly public services, while most of climatic information supplied was alerts, newsletters on climate, climate change scenarios. In fact, climate service activities in our country are not gaining corresponding concerns and investment due to the following reasons: - Unable to make a diverse range of products in order to satisfy the customers; - The products being supplied are making a wrong focus on researching and archiving instead of caring about the real users’ demand; - The mechanisms, organizations, and management of climate services activities are inadequate and so-called administrative, mainly for the need of political missions; - Not seriously thinking about the advantages of promotion and marketing of the products; - The level of science - technology does not meet the needs of climate services. - Lack of mechanisms and legal framework, developmental policies for climate services activities. This has led to the disjointed, confusing, inefficient, lack of coordination from all levels of governmental agencies, between government agencies and organizations and agencies professionally related in the field of climate services activities. As a result, the implementation of the Global Framework for Climate Services (GFCS) in Vietnam was delayed. On the other hand, data and information in climate field is independent from the national boundaries; therefore, the enhancement of exchanges and cooperation, sharing information effectively nationally, regionally and globally are extremely essential, especially for developing countries with limited infrastructure and facilities for the collecting and providing climate information like Vietnam. Thus, making best effort on building a legal foundation for the implementation of an efficient, synchronous GFCS in Vietnam is the best way to take advantages for the building of documents namely "The decision of the Prime Minister on the implementation the framework for climate services Vietnam " Recognizing the role, importance, benefits and opportunities to effectively deploy the GFCS, the Government of Vietnam has assigned the Ministry of Natural Resources and Environment participated in the Intergovernmental Panel on GFCS. To fulfill this task, the Ministry of Natural Resources and Environment has assigned the Bureau of Meteorology, Hydrology and Climate Change implementing the global framework for climate services in Vietnam under the provisions of law (Decision No. 1269/QD-BTNMT July 31, 2013 by the Minister of Natural Resources and the Environment regulating the functions, tasks, powers and organizational structure of the Department of Meteorology, Hydrology and climate change). Currently, the World Meteorological Organization (WMO) is promoting the development of issues service and climate information application focusing on the following priority areas: (1) disaster risk reduction, (2) agriculture and food security, (3) public health, (4) and water resources (5) energy. Therefore, to research issue the climate services framework in Vietnam in a scientific way, ensuring the effectiveness following these priority areas, in 2015, the Bureau of Meteorology, Hydrology and 2 Climate Change has developed, and Ministry of Natural Resources and Environment has approved scientific research projects at ministerial level "scientific and practical research on implementing the Global Framework for Climate Services in Vietnam". The main objective of this research is to study the provisions of the Global Framework for Climate Services and international experiences in implementing Global Framework for Climate Services to propose a real-life plan which is able to be implemented effectively at Vietnam, with the implementation period of two years: 2015 - 2016. However, because grant funds to implement the project were not met as planned, so far, it’s only studying on processing guidance on deployment the framework of global climate services of the World meteorological Organization for the priority areas: (1) disaster risk reduction, (2) agriculture and food security and (3) public health and (4) water resources. However, to ensure a global service framework soon to be deployed effectively in Vietnam, making sure it compatible to the functions and tasks assigned by the Ministry of Natural Resources and Environment, which are to manage and organize the work forecasting and meteorological warnings, weather forecasting service of the prevention and mitigation of natural disasters, as well as ensure to comply with the spirit of the World meteorological Organization approved "application program information and weather forecasts - CLIPS" considering climate information as the basis for the planning and direction of economic activity - social and decisions; calls on all countries to encourage the implementation plan CLIPS within the national hydrometeorology sector ", the research and development framework global climate services primarily focused on the field of mitigation disaster risks. World Meteorological Organization has confirmed that the value of climate services in the field of disaster risk reduction is giving warnings about the potential risks of these types of meteorological disasters, then it helps us to have the assessment and preparedness in preventing, responding to the dangerous weather events as they occur. At the same time, development of climate services will help managers in planning, policies building to form a society with a high tolerance when faced with disaster risk. Therefore, in that context, UNDP has decided to support the Bureau of Meteorology, Hydrology and Climate Change to perform the tasks outlined in the project through strengthening national implementation strategy on climate change (CBICS). Framework for national climate services is studied and designed to improve and systematize for the sake of effectively implementing the information on meteorological services, creating a legal foundation for the application of the product of climate services serving for socio-economic development in Vietnam, primarily in the field of disaster risk reduction. Therefore, Project Office CBICS would like to select the appropriate consultants with expertise in meteorology, climate, which is capable and experience to join the Consultative Group Framework for research and development services in the field of risk reduction disaster as a basis for drafting a Decision of the Prime Minister on the implementation of the climate services framework for Vietnam. 2) OBJECTIVE OF CONSULTATION Consultants on meteorology, climate will do research, make proposals on writing regulations about elements, meteorological information provided in the types of climate 3 services in the fields of climate disaster risk reduction to support writing the draft decision of the Prime Minister on the implementation framework for climate services Vietnam and collaborate with other experts in the group finishing this report. 3) WORK CONTENT It is a must for the consultancy to achieve the above objectives as they should perform the following contentd 1. Collect and synthesize relevant documents about the research, deployment of climate services in the field of disaster risk reduction; 2. Analyze and evaluate the current state of the database and model as well as meteorological forecasting technology in meeting the need in climate services in the field of disaster risk reduction 3. Research and evaluate the current state of information systems meteorological data and the ability to meet the climate services framework in the field of disaster risk reduction; 4. Analyze and identify factors and meteorological information which may be provided in the types of climate services for the field of disaster risk reduction; 5. Assess the situation in the context of climate change, analyze and identify the agencies and units interested in using the service of factors, meteorological information in the field of disaster risk reduction, thereby give recommendations that can be pilot case in next 5 years; 6. Write reports of task performance (including meteorology, hydrology), which also includes the content about the overall proposed implementing climate services framework in Vietnam; 7. After signing the contract, PMU together with the contractor identify and agree on the rules for monitoring the progress of each part and the whole package of work, which includes the specific terms on monitoring progress and reporting requirements in each period, manner and time for specific reporting, requirements and conditions of employment after the end of the contract to complete the project objectives mentioned. 7) QUALIFICATIONS AND SKILLS - Holding a university degree or higher in one of the areas of meteorology, climate, environment and other relevant sectors - Having at least 10 years of experience working in the field of meteorology, climate, or disaster prevention and protection. - Being capable of writing reports, analyzing, synthesizing, and presenting - Being knowledgeable of the systems management, policies, regulations and procedures applicable in both central and local levels 5 - Having experience working with departments, local industry, and the relevant ministries - Have experience of working in the project of the international organizations and being proficiency in English is an advantage. 8) SUPPORTS FROM PMU - Administrative Support: The administrative supports to facilitate technical advisor working with government agencies (Dispatch, letters of recommendation, etc. ...). - References: 1. Strategy development of Hydrometeorology 2020. 9) CONTRACT PAYMENT TERMS - Signing a contract directly with 01 local consultant working in full-time basics with 86 days. - The remuneration of the consultant will be paid into three instalments upon satisfaction of the following conditions: + Stage 1: The first 50% of the contract value will be paid to the consultant after handing Analysis Report, reviews the current status of state database and model, meteorological forecasting technology in meeting climate services the field of disaster risk reduction and research reports , assessing the current state of information systems meteorological data and the ability to meet the climate services framework in the field of disaster risk reduction and Consulates directors of the Department of Hydrometeorology and Climate change – The agencies responsible for draft decision of the Prime Minister and UNDP office approved. + Stage 2: The next 40% of the contract value will be paid to the consultant after handing analysis report, identifying the elements, meteorological information may be provided in the type of services in the field of climate mitigation disaster risk; The report assessed the weather situation in the context of climate change and analysis, identifying the agencies and units wishing to use the services of factors, meteorological information in the field of disaster risk reduction, make recommendations which can be piloted in the next 5 years and overall synthesis report tasks, including adding content to the overall proposed implementing climate services framework in Vietnam (Consulates directors of the Department of Hydrometeorology and Climate change – The agencies responsible for draft decision of the Prime Minister and UNDP office approved) + Stage 3: 10 % of the contract value will be paid to the end of counseling after the report was edited , finishing in the opinion of the Bureau of Meteorology , Hydrology and Climate Change , handing over and liquidate the contract agreement and signed by the contractor and the project. 6 - The remuneration of the consultant will be paid according to UN cost norms applied for CBICS. 10) COPYRIGHTS All intellectual property and property rights, including the maps, drawings, photographs, documents, reports and other documents that are the outputs of policy advisers will become assets of the Ministry of Natural Resources and Environment, UNDP Vietnam and project, consultant has no right to publish or use of this material without the permission of the project, MONRE or UNDP Vietnam./. 7
