UN/ISDR Regional Disaster Risk Reduction Platform Americas Adaptation under the UNFCCC Process and Its linkage to Disaster Risk Reduction Panama City, Panama 17-19 March 2009 Xianfu Lu Adaptation sub-Programme Adaptation, Technology and Science Programme (ATS) UNFCCC Secretariat [email protected] http://www.unfccc.int A brief introduction to… 1. Adaptation under the UNFCCC and the Nairobi Work Programme (NWP) 2. Current status of negotiations on the future regime 3. Linkages between climate change adaptation (CCA) and disaster risk reduction (DRR) United Nations Framework Convention on Climate Change 1. Adaptation under the Convention process Complementary Tracks Implementation Scientific and technological aspects Future process AWG-LCA SBSTA SBI 1/CP.10 NAPAs Bali Action Plan Nairobi work programme (up to and beyond 2012) Financial and Technological Support, Capacity-building United Nations Framework Convention on Climate Change United Nations Framework Convention on Climate Change 1. Adaptation under the Convention process Nairobi Work Programme on impacts, vulnerability and adaptation to climate change (NWP) 130 United Nations Framework Convention on Climate Change 1. Adaptation under the Convention process Nairobi Work Programme on impacts, vulnerability and adaptation to climate change (NWP) NWP now has over 130 Partners, including UN agencies, IGOs, NGOs, CBOs, Research institutes United Nations Framework Convention on Climate Change 1. Adaptation under the Convention process Nairobi Work Programme on impacts, vulnerability and adaptation to climate change (NWP) Seven Calls For Action have been issued. United Nations Framework Convention on Climate Change 1. Adaptation under the Convention process Nairobi Work Programme on impacts, vulnerability and adaptation to climate change (NWP) To date, 66 Action Pledges have been made by 24 partners. United Nations Framework Convention on Climate Change 1. Adaptation under the Convention process Nairobi Work Programme on impacts, vulnerability and adaptation to climate change (NWP) • Focus for the second phase (2008 – 2010) o Promote activities by regional centres and new/existing networks o Activities at the national/regional levels o Activities on education, training and public awareness United Nations Framework Convention on Climate Change 2. Current status of negotiations on the future regime COP13 (2007) Bali Action Plan (BAP) – launching a comprehensive process to enable the full, effective and sustained implementation of the Convention [to be supported by Ad Hoc Working Group – Long-term Cooperative Action (AWG-LCA)] United Nations Framework Convention on Climate Change 2. Current status of negotiations on the future regime • Bali Action Plan (BAP) (1/CP.13) – A shared vision; – Enhanced action on mitigation; – Enhanced action on adaptation; – Enhanced action on technology development and transfer to support action on mitigation and adaptation; – Enhanced action on the provision of financial resources and investment to support action on mitigation and adaptation and technology cooperation United Nations Framework Convention on Climate Change 2. Current status of negotiations on the future regime Four components in adaptation deliberations under the BAP • National Planning for Adaptation • Streamlining and scaling up financial and technological support • Enhancing knowledge sharing • Institutional frameworks for adaptation United Nations Framework Convention on Climate Change 2. Current status of negotiations on the future regime COP14 (2008) • The “Assembly document” – Produced by the AWG-LCA Chair from submissions on the BAP by Parties and organizations; – Putting all the ideas of Parties and organisations on the table to facilitate discussions at COP14; – Updated in-session (FCCC/AWGLCA/2008/16/Rev.1); • Invited its Chair to prepare 2 documents: – – A document describing areas of convergence in the ideas and proposals from Parties, to be considered at AWG-LCA5 (March – April 2009); A negotiating text to be considered at AWG-LCA6 (June 2009) United Nations Framework Convention on Climate Change 2. Current status of negotiations on the future regime AWG-LCA5 (29 March – 8 April) • Chair’s scenario note and the “component paper” are both still under preparation • Examples of convergence arose: – – – – – Recognition of the additional burden of climate change; The need for national-level, country-driven adaptation; The link between adaptation and development The need for financial and technological support and capacity building; and The importance of regional centres and risk management mechanisms United Nations Framework Convention on Climate Change 3. Linkages between CCA and DRR • Common objective - managing risks through resilience building; • Common target – vulnerable communities/livelihoods; • Great need and potential for collaboration and mutual learning – data/information, methods/tools, practices/processes United Nations Framework Convention on Climate Change 3. Linkages between CCA and DRR • DRR is directly linked to discussions on two of the nine work areas of the NWP: climate-related risks and extreme events; adaptation planning and practices • The successful collaboration between the FCCC Secretariat and the UN/ISDR on the organisation of the NWP technical workshop is an encouraging first step in formalizing the integration of work carried out by CCA and DRR communities.
