The “Assembly document”
– Produced by the AWG-LCA Chair from submissions on the
BAP by Parties and organizations;
– Putting all the ideas of Parties and organisations on the table to
facilitate discussions at COP14;
– Updated in-session (FCCC/AWGLCA/2008/16/Rev.1);

Invited its Chair to prepare 2 documents:

A document describing areas of convergence in the ideas and proposals from
Parties, to be considered at AWG-LCA5 (March – April 2009);
A negotiating text to be considered at AWG-LCA6 (June 2009)

AWG-LCA5 (29 March – 8 April)
• Chair’s scenario note and the “component paper” are both
still under preparation
• Examples of convergence arose:

Recognition of the additional burden of climate change;
The need for national-level, country-driven adaptation;
The link between adaptation and development
The need for financial and technological support and capacity
building; and
The importance of regional centres and risk management
mechanisms

• Common objective - managing risks through resilience building;
• Common target – vulnerable communities/livelihoods;
• Great need and potential for collaboration and mutual
learning – data/information, methods/tools, practices/processes

3. Linkages between CCA and DRR
•
DRR is directly linked to discussions on two of the nine
work areas of the NWP: climate-related risks and extreme events;
adaptation planning and practices
•
The successful collaboration between the FCCC
Secretariat and the UN/ISDR on the organisation of the
NWP technical workshop is an encouraging first step in
formalizing the integration of work carried out by CCA
and DRR communities.
