Short description of CIIFEN and its activities
The International Research Centre on El Niño – CIIFEN was established in response to resolution 52/200 on
international cooperation to reduce the impact of the El Nino phenomenon. Subsequently, the United Nations
General Assembly adopted 9 resolutions and ECOSOC adopted 2 resolutions on international cooperation to
reduce the impact of El Niño phenomenon through an inter-agency mechanism based in Ecuador. The
missions, adopted resolutions and the subsequent analysis of three sponsors for CIIFEN allowed the
establishment of the international centre on January 10, 2003 in Guayaquil, Ecuador.
The CIIFEN mission aims to promote, complement and undertake scientific research and applied projects to
improve the comprehension and early warning of El Niño, climate variability and change at regional level to
contribute reducing social and economic impacts in the most vulnerable population.
CIIFEN actions have focused in the development of regional climate models to improve early warning and
scenarios for regional adaptation to climate change:
1. The generation of decision making support systems to assess climate risk in agriculture,
environment, health, water resources and others at regional scale (fig. 1).
2. Basic scientific research to design climate applications and innovative communication strategies (fig.
2).
3. Implementation of a Regional Climate Information System including complex institutions,
stakeholders and relevant contacts networks with tailored products
actors (fig. 3).

combination between traditional climate knowledge and new climate information provided by National
Meteorological Services and other operational agencies(fig. 4).
The activities of CIIFEN contribute directly to the Priorities 2, 3 and 4 of the HFA by: identifying and monitoring
El Nino, climate variability and change impacts in Latin America,; disseminating and sharing information and
knowledge, but also contribute to Priority 1 on partnership for development and coordination, and to Priority 5
by delivering Regional Climate forecast and mapping for countries to improve preparedness.
CIIFEN is now 6 years, after a difficult path for its consolidation, we are now in a phase of positive
development and positioning in Latin America region. Ongoing projects are still increasing, the interaction with
the institutions of the region and the number of partners also continues to grow, and many challenges on the
horizon behind our work allow us to believe that our work in terms of climate applications, interface users, risk
management and feasible climate adaptation have been positive and well received by all institutions,
organizations and donors. We have in our short life, so much to share and so much more to offer in benefit of
the region, so the horizon is even more promising.
