Viet Nam also signed Kyoto Protocol (KP) on 03 December 1998 and ratified it on 25 September 2002. Viet Nam is not required to reduce greenhouse gases (GHG) emission but GHG mitigation options have been developed for GHG main sources (Energy, Agriculture, Forestry) in the country GHG emission by sector in 2000 (under the Second National Communication to UNFCCC) Per capita GHG emission in 2000 was 1.94 tonnes of CO2e GHG emission projections (2020 and 2030) (under the SNC) Sector 2020 2030 Energy 251.0 470.8 Agriculture 69.5 72.9 LULUCF -20.1 -27.9 Total 300.4 515.8 National Climate Change Strategy Approved on 05 Dec. 2011 Overall objectives of the Strategy: sustainable utilization of the national resources; carry out adaptation measures and GHG mitigation options; safeguard people’s life and properties; ensure the sustainable development goals. strengthen human and natural system resilience to climate change; develop the low-carbon economy to protect and enhance quality of life; ensure national security and sustainable development National Green Growth Strategy Approved on 25 Sep. 2012 Overall objectives of the Strategy: Achieve a low carbon economy; Enrich natural capital; Sustainable economic development; Reduce GHG emission (2011-2020) Reduce intensity of GHG emission by 8-10% Reduce energy consumption per unit of GDP by 1-1.5% per year Plan of GHG emission management; management of carbon trading activities to the world market Approved on 21 November 2012 Objectives: carrying out the UNFCCC and other related treaties that Viet Nam has involved in; taking oppoturnities to develop a low carbon economy and green growth in the country joining the international community’s efforts in mitigating GHG emissions and contributing to sustainable development Scope of time: now to 2020 Principal contents Management of GHG emissions Inventorying the national GHG for the base year 2005 and develop basic emission scenarios Carrying out the targets of GHG emission reduction and GHG absorption increasing by 2020 (base year: 2005) Energy: 8% Agriculture: 20% LULUCF: 20% Waste: 5% Assessing technology needs; disseminating and applying potential technologies of GHG emission reduction and GHG absorption increasing. Principal contents Management of GHG emissions Developing NAMAs program framework in line with national circumstances; registering and deploying NAMAs in line with national circumstances.
