MEDWAY COUNCIL JOB DESCRIPTION Designation:- Senior Marketing Manager (BSD0882C) (equivalent to CIM professional marketing standards "Manager" level with elements of “Senior” level competencies) Department:- Business Support Salary:- PO3 36,313 - £45,341 per annum Responsible to:- Head of Communications and Marketing 1. Main Purpose of Job To lead the council’s marketing and graphic design teams to deliver high quality strategic marketing programmes. To manage all marketing relationships with council services and ensure marketing activity delivers service and corporate priorities. To work ensure the marketing and website programmes are closely aligned with the work of the media relations team and the council’s local public sector partners. 2. Accountability Specify and evaluate marketing information requirements and manage research projects as well as leading a culture of evidence-gathering and evidence-based marketing decision making within the marketing team Oversee and lead planning of marketing projects to support delivery of service plans and be responsible for allocated marketing budgets Manage delivery of marketing projects and report on against plan and objectives Manage and monitor provision of effective client service to internal and external clients, including effective relationship management of service managers and officers Evaluate activities and identify improvements using measurement and evaluation data. Assist the development of council services working with relevant service officers and support the development and implementation of pricing policies (where relevant) Line manage the marketing and graphic design teams team Manage the graphic design service to ensure income targets for design and print handling are achieved, while ensuring best value and professional and timely delivery of client requirements Oversee the council’s framework agreement for graphic design and printing, including ensuring all council departments follow legal and policy direction for its use 3. Be responsible for the management and development of the council’s website portfolio, including responsibility for web strategy and effective delivery of content and new features to ensure the council’s digital marketing continues to meet the needs of stakeholders. To manage the design, production and distribution of the Medway Matters magazine, including being responsible for the management of the distribution contract and for expenditure and income budgets, including advertising revenue To be responsible for the council’s visual identity and written styleguides to ensure that the council’s communications are clear, compliant with standards, accessible and easy for customers to understand. To develop processes to ensure these standards are promoted throughout the council, and adhered to by all services to ensure council’s brand is well presented. Contribute to organisational and professional change. Define and communicate the need for professional change as required. Maintain relationships with other functions and disciplines within the organisation and with local public sector partners Ensuring that all activity meets legal standards (such as the Data Protection Act and Disability Discrimination Act) and complies with all relevant statutory and discretionary codes of conduct. Work anti-social hours occasionally to ensure projects are delivered to meet client deadlines. Person Specification QUALIFICATIONS - ESSENTIAL Educated to degree level (or suitable equivalent experience) Hold CIM Professional Diploma in Marketing (or IDM equivalent) QUALIFICATIONS - DESIRABLE Chartered Marketer status Hold or studying for CIM Chartered Postgraduate Diploma in Marketing (or IDM equivalent) KNOWLEDGE - ESSENTIAL Good knowledge of marketing strategy and planning process in complex matrix-based organisations. Delivery of complex local marketing programmes Principles of market research and direct marketing. Digital marketing and social media. Marketing-related aspects of Data Protection Act 1998, Privacy and Electronic Communications Regulations 2003, ASA CAP code, CIM professional standards and the Code of Recommended Practice on Local Authority Publicity. Good understanding of complexity and breadth of unitary local government operations KNOWLEDGE - DESIRABLE Understanding of the operation of client-focussed business/unit agency environment Understanding of the principles of social marketing and their application in public sector marketing campaigns to drive behavioural change Implementation of a risk-based corporate procurement process in a communications context EXPERIENCE - ESSENTIAL Developing multi-channel marketing campaigns/initiatives from concept to implementation. This post is line managed by the Head of Communications and Marketing The post-holder will be a well-motivated self-starter - a team player capable of working without supervision The post holder will be a key part of the small, but dynamic communications management team, working closely with other communications professionals. Occasionally the post holder will work away from the office and could be called upon to work in a range of environments should the need arise.
