Brief biography of nominated Senior Expert Member of the
Technology and Economic Assessment Panel
The present background note includes brief biography of an expert who has been nominated by the
Government of India to serve as a Senior Expert Member of the Technology and Economic
Assessment Panel (TEAP). The biography is being circulated as received by the Secretariat, without
formal editing.
Curriculum Vitae – Rajendra Shende

KEY QUALIFICATIONS
Rajendra Madhavrao Shende is currently serving as the Chairman of TERRE Policy Centre. Former Director at
United Nations Environment Programme (UNEP), he is a leading expert in sustainable technologies and policies. As
head of the Paris-based OzonAction Programme of UNEP, he worked with the governments of 146 developing
countries to develop their national management plans to eliminate the use of Ozone Depleting Substances. He was
part of the task force set up by the Government of India to negotiate the Montreal protocol.
Mr. Shende was part of the following technological and scientific assessment panels related to Ozone Layer
Protection and Climate Change:
 He was Coordinating Lead Author (CLA) of Special report on 'Safeguarding the Ozone and the Global
Climate System’ of IPCC (2007) that shared Nobel Peace Prize with Al Gore.
 He was reviewer of IPCC’s special report on 'Methodical and Technological issues inTechnology
Transfer', (2000)
 He has also been reviewer and steering committee member for:
o UNEP Synthesis report on ‘HFCs: Critical link between protecting Climate and
Ozone’ (2013) and;
o Nitrous oxides, ‘Drawing Down N2O to Protect Climate and the Ozone Layer’ (2014).
 He has also served as expert reviewer of UNEP/WMO’s Scientific Assessment Panel’s report i.e.
‘Scientific Assessment of Ozone Depletion-2014’.

Degree in Chemical Engineering (First Class Honours.) from Indian Institute of Technology (IIT) Mumbai

Responsibilities:
Led a global programme for safeguarding the ozone layer and the climate system though
provision of policy advice and support for technology transformation for 146 developing
countries; delivered the financial and technical aid for capacity building of government and
industry focal points in developing countries through UNEP’s five regional offices in
Bangkok, Nairobi, Bahrain, Panama City and Paris to achieve climate mitigation benefits as
well as ozone layer protection under the Montreal Protocol, particularly from the phase-out of
HCFCs; mobilized finances from the Multilateral Fund, GEF, bilateral donors and fostered
partnerships with the private sector, civil society, and international organisations (UNDP,
UNIDO, World Bank, FAO, WHO, UNICEF, WCO) for programme development and
project implementation; developed and implemented projects related to alternatives to ozone
depleting substances, particularly HCFCs that would provide cross- cutting and multiple
benefits in the sectors such as climate change , chemical management, hazardous substances
and waste management; formulated, negotiated, implemented and evaluated the annual and
rolling business plans, work programme, outputs, outcomes, and feedback from clients to
manage a fully regionalised UN Programme with more than 50 staff; monitored the resultbased and compliance-rigorous projects.
Initiated awareness, information exchange and discussion on R&D programmes on Energy
efficient HFC –alternatives particularly in hot-climatic developing countries. Published a
booklet of case studies on ‘Two Protocols One Solution’.

eliminate CFCs and other ozone depleting substances and greenhouse gases as per the United

environmentally sound and energy efficient renewable energy technologies to developing
countries through cooperative and financial mechanisms including the Clean Development
Mechanism.

from UNEP on 31 July 2011. His awards include: (list is not exhaustive)
 Stratospheric Ozone Layer Protection Award from USEPA (for OzonAction programme led by Mr. Shende.)
–The first ever programme in UN system to get USEPA award.
 Climate Protection award from USA
 Montreal Protocol award and Letter of Appreciation from Executive Director from UNEP.
 UK Industry award for Partnership with OzonAction on Ozone and climate friendly Solar Vaccine Cooler
 Harvard University, John F Kennedy School of Government Award for Partnership with OzonAction on
‘Refrigerants, Naturally!’
 Several environment protection awards in India.
 Dr. Abdul Kalam, former President of India invited Mr. Shende to demonstrate the Ozone and Climate
friendly solar vaccine cooler and the industry-NGO partnership that he convened on behalf of UNEP to
develop it. It is first ever technology developed in partnership that is in public domain.
