MESA PROGRAMME DESCRIPTION
MESA will reinforce the framework and cooperation/exchange between
Europe and Africa to develop operational information services based on
satellite and ins-situ Earth Observations for environmental management
and security in Africa
Security= protection of population against damages to living
( ecosystems, deforestation, depletion of fish stocks, land degradation…)
and non living things ( buildings, roads and other infrastructure…) due to
stresses ( fires, floods, drought, pollution …)
Beneficiaries
ACP Secretariat , CEMAC, ECOWAS, IGAD, IOC, SADC countries
MESA PROGRAMME
MESA Programme Overall Objective
“To support African decision-makers and planners in designing and implementing
national, regional and continental policies and development plans towards
sustainable development
MESA Programme Purpose
“ To Increase information management, decision-making and planning
capacity of African continental, regional and national institutions mandated
for environment, climate, food security by enhancing access to and use of
Earth observations”
Continental Climate THEMA Overall Objective and Purpose
ACMAD Continental Climate THEMA
Continental Climate THEMA Overall Objective
“To increase climate information within the African continent through enhanced
capacity of African continental, regional and national institutions by providing
new and improved climate services for Disaster Risk Reduction (DRR) and
enhanced regional collaboration through better access to Earth Observation,
communication, strengthened policy frameworks and capacity building.”
Continental Climate THEMA Purpose
“Enhanced capacities to manage climate related disasters through improved
climate services, information and training.”

ACTIVITIES OF THE CONTR-01
Exchange on products for Climate Services for DRR developed by ACMAD-MESA
Interpret products and provide:
-Technical Notes for forecasts discussions or briefings;
-Bulletins and Reports for climate sensitive sector ( agriculture, water, DRR, experts…)
- Statements&Briefs for policy and decision makers
Undertake practical exercise with production of a Statement on 2015 Climate for Africa ,
African Drought Monitor&outlook and a brief for policy&decision makers
(with ACMAD-MESA Guidance)
Discuss table of contents for training modules for University programmes on climate
services ( two Universities prepare drafts)
