During 29 November - 10 December, COP16 is a two-week UN summit where delegates
will continue to work towards an international climate deal which holed in Cancun. World
leaders discussed together, the integrity of the action plan of saving the earth, and stopping
global warming. But the national differences remained significant, mainly because of
climate change is not only the global environment problems, but also human sustainable
development. Facing climate change, what will we prepare for? Politicians is in thinking,
economists is in thinking, educators, is especially in thinking. Because person is the first
element of the development, in this context, thinking of the responsibility of university is
the proper meaning for university mission.

1 Introduction
We know that global warming is tangible. As to this, the international community has reached some common understandings through
the negotiation, at the conference of environment and development of the United Nations in 1992, the participating countries have
signed ―the climatic change frame convention of the United Nations‖, at the meeting of Kyoto of 1997, every contracting party has
reached ―Kyoto Protocol‖, these two regulatory treaties have offered the basic legal system frame for solving the climatic change
problem in the international community. The United Nations Climate Change Conference took place in Cancun, Mexico, from 29
November to 10 December 2010. It encompassed the sixteenth Conference of the Parties (COP) and the sixth Conference of the
Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP), as well as the thirty-third sessions of both the Subsidiary
Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA), and the fifteenth session
of the AWG-KP and thirteenth session of the AWG-LCA. But it is still difficult to built international climate system. Face to the
Climate change, scientists can help us find reasons of climate change and can also find some ways to combat climate change. But
how to do, this is not only in science and technology, but also involves the whole subject of economy, politics, culture, the profound
reform in the field of society. In the profound social transformation, as the gather palace of knowledge, talent and technology,
university plays an irreplaceable role in decision-making consultation, talent cultivation, scientific and technological innovation,
culture guidance for climate change the theory and the practice exploration.


2 The New Challenges of the Universities from Climate Change
2.1 The new challenges of resource and technology
Today the survival of our species is threatened, because of Climate Change making excess utilization of fishery resources and
environment pollution. Human hand to be saving resources, develop the low carbon economy, on the other hand, we should open up
new resources, new materials and new technology arises at the historic moment. Such as Gas Turbine-modular Helium Reactors
(GT-MHRs) couple high-temperature gas-cooled reactors (HTGRs) with the Brayton power conversion cycle to produce electricity at
high efficiency. This requires university in order to adapt to the new problems caused by climate change, as the frontier science and
technology to study the new problems, development of new technology, new material production.
2.2 The new challenges of the responsibility
Facing climate change, China undertakes ―common but differentiated responsibilities‖. How to further analysis international climate
change treaty, how to make more rights of saying etc, these are all universities as the base of philosophy must to be facing. With
climate change and the development of China's higher education. The university is crucial and responsible in social responsibility.
2.3 The new challenges of the talent cultivation
Facing climate change, the influence of university education is overall and deep for the students; even affect social trends in the
future. University plays an important role that whether the students can form the correct for the social service concept, cultivate
excellent skills. Facing the new changes in the environment, the university must adapt to domestic and international situation changes.
Not only will it gives students' professional skills and professional ability, but it also give students a comprehensive self-perception
and self development ability.
3 The Responsibility of University Under the Background of Climate Change
3.1 The Construction of think-tank with Chinese characteristics
The research ability and level of think-tank in our country is far from the needs of the national development strategy and China's
diplomatic work. The degree of the university major national policy formulation and the quality of research achievements is weaker
than some think-tanks in American. We should construct the Chinese first-class think-tank with the theory construction, strategy
research, public diplomacy and policy recommendations. That means Chinese university must to be able to undertake social
responsibility. Formed "China school" in the theoretical construction of university, ―Chinese ideology‖ in strategic research,
―Chinese language‖ in social lead, ―Chinese scheme‖ in political suggestions, The university must have a response to climate change.
There are four ―wheel‖ in the formation of Chinese school, Chinese ideology, Chinese language and Chinese scheme.

3.2 Developing high-tech research on climate change
China promotes climate change policy and action consistently. Make efforts to slow climate change, insist on saving energy and
energy efficiency improvement simultaneously, and energetically develop green low carbon energy. Universities take part in all of

these. Especially Research University should take high-tech development coping climate change as a vital function. High -tech
development coping climate change of university includes the following aspects:
3.2.1 Development of new materials to respond to climate change
Breakthrough Progress Has Been Made in New Materials, such as: cable material, resource material, energy material, new-type heat
insulator, nanometer material, biological material. All of these should be coordinate coexistence with environment in the preparation,
use, abandoned until regeneration of recycling the whole process.
3.2.2 To update the traditional technology
Ecological technology development based on the traditional technology of upgrading, can realize more aspects of ecological effect.
In these new technology research and development, the universities scientific research institution and scientific research personnel
have been and will also be more deeply involved.
3.2.3 To introduce and popularize advanced foreign technology
Towards ecological technology development and utilization of foreign advanced technology aspect, to introduce and popularize is
also an indispensable way. There are open, free academic environments, a group of persons who are apt at digesting and absorbing
new knowledge, a good platform for carrying out international cooperation in University, which of these provide convenient in
international scientific and technological exchanges and cooperation, closely follow the international high-tech dynamic frontier, and
widely collect global technical information and resources.
3.3 The cultivation of high-quality talents with responsibility
Talent training is the prime function of university, talent cultivation is not only culture imparting knowledge, professional skills, and
more important is the personality formation. University moral education process is a value guidance process. The problem of climate
change has become the most serious problems in the sustainable development. It is the duty that the university should strengthen the
ecological civilization education, establish and improve the ecological civilization education content and education system, and the
cultivation of sense of responsibility of high-quality talents.
3.3.1 To establish college crisis consciousness
The seriousness of the problem of climate change and human development harmfulness loudly and clearly instil to college students,
so that they can internalize social requirements of ecological protection as a moral self-consciousness more quickly than public,
thereby to consciously practice in study and life.
3.3.2 To establish college students sense of responsibility
As higher education of college students, they must possess more strong sense of mission and sense of responsibility than ordinary
people. They should not only become the faithful practitioners of ecological civilization outlook, but also should become the actively
advocates of ecological civilization outlook.
3.3.3 To train responsibility consciousness of students
To cultivate college students actively participate in environmental protection activities. Expand equal denotation to the relationship
between man and nature field, let students see ethnocentrism serious defect, and recognize that humans and other species have talent
of value. It shall be entitled to receive the same care and attention.
3.4 University guiding the healthy development of the globalization
It plays a special leading role in the healthy development of the globalization process. There are three main functions in university:
research, teaching and social services, which require the university to keep a certain special culture. A good university must be
advocating ideas that knowledge and understanding itself is the purpose. The teaching feature of university includes helping students
preparing to contribute to society in the future. University in research, teaching, and service in the field of core task will promote the
healthy development of the university in the globalization process. Facing the diversified demands proposed by development of
higher education in the global process, colleges should promote international cooperation in research, personnel exchange,
combination education aspects, carries on knowledge and communication of information, realizes benefit maximization of its social
service.
4 Conclusion
Climate change is a common challenge confronting the whole world, and demands the joint efforts of all countries and the entire
international community. China will work unremittingly for global sustainable development with other countries and continuously
make new contributions to the protection of the climate system. The modern university is unlikely entrenched within the faint ivory
tower, and could not live in the lab as well. It must be open to face society, facing the world, and facing climate change brings us
problems. University should be rooted in history development. The authenticity of the university should be the time performance,
national performance, spiritual expression. The development of Chinese universities are penetrated by character of Chinese nation,
China is a responsible nation; Chinese university should be responsible college.
