ASEAN CLIMATE CHANGE INITIATIVE Presented by: Liana Bratasida ASEAN consist of : ten nations in South East Asia covering an area (4.5 million sq km) total population 530 million people GNP of about US $ 312 billion and per capita of US $ 496 average economic growth rate 5.5% (1980-1990) and FDI grew as fast as 40% Bali Concord II 2003 declared that ASEAN aims to become a single market Climate Change Short term and no longer a long term global environment issues All countries in the ASEAN region are vulnerable Capacity to cope is low Local impact has been felt in many places including Southeast Asia All countries need to take action according to the principle of “common but differentiated responsibility and respective capability” KYOTO PROTOCOL ASEAN countries are advised to: ratify Kyoto Protocol encourage key parties to the UNFCCC to ratify it Rusia Continue support Kyoto Protocol and UNFCCC Impacts of and Adaptation to Climate Change ASEAN countries need to: take the issue of impacts of and adaptation to climate change as a priority Increase their involvement in the discussion and negotiation on impact (mitigation) and adaptation Expressly reject the efforts to delink the international agreements with Third Assessment Report of the IPCC Clean Development Mechanism (CDM) CDM serve to : achieve emission reduction commitments of the industrialized countries Foster sustainable development while contributing to the ultimate objective of the UNFCCC Weakness That Needs to be Strengthened by the ASEAN member countries CAPACITY • • • • • • • Increase bargaining power in CDM global Market Net working and information sharing among DNA Create conducive policies for CDM Implementation Support programmes of building the capacity of project proponent and operational entities Enlarging the pool of investor Increase capacity of DNA Strengthening ASEAN position in internal negotiation INFORMATION • • • • Increasing the flow of information Promoting communication among private sector/stakeholders, financial institution Considering a common approach and framework in setting up emission inventory system in each country Build network for government agencies who work with CDM MARKET • • • • Increase the quality of the project Establish a “Joint Marketing Strategy” Establish an ASEAN level clearinghouse Consider joint approach on emission trading INSTITUTION • Support efforts to establish an ASEAN level Clearinghouse • Representation of ASEAN interests in the Executive Board of the CDM • Develop ASEAN position for the second period of commitment LONG TERM GLOBAL PARTICIPATION POSITION OF ASEAN MEMBER COUNTRIES • Commencement of exchange of views among ASEAN countries • Endorsement of the long-term climate change induced temperature change limit up to 2 degrees Celsius • Setting up of “trigger agreement” for future action for both industrialized and developing countries ASEAN CLIMATE CHANGE WORKING GROUP ASEAN countries are advised to establish an ASEAN Climate Change Working Group (WG) WG has to consist of key stakeholder relevant research group, official within the Ministries The ASEAN secretariat in Jakarta is advised to facilitate the implementation of WG
