Climate Change Programme Suggested Consolidation of Projects There have been several discussions about the number of projects within the Climate Change Programme, and the number that have not yet started. There are constraints to what can be done within the Climate Change Programme due to limited staffing and monetary resources, and also the sphere of influence of the WDSP. However, the ambitious targets for CO 2 reduction requires a similarly ambitious approach to creating and driving forward the projects. This issue was discussed at the Climate Change Programme Board on 16 December 2010. The following table lists the current projects, along with their priority areas for action and outcomes, and explains the decisions made on 16 December toward creating a more manageable Programme. Outcome Greenhouse Gas Emissions Reduction: Emissions of carbon dioxide, methane and nitrogen oxides across the District are low Transport Priority Area for Action Staff and students at schools, colleges and organisations are using sustainable travel methods. More use of buses and more paying passengers Lower average emissions from different classes of vehicles based in Winchester District. Walking and cycling is prioritised 'Smarter' use of vehicles for work and leisure purposes in all sectors of society with greater fuel efficiency, more sharing of vehicles, and less need to travel. Current Project List Score Decision CCPROG/001/001 Promotion and 19 The projects within effective implementation of travel this outcome will be plans in schools, colleges and reviewed, to take major employers account of the scores, LTP3, the Winchester Access CCPROG/001/002 Development 14 Plan and the of bus services and information WinACC Transport CCPROG/001/003 Promote low 16 Strategy, in emission vehicles to residents and discussion with the businesses Transport Forum. CCPROG/001/004 Further 23 develop transport infrastructure that gives top priority for walking and cycling, followed by public transport and finally to other motorised transport. CCPROG/001/005 Investigate and 17 implement the best measures to enable reduced travel and smarter car use The possibility of making a bid to the Sustainable Transport Fund to progress one or more of the projects will also be investigated. New Project List To be confirmed, following discussion with the Transport Forum. Outcome Greenhouse Gas Emissions Reduction: Emissions of carbon dioxide, methane and nitrogen oxides across the District are low Business and Public Sector Priority Area for Action Active energy management leading to reduced energy usage in all large organisatins and assistance available for SMEs to do the same. Active energy management leading to reduced energy usage in all large organisations and assistance available for small and medium sized organisations to do the same. Current Project List Score Decision CCPROG/002/001 Reduce energy 27 These two projects use in organisations are to be merged. CCPROG/002/002 Winchester 25 Will be replaced with Declaration on Climate Change new project as this is developed. CCPROG/006/002 Low Carbon 19 Champions - Organisations Will potentially include the Low Carbon Champions training for organisations. Kept but moved from Low Carbon Champions – Community Organisations Involvement section. (will continue as a project, Will be possibly unless merged with new merged into the new project above) organisations project. Collaboration between CCPROG/002/003 Partnership for 12 organisations in respect low carbon procurement policies of procurement to achieve maximum reduction in carbon emissions from operations within the District This is unlikely to be progressed further at a District level, unless it is prioritised and resources made available. Reduction against baseline (to be determined) Not currently underway, but the benefit could be huge. CCPROG/002/004 Reducing 15 greenhouse gas emissions from agriculture and forestry New Project List New project, currently under discussion. Decision to park the issue for the time being. The idea of a potential project to be pursued with the NFU. Potential project to be discussed. Outcome Greenhouse Gas Emissions Reduction: Emissions of carbon dioxide, methane and nitrogen oxides across the District are low Domestic Energy Priority Area for Action Achieve widespread improvements in home energy efficiency* across the District (* changed from ‘insulation’ to reflect the wider range of measures involved) All homes have metric meters and a growing number of homes have smart meters. Current Project List Score Decision CCPROG/003/001 Heatseekers 20 Project continuing, and Green Homes Scheme with low resource requirement, so keep in programme. CCPROG/003/002 26 Project is being Comprehensive home insulation worked up under the strategy for the District Winsulation Plus proposal. Should therefore be reworded. Area Based Insulation project under development at County level. May be something to be involved in. CCPROG/003/003 Negotiation 16 Delete - Energy with energy companies about companies have installing smart meters in the area been approached, as soon as possible but have not been interested in working with us on this. It is likely that they will work to the national timetable. Achievement of key STP/PROJ/001a milestones in Local Strategy' Development Scheme and production of ‘sound’ Core Strategy LDF 'Core 33 CCPROG/003/004 Development 27 of LDF Supplementary Planning Document Should refer to the climate change related elements, rather than the whole Core Strategy Project. Keep New Project List Heatseekers and Green Homes Scheme Winsulation Plus project. District involvement in Area Based Insulation project Inclusion of climate change policies in the LDF Core Strategy. Development of LDF Supplementary Planning Document/guidance. Outcome Renewable Energy Generation: The District supplies its share of renewable energy Priority Area for Action Increase renewable energy supply in the District Current Project List Score Decision CCPROG/004/001 Support This is a collection of renewable energy demonstration project, and therefore projects throughout the District will be split into these, to help with Scores: project management CHP/DE Feasibility Study 20 and monitoring. PV Project 24 Potential Abbey Mill Durngate Hydro Project 34 Hydro project to be also included. PV Project Durngate Hydro Project Abbey Mill Hydro Project CCPROG/004/002 Develop ESCO 44 services in the District Keep. Development Develop ESCO services in of ESCo is underway the District CCPROG/004/003 additional funds reduction activity Keep – potentially split into more detailed projects. for Secure 43 carbon CCPROG/004/004 Energy 29 masterplanning for the District Adaptation Planning: The District is "climate change ready", ensuring we can maximise the opportunities and minimise the costs of climate change New Project List CHP/DE Feasibility Study The district is prepared CCPROG/005/001 Planning for 25 for climate change, and Adaptation to Climate Change ready to maximise the opportunities and minimise the costs of climate change Secure additional funds for carbon reduction activity Park for the present The work undertaken so far has been at a County level, so not necessary to repeat for the District. Keep and reword to make clear the current project is about developing a plan. Developing a Climate Change Adaptation Plan Outcome Community Involvement: All sectors of the community understand the climate change isssue and are taking action Priority Area for Action Local people understand the urgency and importance of tackling climate change and are taking effective action. Trained champions are available to give advice and support to communities Community and neighbourhood carbon reduction Current Project List Score Decision CCPROG/006/001 20:12 Project 17 Consolidation of (Public Engagement) these projects to be discussed. CCPROG/006/003 Low Carbon 27 Champions - Communities CCPROG/006/004 Town and Parish Councils carbon reduction CCPROG/006/005 Greening Campaigns CCPROG/006/006 WinACC support for neighbourhood groups Reduce the carbon CCPROG/006/007 Reduce carbon footprint of food footprint of food produced and consumed in the District. 20 28 30 20 Need to ensure that the projects will achieve behavioural change.
