Centro de Pesquisas de Energia Elétrica Adaptation Strategy for the Electricity Sector in Brazil KATIA CRISTINA GARCIA Research Fellow Electric Power Research Center (Cepel) Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 CEPEL - Electric Power Research Center • Biggest electrical energy research institution in South Amercia, founded in 1974, part of ELETROBRAS System • Mission: develop sustainable technology solutions for generation, transmission and distribution of electricity for the Brazilian Electricity sector • 34 laboratories performing different experiments • Areas: Environment and energy optimization, Electrical Grids Analysis, Electrical Systems Operation and Automation, Transmission Lines and Substations, Electrical Distribution Technology, Special and Alternative Energy Technologies • Cooperates with ELETROBRAS in government strategic programs, such as the program that fosters alternative electric power sources (Proinfa), the Rural Electrification Program and the National Program for Electric Power Conservation (Procel). • Supports ELETROBRAS and the Ministry of Mines and Energy on international initiatives focused on sustainable development of electricity: Internacional Low-Carbon Energy Technology Plataform, Hydropower Technology Roadmap implemented by the IEA and the UN high level group Sustainable Energy fo All Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 Eletrobras • System consisting of: 6 subsidiary companies + 6 distribution companies + Electric Power Research Center (Eletrobras Cepel) + Eletrobas Participações S.A. (Eletrobras Eletropar) + 50% of the capital stock of Itaipu Binacional. • Mixed economy and open capital stock corporation, with shares traded at São Paulo (Bovespa), Madrid and New York Stock Exchange. • Federal government holds 54.46% of the ordinary shares of the company • Mission: Operate in energy markets in a full, profitable and sustainable way. • Vision: We aim to be, in 2020, the biggest global corporate system in clean energy, with profitability comparable to the greatest companies in the electrical area. Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 Eletrobras - The biggest company of the electric power sector in Latin America Centro de Pesquisas de Energia Elétrica - Cepel • Generating capacity 42,333 MW • 45 hydroelectric plants, 125 thermoelectric plants, 8 wind farms and 2 thermonuclear plants. • 61,534 km of transmission lines and 257 substations. IAIA 2015 Why climate change and adaptation matters to the eletricity sector? •IPCC AR5 •Extreme events •Offer/Demand is sensitive to climate hazards (temperature, winds, storms, cloudiness, rain regimes of rivers) WBCSD, 2014 Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 Guidance and Framework for climate change adaptation and resilience in the electric sector •International Energy Agency (Nexus Forum since 2012) •Nuclear Energy Agency (vulnerability and cost of adaptation) •Department of Energy (USA), DOE Response Framework •Energy demand •Energy Supply •Energy Assets and infrastructure •World Bussiness Council for Sustainable Development, 2014 •ONERC & EPE, 2014 (Observatoire National sur les Effects du Réchauffement Climatique & Entreprises pour l´environnement) •CEBEDS, 2013 (vulnerability study) •FMASE, 2013 – position paper Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 How Eletrobras is dealing with climate change? • Eletrobras’s Statement of Commitment on Climate Change. To enable all companies to adopt practices that can either reduce or compensate for greenhouse gas emissions (GHG). • Annual Corporate GHG Emission Inventory assured by external independent auditors since 2012 • Eletrobras has been developing risk analyses aimed at the future carbon market, and it has entered partnerships with research institutes to foster studies and to investigate the understanding about its vulnerability to climate change. • Participate in government forums, such as the Brazilian Forum on Climate Change, which seeks to assist the government in the incorporation of climate change issues into the various stages of public policies. Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 How is the Brazilian Government acting about climate change adaptation? • Ministry of Environment National Adaptation Plan until the end of 2015 (Adaptation to Climate Change Working Group since 2012) • Themes: Transportation & Logistics, Energy, Biodiversity and Ecosystems, Natural Disasters, Costal Areas, Cities, Food Secutiry & Agriculture, Industry, Health, Water sectorial adaptation and mitigation plans • Public consultation in 2014, contributions of indigenous people, contributions of Brazilian Forum on Climate Change, etc, to colect ideas from different stakeholders to help to develop an agenda to the NAP • Other studies: – Recomendations to a national strategy on climate change – Methodologies to identify and priorize adaptation actions – Economics of climate change – Methodological studies about vulnerability and extreme events – Socioenvironmental analisys and vulnerability of health projects to climate change – Public policies and climate change – Use of indicators to monitore climate change adaptation actions – And more... Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 Moving foward... • Include Climate Change issues on the short, medium and long term plans of the electricity sector • Mitigation + Adaptation • How electricity generation, transmission and distribution affects the environment and how it is or may be affected by it? • Develop ways to integrate climate change models with energy models and derive results at the regional and local levels • Start to consider climate change issues and its implications in new Projects • Assess, monitor and establish actions to reduce vulnerability and increase resilience of electricity infrastructure Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 Moving foward... • Establish technical, institutional, political and economical mechanismis to run the adaptation plans and actions – incentives from external sources (goverments, shareholders and insurers) are necessary • Development of risk-cost-benefit approaches for the energy and electricity sector • Technology innovation to respond to requirements of a changing climate • Assess risks and opportunities presented to the energy sector • Energy Security and energy resilience Centro de Pesquisas de Energia Elétrica - Cepel IAIA 2015 Thank you!
