The National Association of Local Authorities of Georgia (NALAG) announces a call for proposals
to carry out a baseline survey component, within the USAID funded programme - Cooperative
Agreement - "Institutionalisation of Climate Change Adaptation and Mitigation in Georgian
Regions".
The National Association of Local Authorities of Georgia (NALAG) is a non-governmental, non-profit and
non-political organisation which unites all entities of local self-governance of Georgia.
NALAG aims at further developing the local self-governance system; promoting democracy at the local
level; decentralising the government power throughout the country; and developing the local selfgovernance institutions.
In 2010 the National Association of Local Authorities of Georgia by decision of its Board established the
Centre for Regional Policy and Sustainable Development. The Centre aims at integration of environmental
considerations into agenda of LAs of Georgia. It supports local authorities in implementation of broad range of
statutory functions related to natural resources management, waste management, spatial planning, sustainable
development and other cross-cutting issues stipulated in the Organic Law of Georgia on Local SelfGovernance and sectoral legislation.
At present the NALAG through its Centre for Regional Policy and Sustainable Development is being
implemented the USAID funded programme “Institutionalisation of Climate Change Adaptation and Mitigation
in Georgian Regions”.

I. Program Description:
The Goal of the Programmeis fostering of climate change adaptation measures in regions of Georgia through
institutionalization of climate change adaptation and mitigation at the local and national levels by building of
capacities of local authorities.
The Programme Objectives are as follows:

Fostering climate change adaptation and mitigation through establishment of institutional and
organizational capacities for the local authorities;

Promotion of climate adaptation and mitigation measures at the local level and consideration of climate
change related local problems in related national policy;

Involvement of local authorities of Georgia in discussion and decision-making on climate change at the
local, national and international levels;

Ensuring sustainability of existing climate change adaptation and mitigation measures at the local level.
II. Assignment Description
The National Association of Local Authorities of Georgia (NALAG) seeks for consulting services to collect
information from local municipalities of Georgia. Consultant has to conduct meetings in each municipality
with participation of local specialists working in the field of Climate change, environment and agriculture.
The information should be collected using available questionnaire and methodology as well as focus
group discussions during the organized meeting. The short textual analysis based on collected information
regarding local conditions should be prepared for each municipality in accordance withdocument template
(about 10 pages) provided by the program team. It is intended that consultant conducts one meeting in
each municipality within the present assignment.
The documentation should be prepared in Georgian, however the consultants able to provide the English
versions of documents will be given a priority.
Client intends to carry out study in five lots
Lot 1 – Municipalities in Western Georgia: Imeretia, Guria, Adjara, Samegrelo-Zemosvaneti,
Racha-Lechkhumi-KvemoSvaneti (In total 40 municipalities);
Lot 2 -
Municipalities of Khashuri, Kareli, Gori, Kaspi, Dusheti, Tianeti, Kazbegi
Lot 3 -
Municipalities of Borjomi, Tsalka, Ninotsminda, Akhalkalaki, Akhaltsikhe, Adigeni,
Aspindza.
Lot 4 -
Municipalities of Bonisi, Dmanisi, Marneuli, Gardabani, Tetritskaro;
Lot 5 -
Municipalities of Telavi, Akhmeta, Gurjaani, Kvareli, Dedoplitskaro, Lagodekhi, Signakhi
and Sagarejo
The consultants do not have restriction in submitting proposals for multiple lots based on capability and
team composition.
The Program will provide information on the contact person in each municipality, who will support the
consultant in organisation of meetings; Questionnaire with preliminary information collected, Report
template.
The intended candidates should make all arrangements related to transportation, communication and
accommodation and include costs in the proposals.
Prior to the commencement of the assignment, all selected consultants will receive instructions and
undergo short training course (maximum 2 days) focusing on methodology for information collection and
report preparation. The consultant should allocate some time for participation in discussions regarding
collected information, which will be held in Tbilisi.
III. Qualification requirements

The organisation or individual expert should have proven working experience in the field of Climate
change, Environment, Agriculture or other related fieldsა;
 At least 5 years of experience in the field the expertise,inclusing information collection, conducting
interviews and analysis of collected data.
 Experience in environmental or field-relatedprogramme/project implementation;
 Good communication skills, ability to work under pressure;
 Fluency in English and Georgian. Knowledge of Russian is an asset.
IV. Proposal format
Submitted proposals should include but should not be limited with following information:
 Description of Company capability, proposed team or expert’s CV (for individual experts);
 Approach and methodology to conduct works;
 Work implementation schedule;
 Cost Proposal.
