Activities national:
support to ministries of transport and environment
Action plans and strategies
Monitoring/MRV
•Country stocktaking report on data,
policy and monitoring
•Assessment of existing data and
monitoring capacity
•Recommendations for improvement
•MRV capacity building
•Capacity building and training, incl.
on TCC and transport-NAMAs
•Support for design of MRV system
(sector / policies / NAMAs)
•Expert inputs for policy development
•Expert inputs
•Organising meetings and workshops
•Regional learning
•Regional learning
Transport and Climate Change
Potential scope of an MRV system for the transport sector
Greenhouse gas
•GHG inventory – national, perhaps also local
– Top‐down and bottom‐up
•Scenarios: baseline and mitigation
•Emission reductions due to actions: ex‐ante and ex‐post
Non‐greenhouse gas
•Indicators for policy/NAMA implementation (non‐GHG)
•Monitoring of inputs
Monitoring, Evaluation and Reporting: Transport sector in Indonesia
SEPTEMBER 2013
Transport and climate change
National Action Plan to Reduce
GHG emissions
• 33 provinces in Indonesia will develop locally suited
mitigation action plans by end of 2011
• Need for vertical (national – local) & horizontal
(cities/municipals) coordination
• Common methodology/process will be defined as local
efforts to obtain national target
• National level should provide technical assistance:
- Guidelines for local planning process
- Training modules, training of trainers

Lessons learnt so far
• Appreciate initiative of local government to develop local action plan to reduce GHG reduction
• Start with simple methodologies
• Limitations in data availability
• Endorse local government to do annual survey related to data collection
• Mainstreaming mitigation in development planning
