“Save and Grow: Promotion of Climate Smart Agriculture”
Background
FAO’s new paradigm Save and Grow addresses the intensification of crop production and sustainable
management of natural resources and inputs. The Save and Grow approach is also fully consistent
with the principles of climate-smart agriculture – it builds resilience to climate change and reduces
greenhouse gas emissions through, for example, increased sequestration of carbon in soil, and lower
consumption of fuel and agrochemicals. For such a holistic approach to be adopted, environmental
virtue alone is not enough: farmers must see tangible advantages in terms of higher incomes, reduced
costs and sustainable livelihoods, as well as compensation for the environmental benefits they
generate. Policymakers need to provide incentives, such as rewarding good management of agroecosystems and expanding the scale of publicly funded and managed research and extension.
Climate change and its impacts on agricultural systems and rural economies are already evident
throughout the Eastern Europe and Central Asia region. There is a growing interest among
governments and many of their development partners to gain a better understanding of the exposure,
sensitivities, and impact of climate change at the landscape level, and to develop and prioritize
mitigation/adaptation measures to build resilience to the potentially adverse consequences as well as
mitigate the consequences of the climate change. Therefore agriculture, forestry, and fisheries related
activities of REU and SEC has to increasingly comprise components related to climate change.
The potential tools for promotion of climate smart agriculture in the region among others are
Conservation Agriculture (CA) and Integrated Pest Management (IPM). FAO in cooperation with the
development partners and the national counterparts is providing support to formulation of the regional
and national strategies for the promotion of CA and IPM as well as carrying out demonstration of
modern technologies and improving the technical capacities of the national partners and farmers.
Obviously promotion of CA and IPM as examples of climate smart agricultural practices requires
funding for development and implementation of technical support and investment projects. The Global
Environment Facility (GEF) is one of the agencies co-financing large scale projects addressing soil
degradation, biodiversity and climate change. However, member countries need to be informed better
about FAO’s potential, in order to call upon the Organization as a technical support partner regarding
the GEF supported projects.
