Objectives:


Adapt methodology & tools from U.S. state-level climate action
planning for application in China, to help subnational
governments achieve carbon intensity targets by making
quantified low carbon policies
Build capacity of Chinese officials and experts for low carbon
policy analysis, and implementation
Since May, 2011:
