As of: October 2016 GCF READINESS PROGRAMME OBJECTIVE AND ACTIVITIES The comprehensive GCF Readiness Programme prepares selected countries to access financing through the Green Climate Fund (GCF). As the central financing instrument under the Framework Convention on Climate Change, the GCF supports developing countries and emerging economies in mitigating their greenhouse gas emissions and implementing climate change adaptation measures. The readiness of recipient countries to receive climate financing is an essential precondition for gaining access to monies of the Fund. To this end, the programme strengthens the recipient countries institutionally and strategically, enabling them both to plan effective and efficient uses of GCF financing, and thereafter to apply for, manage, deploy and monitor the funds. These measures must take place at an early stage so that the target countries are in a position to use the GCF monies as soon as the Fund is able to make payments. The first step is to complete a preliminary study, which is used to propose the structure of a relevant programme, while identifying suitable activities for implementation. Country programmes are then conducted in cooperation with the target countries themselves. They begin with an analysis of the respective local conditions, then develop specific proposals for readiness activities, based on those analyses. Thereafter, the programme implements these activities. For example, it advises the target countries on the preparation of specific projects based on their national climate strategies, which can be implemented at a later date using GCF financing, and it supports them in developing monitoring systems in order to trace any funds deployed. The programme has been set up in the form of a trust fund, and plans call for expanding its capital with money from other donors. This will allow the programme to be extended to include additional countries. STATE OF IMPLEMENTATION/RESULTS The Program has advanced according to the different starting conditions in the respective country.
