Invited Lecture #5: Climate Change Policy Development in Indonesia Saturday, 19 April 2014 by Amin Budiarjo National Program Manager, Indonesia Climate Change Trust Fund (ICCTF) The disaster policy experienced rapid development after the tsunami event in 2004. That trend affects the research and studies in Indonesia. Various attempts were made by the government to deal with the disaster issue, it starts with designing the rules and establishing particular institution that focus on disaster prevention. Some of the disaster events are triggered by climate change. One of the big issues associated with climate change is the national food security that are threatened by climate variability. The Indonesian government has a strong commitment in Climate Change mitigation and adaptation. It is shown by one of Indonesia's commitments to reduce GHG emissions by 26 %. the countries that has the most complete rules that are related to climate change. Unfortunately, the allocation of funds that are not available led to a bad realization of those rules. Another challenge that is faced by Indonesia at the policy level, is the lack of coordination from the related institution. Thus, overlapping numbers of regulations and institution led to the distraction of climate change adaptation and mitigation measure. There needs to be a single entity or a special ministry that oversees and regulates how the regulatory mechanisms related to climate change adaptation policy . ICCTF has the mandate to regulate how the economic funding and mechanism of climate In addition, Indonesia is actively change adaptation and mitigation involved in bilateral and multilat- measure in Indonesia.
