SUMMARY:
The Assistant Commissioner of Administration assists the Commissioner of Administration in planning,
directing, monitoring, and reviewing the activities and operations of the Administration Department of the
Executive Branch of Band Government. Adheres to the values of the Mille Lacs Band of Ojibwe, as reflected
within the tribal government structure.
QUALIFICATIONS:















Master’s degree in municipal administration, business administration, or a closely related field from an
accredited college or university required and five to ten years related experience; or an equivalent
combination of education and experience. Eight years executive experience in an executive level
position.
Minimum of three (3) to five (5) years related experience directing an administrative function.
One (1) year prior experience in supervising management level employees is required.
Knowledge of the theories, principles and practices of public administration.
Knowledge of relevant federal laws, ordinances, regulations, etc. relating to public administration.
Strong knowledge of Band regulations, policies, and governance principals.
Strong knowledge of human resource administration and information systems administration practices.
Knowledge of information technology and the use of information technology in the public sector.
Strong personal computer skills in a Windows environment, including spreadsheet, Word, publishing,
scheduling, and general office support applications.
Excellent verbal and written communications.
Excellent organization and interpersonal skills.
Ability to present information and persuade others to act.
Must have a valid current driver’s license, reliable personal transportation, proof of current insurance
coverage, and insurability under the Band’s Auto Insurance Policy.
Must be able to pass a pre-employment drug and alcohol test.
Must be able to pass a background check.
DUTIES AND RESPONSIBILITIES:









Provides supervision and direction to subordinate management staff and others.
Acts in the Commissioners of Administration’s absence.
Chairs Administration Policy Board in the Commissioner’s absence.
Oversees the Human Resource and Grant Department.
Directs the Self Governance Program and oversees the Self Governance Coordinator.
Oversees the Indian Rights Department as contracted by the Band.
Oversees the Workforce Center Department including the Urban Workforce.
Advises other Band senior managers on personnel issues.
Participates in strategic decision making process.






Acts as a liaison between the Executive Branch and Band Elders.
Assists with the preparation of the biennium budgets and financial functions of the Band.
Assist with authorization, negotiation and administration of grants and contracts for the Executive
Branch.
Assist with regulating the performance of all employees, including the hiring and dismissal pursuant to
the Executive Branch policies & procedures and Band Statutes.
Assist with drafting, revising, implementing policies & procedures.
Other duties as assigned.
WORKING CONDITIONS:





Nature of work is such that incumbent experiences regular periods of moderate to high stress levels.
Primary sources of stress deal with employee and governance issues, constituent issues, workload, and
deadlines.
Work is almost exclusively in doors in a controlled climate area.
Little threat of personal danger or risk.
Hours are typically 8-5, but extra hours may be necessary to meet deadlines and maintain workload.
May involve some evening or weekend working.
Local travel is required, limited travel outside the state is also required

