OVERVIEW
The Asia-Pacific V20 Regional Consultation (Days 2-3), Workshop on Disaster Risk Financing (Day 1) and V20 Focus
Group Meetings II (Day 3) are a three-day conference hosted by the Ministry of Finance and Economic Cooperation of
Ethiopia together with the Department of Finance of the Philippines. The conference is held at Auditorium A-B of the Asian
Development Bank Headquarters with the support of the United Nations Development Programme and the Disaster Risk
Finance and Insurance Program (DRFIP), which is a joint program of the World Bank Group and the Global Facility for
Disaster Reduction and Recovery (GFDRR), in addition to other partners. As indicated in the programme, V20 conference
sessions are either:
 Open: for all participants;
 Upon Invitation: for V20 officials and specific invited participants only; or
 Closed: for V20 officials only.

Interactive case study
An interactive session designed to highlight the
importance of planning ahead and the value of
financial protection by simulating the decision-making
process in a disaster response scenario.
Country experiences
Countries introduce their approach to managing the
financial impact of disasters and their experience
dealing with a recent disaster. Each country could
prepare a poster outlining: (i) risk profile; (ii) current
approach to financial protection
(instruments/mechanisms used); and (iii) example of
how they managed the financial impact of a recent
disaster. The posters will then remain in the room for
the duration of the workshop.

Developing a financial protection strategy
moderated by the World
A step-by-step guide to developing a financial
Bank Group and ADB
protection strategy. Including an introduction to risk
assessment and modelling, to understanding the costs

and benefits of different financial protection solutions
and to the preparation of investment plans. Following a
short presentation, countries break out in groups and
develop a simplified first draft of their financial
protection strategy based on a template provided by
the team.

Partnership Exchange: insurance
State, trends, limitations, initiatives and opportunities
of insurance. This session will discuss how the the
insurance industry is promoting disaster risk reduction,
climate change adaptation and mitigation, financial
inclusion and the broader sustainable development
agenda as risk managers, risk carriers and institutional
investors. It will feature various local, national and
international initiatives involving insurance companies,
regulators and supervisors, including the global work
of UN Environment's Principles for Sustainable
Insurance Initiative, the largest collaborative initiative
between the United Nations and the insurance
