Nature and Scope of Position
The Director of Communications and Marketing manages a team of professionals and directs and
implements VLCT’s efforts regarding external and internal communications strategies including
all printed and electronic media, branding, events, marketing, and website development. This
individual is also responsible for contributing to a positive organizational tone, culture, and
climate. In consultation with the Board of Directors and in collaboration with the VLCT’s
leadership, the Director develops innovative communications and marketing strategies consistent
with and facilitating the organization’s mission and goals.
Duties and Responsibilities

Directs departmental staffing activities, including making job assignments, providing work
direction, ensuring effective internal communication, establishing clear performance
expectations and evaluations, coaching staff, and offering professional development
opportunities.

Effectively directs communications efforts across all League departments and builds
consensus and cooperation among League departments on those efforts, including good
judgment in decision making.

Ensures that communications to member officials and other audiences are consistently clear
and accurate and reflect the quality and professionalism of the League organization using
VLCT News, VLCT’s website, social media, and other outreach mechanisms.

Oversees production of VLCT News and other League publications in coordination with
program staff as appropriate.

Leads promotion, marketing, and branding efforts in all areas. Supervises event marketing,
program development, trade show, sponsorships, and program and promotional collateral
(registration brochure, web pages, etc.) including managing operational budget for events and
producing appropriate reporting as required.

Coordinates media relations (story placements and news releases):
 Public awareness campaigns; publication programs (brochures, annual reports,
PowerPoint presentations, and special reports);
 Persuasive communications (monthly newsletter, legislative materials, speeches).
 Social media (consistent and strategic content on Facebook and Twitter)
 Responsible for VLCT’s Contributing and Associate Membership programs, Affiliate
Member program, and Business/Corporate Partner program.
 Helps train member officials by teaching media and community relations and making
public presentations.
 Performs other projects and duties as assigned by the Executive Director.
Requirements of Work

Excellent communication and interpersonal skills including the ability to communicate
clearly and effectively, both orally and in writing, with a wide range of constituencies in
a diverse community.


Highly motivated and creative self-starter with exceptional organizational skills and the
ability to work in a fast-paced, dynamic environment.
Expertise in time management and ability to change priorities quickly and handle the
pressure and stress of a complex, continually evolving, information-rich environment.
Ability to perform with a high level of independent judgment and decision-making.

Ability to think creatively, with a strategic approach to communications.

Ability to foster a cooperative environment and to work collegially with peers in other
organizational units.

Ability to create articles, speeches, multi-media presentations, and written materials for a
variety of audiences and multiple venues.

Knowledge of strategic communications and marketing concepts, principles,
methodology, techniques, and trends applicable to local government. Ability to develop,
direct, and evaluate strategic communications plans, programs, and activities applicable
to the League.

Working knowledge of word processing, desktop publishing, and presentation software in
a Windows environment; design and production; social media experience, and website
administration and publishing. Thorough knowledge of the pre-press and printing
process.

Supervisory experience and the ability to motivate others to achieve individual and team
goals.

Possession and maintenance of a valid State of Vermont driver’s license in good
standing.

Education, Training and Experience
Required: The skills and knowledge required would generally be acquired with a Bachelor’s
degree in public relations, journalism, communications, marketing, business administration, or a
related field and a minimum of five years of experience in public relations or marketing, with a
minimum of five years of experience as a manager, or an equivalent combination of skills and
experience.
Preferred: Master’s degree in marketing or communications, business, public administration, or
related field, with relevant communications experience in public policy and/or the local
government sector.
