Summary of activities specifically related to the mandate of
OIE Collaborating Centres
1.
Activities as a centre of research, expertise, standardisation and dissemination of techniques
within the sphere of competence
Research
a. AAHL is a national laboratory facility for the biocontainment of foreign animal diseases and new and
emerging animal diseases and viral zoonoses. It provides a rapid diagnostic capability and outbreak diagnostic
surge capacity and conducts research in to the major transboundary animal diseases and viral zoonoses.
b. Research dealing specifically with emerging infectious zoonotic diseases includes:






development of novel antiviral treatments for Henipavirus infections
optimization of novel Henipavirus vaccines
development of an improved diagnostic capability for Henipavirus infections
Paramyxovirus genetic systems
SARS
Identification of SARS Coronavirus
c. AAHL has a number of applied research projects on avian influenza:
 Increased preparedness for the next flu pandemic: enhancing avian influenza vaccine production in eggs,
optimisation of novel avian influenza vaccines, studies of the mechanism of efficacy of vaccines against
avian influenza, and monitoring the development of therapeutic drug resistance to avian influenza.
 Emerging infectious diseases: the role of native fauna in surveillance for West Nile virus and Avian
influenza incursions
 Development of molecular diagnostic test for rapid identification and differentiation of important poultry
viruses (infectious bursal disease virus, Newcastle disease virus, avian influenza)
 Highly Pathogenic Avian Influenza in ducks in Indonesia and Vietnam
d. Work on foot and mouth disease includes:




Antigenicity studies and development of multiplex tools for foot-and-mouth disease virus
Modeling of issues related to the control of biosecurity emergencies
Epidemiological studies of effectiveness of foot and mouth disease control programs in Vietnam
Management of classical swine fever and foot and mouth disease at the village level in Laos
e. Wildlife disease research is conducted on:

Expertise
a. In addition to the specific missions by AAHL staff listed under section 3 below, AAHL’s Dr. Linfa Wang
serves as a member of the WHO SARS Reference and Verification Laboratory Network
b. With respect to terrestrial animal disease, AAHL is a designated OIE Reference Laboratory for Hendra and
Nipah virus diseases, Bluetongue disease, Newcastle disease and avian influenza. See separate reports.
2.
Proposal or development of any procedure that will facilitate harmonisation of international
regulations applicable to the surveillance and control of animal diseases
In Australia AAHL has been taking an active role in the Sub Committee of Animal Health Laboratory Standards
(SCAHLS) (website at www.scahls.org.au). A major focus for SCAHLS during the year has been finalization of
templates for the presentation of information and data in support of diagnostic validation, both for serological tests
and PCR based molecular diagnostics. SCAHLS has commenced a process to receive and evaluate dossiers for
recognition of the validation of particular tests. AAHL has started a process of preparing and submitting dossiers
to SCAHLS for its diagnostic tests for the major transboundary animal diseases.
3.
Placement of expert consultants at the disposal of the Office International des Epizooties
a. With respect to avian influenza, AAHL has contributed to joint OIE and FAO meetings:

Mr Paul Selleck attended the OIE meeting on NDV Surveillance in Paris on 29-30 January 2007.

Dr Peter Daniels was a scientific committee member of the international conference “Vaccination: a tool
for the control of avian influenza” which was hosted by OIE/FAO & the Istituto Zooprofilattico
Sperimentale delle Venezie (IZSVe), held in Verona, Italy, 20 to 22 March 2007.

Dr Peter Daniels attended the OIE/FAO Technical Meeting on HPAI and human H5N1 infection held in
Rome, 27-29 June 2007.

Mr Chris Morrissy attended the FAO Sub-Regional Veterinary Laboratory Network for South East Asia
Strengthening Coordination Network for diagnosis and surveillance for control and prevention of HPAI in
South East Asia held in Bangkok, 2-5 July 2007.

Mr Chris Morrissy attended the OIE/AusAID project meeting Strengthening Veterinary Services in
Southeast Asia to combat HPAI and other transboundary animal diseases held in Bangkok, 26-27
September 2007.
b. With respect to foot and mouth disease, AAHL has contributed to meetings as follows:
 Dr Martyn Jeggo attended the Wellcome Trust meeting on Animal Health Research: Recent
developments and assess the progress of current research activities in this area, held in the UK, 24th –
26th January 2007
 Dr Jef Hammond attended the 13th meeting of the OIE Sub-Commission for FMD in Southeast Asia held
in Cambodia, 12-16 March 2007

 Dr Jef Hammond was a member of an expert working group providing assessment of available
countermeasures to control and eradicate an FMD outbreak in an FMD free country held in Argentina,
11-12 April 2007.
 Dr Martyn Jeggo attended the FAO/OIE Global FMD control/eradication program, 16-17 April 2007.
 Dr Axel Colling attended the USDA Dossier Review meeting for the FMD tetracore assay and the CSF
PIADC assay held in USA, 23-25 April 2007.
 Dr Jef Hammond attended the closed session of the Research Group meeting of the EUFMD, held in
Egypt, 16-18 October 2007.
 Mr Chris Morrissy participated in the 6th meeting of the Lower Mekong working group for FMD and
animal movement management held in Cambodia, 24-26 October 2007.

Dr Jef Hammond participated in the meeting to finalise the Wellcome Trust Strategic Award for the
“Global Roadmap for Improved Control of FMD in Endemic Settings”, held in the UK, 5-6 November
2007.
c. With respect to other major transboundary animal diseases:
 Dr Jef Hammond participated in the 1st Research Coordination Meeting for the Coordinated Research
Project on the early and rapid diagnosis of transboundary animal diseases hosted by IAEA in Vienna, 1923 March 2007.
 Dr Peter Daniels participated in a meeting in Teramo, Italy, of the OIE ad hoc group on BTV for
establishment of a network of OIE BTV reference laboratories, 12-14 March 2007.
Other activities related to the mandate
of OIE Collaborating Centres

Provision of scientific and technical training, within the sphere of competence, to personnel
from Member Countries of the Office
a. Implementation continued of a project undertaken with AusAID funding support, the CARD Project
072/04VIE, Development of an Improved Capability in support of National Biosecurity for the Surveillance and
Control of Foot & Mouth Disease in Cattle and Pigs. This project is transferring technology for FMD diagnosis to
a network of laboratories in Vietnam, and through field studies enhancing the capability to apply laboratory tests
in support of outbreak investigation and surveillance objectives. As part of this project the following training was
completed:

Mr Darren Schafer undertook training and reviews of quality control, laboratory protocols and data collected
from field surveys. The laboratories visited included the National Animal Health Laboratories (NVDC) in Ho
Chi Minh City and Cantho, 27 March – 10April 2007.

Ms Lynda Wright carried out assessments in laboratories in Vietnam on the previously established FMD
ELISA’s and Quality Control methods. The laboratories visited included the National Animal Health
Laboratories (NVDC) in Ho Chi Minh City, DaNang, Hanoi and Cantho, 23 August to 13 September 2007.

AAHL hosted one scientist from the National Animal Health Laboratory in Hanoi for six weeks training in
molecular techniques from 15 November to 23 November 2007.
b. Implementation continued of a similar technology transfer project with the AusAID funded ASEAN Australian
Development Cooperation Program (AADCP) project “Establishment of a reference laboratory for the Southeast
Asian foot and mouth disease control program”. The objective of the project is to enable the SEAFMD reference
laboratory to meet the scientific, biocontainment and quality standards necessary to operate as an international
reference laboratory for FMD for ASEAN countries.
c. Training in avian influenza was conducted as follows:
 Mr Ian Pritchard provided training and assistance to two DIC laboratories in Indonesia, Bukittinggi and
Medan, for the molecular diagnosis of avian influenza, 12-23 February 2007
 Dr Anna Axell provided training and assistance to two DIC laboratories in Indonesia, Bukittinggi and Medan,
in serology techniques for the diagnosis of avian influenza, 12-23 February 2007

serology techniques for the diagnosis of avian influenza, 12-23 February 2007
 Dr Samantha Gibbs assisted in delivering epidemiological training at USDA-funded Avian Influenza
Epidemiology Training Workshop in Medan, Indonesia.

jointly funded by USDA/APHIS, AIT, COA, and AHRI, in Taiwan, 7-18 May and also 4-15 June 2007.
 Dr Samantha Gibbs Sam visited two DIC laboratories in Indonesia, Banjarbaru and Bukittinggi, to conduct
epidemiological field training exercises for avian influenza, 11-22 June 2007.
 Dr Samantha Gibbs Sam visited two DIC laboratories in Indonesia, Maros and Lampung, to conduct
epidemiological field training exercises for avian influenza, 16-27 July 2007.
 Mr Trevor Taylor provided training and assistance to three DIC laboratories in Indonesia, Yogyakarta,
Bandarlampung and Maros, for the molecular diagnosis of avian influenza, 23 July – 3 August 2007.
 Ms Wendy Ha & Mr Chris Morrissy provided training and assistance to the Denpasar DIC laboratory in
Indonesia, in serology techniques and for the molecular diagnosis of avian influenza, 30 July – 3 August 2007.
 Dr Samantha Gibbs Sam visited two DIC laboratories, Medan and Maros, to conduct preliminary work on live
bird market surveillance studies, 29 October – 9 November 2007
 Mrs Kim Newberry conducted training modules in AI diagnosis at the Avian Influenza Diagnostic Workshop
jointly funded by USDA/APHIS, AIT, COA, and AHRI, in Vietnam, 19-30 November 2007.
 AAHL hosted the Asian regional training course on “Rapid Diagnosis of Avian Influenza” which was jointly
funded by the joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture and AusAID. The
course was held at the Australian Animal Health Laboratory 19-30 November 2007 and included 21
participants from the Asian region.
 Mr Chris Morrissy and Ms Jane Swingler conducted training modules in AI at the Avian Influenza Diagnostic
Workshop jointly funded by USDA/APHIS, AIT, COA, and AHRI, in Vietnam, 1-14 December 2007.
d. Other training conducted overseas:
 Ms Catherine Williams delivered vital capability in cell culture and virus propagation techniques by expert
training into the 4 key laboratories in Vietnam including the National Animal Health Laboratory (NVDC) in
Ho Chi Minh City, NAVETCO in Ho Chi Minh City, the National Animal Health Laboratory (NVDC) in
Hanoi and the National institute for Veterinary Research (NIVR) in Hanoi, 23 August to 13 September 2007.

e. Other visitors to AAHL:

A scientist from the Central Institute for Animal Disease Control in Lelystad, Netherlands undertook training
to establish Nipah diagnostics for 1 week 5-9 February 2007.

Three scientists from the Agency for Marine and Fisheries Research Center for Aquaculture in Jakarta visited
AAHL for training in molecular diagnostics and research activities for improved management of shrimp
disease in the Asian region, 8 February to 9 March 2007 (4 weeks).

A colleague from the Project Directorate on FMD, IVRI campus in India undertook a one year DBT Indian
Fellowship Award to express FMDV genes using Prokaryotic and Eukaryotic expression systems for use in
diagnostic tests, March 2007- March 2008.

A scientist from the Karnataka Veterinary Animal and Fisheries Sciences University College of Fisheries in
Mangalore, India visited AAHL for training in molecular diagnostics and research activities for improved
management of shrimp disease in the Asian region, 17 May to 12 July 2007 (8 weeks).

A scientist from the Aquatic Animal Health Management Section, Central Institute for Brackishwater
Aquaculture in Chennai, India, 30 August - 24 October (8 weeks)

A colleague from the National Public Health Laboratory in Malaysia visited AAHL to undertake training in
molecular diagnostics from 15 October to 9 November 2007 (4 weeks) with a focus on FMD and AI.

A colleague from the National Public Health Laboratory in Malaysia visited AAHL to undertake training in
virology techniques from 15 October to 9 November 2007 (4 weeks).

Five scientists from the National Animal Health Laboratory (NVDC) in Ho Chi Minh City, NAVETCO in Ho
Chi Minh City, the National Animal Health Laboratory (NVDC) in Hanoi and the National institute for
Veterinary Research (NIVR) in Hanoi in Vietnam participated in training of molecular techniques for a period
of 6 weeks from 15 November to 23 November 2007.

A colleague from the Department of Livestock Development in Bangkok, Thailand participated in Sequencing
and Analysis Training at AAHL for two weeks from 29 October to 9 November 2007.

Two scientists from PUSVETMA in Surabaya, Indonesia undertook a two week training course to enhance
FMD testing capability in Indonesia, 7-19 December 2007.
Organisation of scientific meetings on behalf of the Office
During the year AAHL hosted the 13 International Symposium of the World Association of Veterinary Laboratory
Diagnosticians, incorporating the OIE Biotechnology Symposium and a pre-symposium workshop on the topic
“Assay validation: from theory to practice”. Over 450 delegates from 48 countries participated in the 4 day
meeting from 11 to 14 November 2007.

Coordination of scientific and technical studies in collaboration with other laboratories or
organisations
During the year AAHL hosted 4 delegations from China and 2 from Indonesia investigating various aspects of
emerging infectious disease preparedness, diagnosis and associated issues of biocontainment and the construction
and management of secure facilities.
An important meeting co-hosted by AAHL and the Indonesian Directorate of Animal Health was the Coordination
Meeting of the Indonesia AI Laboratory Capacity Development Project, in Jogjakarta 4 – 7 September 2007, with
the first day dedicated to “The National Veterinary Laboratory Network – Strategic Issues”.
Collaborative research with other scientific agencies is a core activity for AAHL. Details of current projects have
been presented in Section 1 of this report.
