“Reducing Climate Change Induced Vulnerability through Integrated Adaptation and Mitigation
Measure" project.
Introduction
Shushilan, a Bengali name signifying endeavors for a better future, is a local non-government
development organization set up in 1991. The organization came into being in the face of degradation of
socio-ecological resources in the southwest coastal region with specific mission to redress the declining
natural resource base, livelihoods and food security of the people. To uphold human rights and gender
equity for the socially disadvantaged community with the focus on women is another major concern of
Shushilan’s development initiatives. Shushilan is a local agro-ecology and right based NGO working in
the southwest coastal region for ensuring livelihood security of the resource poor community through
promoting sustainable agricultural firming system and environmental health. Wetland resource
management with focus on aquaculture is one of the principal components of Shushilan’s development
initiatives in the region.
The proposed project is in line with Christian Aid Bangladesh priority sustainability livelihood, Climate
change adaptation, Information Communication Technology and hygiene conditions of disadvantaged
communities” Proposals within the framework of the Christian Aid Bangladesh funded Small Initiative
by Local Innovative NGOs Programme and activities under this priority such as capacity building of
communities & local-level organizations, training courses for communities and NGOs' staff, community
mobilization and organization, installation of sustainability livelihood , installation of hygienic
technology , production of information and communication materials, promotion of access to local-level
stakeholder and disaster risk reduction systems, strengthening of accountability mechanisms between
service providers and receivers, promotion of innovative actions to ensure long-term change in climate
change adaptation and access to resilience technology and sanitation, information sharing etc.
Priority was given to hardcore poor, women, children, indigenous population & disabled while providing
resilience livelihood & WATSAN facilities and ensure their participation in different committees, forums,
capacity building activities and staffs’ recruitment which led to make remarkable changes in their lives
and livelihood.
1. Overall objective of the action:
Sustain outputs of Reducing Climate Change Induced Vulnerability through Integrated
Adaptation and Mitigation Measure Project to Build up Sustainable Community Resilience
against Climate Change induced disaster vulnerability.
2. Specific objective / purpose:
To strengthen community Resilience against disaster vulnerability through achieving sustainable
improvements in livelihoods for the most marginalized communities in Coastal Region of
Bangladesh.
3. Outputs and expected results:
At the end of the proposed project the following outputs & expected results to be achieved:

To consolidate and build up capacity of people’s organizations- Youth, Women and
Farmers and hard-core Producers’ groups.

To sustain ECO friendly livelihood options through increased access to technology and
development of small and micro entrepreneurship focusing on HCP, women and marginal
farmers.


To sustain enhanced community capacity for disaster mitigation and emergency response.
Specific objectives of the study

To prepare a qualitative document on “best practices” based on the project interventions.

To identify the initiatives undertaken by peoples’ organizations like Shu-somoy, Suzon, Sadhikar
and Shuvoshokti on sustainable Livelihood and Climate Change Adaptation practices towards
reduction Climate Change Vulnerability.

To assess the role of Union Perished led sustainable mechanism for WATSAN improvements.

To measure the level of women participation their role in decision making process at family and
community levels and, identify the constraints of their involvement.
4.
Methodology
The methodologies should be developed through discussion with both Shushilan and consultant.
The study team will visit/meet with the stakeholders of the project. The team will prepare a detail
methodology to attain the above objectives. The sampling procedures and sample size will
decide by the study team objectively. However, some methods are suggested below to consider.

Interview: The study team/ consultant can perform her/his tasks through conducting
interview with the representative of community, and other relevant staff from all levels of
management in Shushilan.

Relevant documents review: Consultant needs to review relevant project documents.

Field visit: The consultant shall visit the respective field of Shushilan to collect data/information
from the project participants and community.

Workshop: The consultant can conduct workshop with all stakeholder

Others (if necessary): The consultant can apply other methodologies and can follow other
procedures to perform her/his activity promptly and precisely as deemed necessary.

Tasks
a) Plan and design the methodology through discussion with Shushilan to consider stakeholder
interests.
b) Collect and study relevant documents including the project proposal, midterm review report,
progress report, other study report, and publications from Shushilan.
c) Cross-check findings from secondary sources (capacity assessments and population surveys) for
reliability.
d) Circulate the draft report to Shushilan, collect feedback, and incorporate the feedback as
appropriate.
e) Prepare and submit the final report in due time.

Expected Output from the Study


A well written best practices report (following the standard) in English .
Terms and Condition

All reported documents prepared during the assignment will be treated as Shushilan’s
property. The report/documents or any part, therefore, cannot be sold, used and
reproduced in any manner without prior written approval of authority.

In the event that Consultant requires time to complete the contract over and above that previously
agreed to, but without changing the scope of work, prior concurrence to the same is necessary.

The consultant will prepare and carry out the assignment based on the stakeholders needs with
full academic exercise by combining the grassroots knowledge.
8.
Duration and location
The whole process including final document preparation should complete within 45 days after
signing of the contract. The work location for this assignment is Shyamnagor Upazilla in Satkhira
district.
9.
Professional Secrecy

Any document, information or data entrusted to or produced by the consultant in connection with
this agreement will strictly confidential and cannot be used by the consultant for any other
purpose without written consent of authority. This provision shall remain valid even after the
completion of this assignment.

10.
The consultant will be liable for and ensure a careful and professional performance of the tasks.
Consultancy fees
The price for this purpose should be quoted with the proposal. The lowest price bidder will be
selected for contract.
11.
Profile of Consultant
The consultant should have:
 Proven experiences in analyzing and interpreting livelihoods, environment, agriculture,
organizational capacity and community development
 Proven experience in preparing evaluation/ study/survey report and feasibility study report etc.
 Better understanding on CBOs and people’s organization concept
 Experience in qualitative and quantitative research methodologies
 Sound understanding of CC & DRR.
 Excellent writing skill in English
