Position Purpose
To develop, implement and monitor a marketing program to ensure that Council’s Brand,
civic events, sponsorship program and design output meets the highest standards of
quality and effectively promotes the facilities, activities and functions of Council to the
public.

Selection Criteria
Essential Criteria:
1.1 Appropriate degree qualifications
1.2 Demonstrated ability create marketing strategies and campaigns
1.3 Experience managing and working with brands and graphic design output
1.4 Deep understanding of a broad range of marketing initiatives
1.5 Thorough knowledge of the digital environment and social media
1.6 Ability to work in a fast paced, agile environment
1.7 Understanding of the media
Desirable Criteria:
1.8 Must have a 'can do' attitude
1.9 At least 3 - 4 years’ experience in a Marketing role

Key Relationships
This position works closely with the Group Manager Communications and Marketing, as
well as other staff in the Communications and Marketing unit and senior management
across the organisation to develop effective marketing strategies. This position will lead a
small team and work with other Council staff, members of the public and community/local
business to promote Council’s role in the community.
3.
Principal Responsibilities
3.1 Strategy and Planning
Maintain a strategic understanding of Council priorities and challenges and translate them
into measurable marketing strategies
Provide strategic advice and practical support on all aspects of marketing including
research, publishing, advertising, digital content, sponsorship and events
Manage the Cumberland brand and ensure that is properly and appropriately represented
through all Council communications collateral.
Manage the design output of Council and ensure quality control of all printed and digital
materials
Draw on behavioural insights and contemporary techniques to develop effective marketing
and communications campaigns that promote Cumberland
Identify strategic opportunities for Cumberland by leveraging off State and Federal
Government support and funding
Explore the opportunities available for the development of local business advisory groups
3.2 Leadership
Lead and manage a team to ensure objectives are met in terms of business performance,
quality, service levels and customer experience
3.3 Operations
Work with external suppliers and partners to get maximum value out of communications
resources
Build and maintain collaborative relationships with a range of internal and external
contacts, and actively seek their input into the development of marketing and
communications strategies and products

Performance Planning Accountabilities
Accurately and timely reporting on a monthly, quarterly and yearly basis.
Use the monthly performance review as a tool to provide integrated solutions and
improvements across business units, where possible.
Develop and contribute to actions and targets in the Operational Plan each year.
Assist Corporate Planning in reviewing the Community Strategic Plan, Delivery
Program, Operational Plan and Suite of Integrated Planning Documents by providing
information and feedback where required.
Ensure all reporting officers in your business unit have been trained in the Performance
Planning system.

Ensure reporting officers in your business units are aware of what data is required and
how to obtain this data for each of their performance reports.
Risk Management
Manager Risk Responsibilities
Managers are the risk owners and are required to create an environment where the
management of risk is accepted as the personal responsibility of all staff, volunteers and
contractors. Managers are accountable for the implementation and maintenance of sound
risk management processes and structures within their area of responsibility in conformity
with Council’s risk management framework.

Work Health Safety
Managers, Supervisors, Team Leaders WHS Responsibilities

Set a high standard and provide leadership that progresses Council’s Work Health
Safety and Rehabilitation program to achieve its stated objectives by encouraging the
involvement of all people in achieving a safe and healthy workplace.

Program training for site specific needs.

Achieve set health and safety objectives and develop plans to implement programs
and procedures to ensure compliance with the relevant health and safety legislation
and standards.

Provide the necessary resources, plant and equipment to ensure the highest standard
of health and safety where appropriate and within the budget made available to
Council.

Ensure all plant and/or procedures which are used in the conduct of work are regularly
inspected and tested to verify that they conform to standards, legislative requirements
and/or specifications.

Promote and support rehabilitation in the workplace and identify and make available
suitable duties for employees who are part of Council’s Rehabilitation Program.

Ensure WHS is an agenda item at all team meetings.

Keep employees informed of health, safety and rehabilitation matters.

Investigate all accidents and incidents in accordance with Council’s procedures and
take appropriate action.
7.

Managers Responsibilities
Managers are required to create an environment where the management of energy and
water resources is accepted as the personal responsibility of all staff, volunteers and
contractors.
8.
Budget Responsibility
Develop, manage and report on the cost effective and efficient provision of services within
area of responsibility consistently within budget and corporate objectives.
Ensure that financial accounts and reports provide the essential elements of transparency
and accountability.

9.
Child Related Position
Council fully supports the aims and objectives of NSW Child Protection Legislation and
associated provisions, and will implement all necessary measures to ensure a safe and
supporting Council environment, which endeavours to promote child safe, child friendly
practices. Although this position is not child related you should report any suspicions you
may have that a child or young person is at risk to the Child Protection HELPLINE on 132
111. Any employee related child protection issues should be reported to Cumberland
Council’s Manager Executive Support. As a worker and contractor there are
responsibilities, authorities and accountabilities identified in your employment/engagement
conditions that state and identify actions to be taken and the accountabilities that you are
required to meet that are non-negotiable in terms of compliance.
10. Record Keeping
To accept and undertake the requirements and obligations for effective recordkeeping as
outlined in the document 'What have records got to do with me?' and to ensure the
creation, careful handling and preservation of records which are entrusted to my care, as
an employee of council.
