REPUBLIC OF TURKEY MINISTRY OF ENVIRONMENT AND URBANIZATION TERMS OF REFERENCE OF CONSULTANCY SERVICES ON PROJECT COORDINATOR FOR IMPLEMENTATION OF PMR PROJECT (Ref: PC) 1 BACKGROUND The Government of Turkey has been allocated grant funds from The Partnership for Market Readiness Multi-Donor Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by The Ministry of Environment and Urbanization (MOEU) through the Climate Change and Air Management Department (CCAMD). The Project Development Objective (PDO) of the Partnership for Market Readiness Project (PMR Project) Implementation Phase is to assist Turkey implement a greenhouse gas Monitoring, Reporting, and Verification (MRV) pilot in the electricity sector, based on Turkey’s MRV regulation, and to provide analytical information for the establishment of a carbon market in Turkey. The Market Readiness Proposal of Turkey (MRP) consists of the following Parts1: Part 1: Assisting Turkey in piloting, on a voluntary basis, the use of the Monitoring, Reporting and Verification (MRV) procedures within the electricity sector, and with other willing companies and stakeholders. Part 2: Conducting analytical studies to inform decision making on the use of market based instrument(s) (MBI), including, inter alia,(i) a study on consideration of an emission trading scheme for the electricity sector; (ii) a study on recommendations for selection of MBIs and modeling for sectors covered and not covered by the MRV regulation; (iii) a study on GHG market modeling for selected sectors covered and not covered by the MRV regulation; and (iv) a synthesis report of the above mentioned studies for consideration by the Climate Change and Air Management Coordination Council (CCAMCC) and policy makers. Part 3: Stakeholder training, consultation/engagement and public awareness activities, including, inter alia, (i) conferences and workshops supporting the activities under Parts 1 and 2; (ii) consultation meetings with stakeholders; and (iii) public awareness activities (media, high level public/private meetings, etc.). Part 4: Setting up project management to coordinate PMR activities. The Closing Date of Grant Agreement is June 30, 2017. 2 OBJECTIVES A full time Project Coordinator would be hired from the grant proceeds as an individual consultant. The main objective of the Consultant’s services (Project Coordinator) under this 1 For further information on MRP, please refer to: http://www.thepmr.org/system/files/documents/TUR-FINALMRP_2013-05-03%20Final.pdf 1 TOR is to employ an experienced consultant who will implement, co-ordinate and supervise activities as planned within, Turkey’s MRP, approved procurement plan and the grant agreement, under the guidance of the MoEU and in consultation with the World Bank. 3 SCOPE OF THE SERVICES 3.1 The Consultant shall assume coordination of the PMR Project ((Preparation and Implementation Phase) in consistency with the World Bank’s and Ministry’s requirements 3.2 The consultant must ensure effective and timely implementation of the PMR preparation and implementation phase activities. The consultant should prepare a detailed work plan for the project in consultation with the Ministry. 3.3 The consultant shall act as a liaison between the Ministry and the World Bank and facilitate the communication. 3.4 The consultant shall handle day to day management, co-ordination and supervision of the PMR activities. 3.5 The Consultant shall prepare, compile or coordinate any necessary or requested technical documentation. 3.6 The consultant shall periodically report on the progress of the PMR activities. The consultant shall also prepare or coordinate the preparation of any technical, financial and administrative reports required by the Ministry and the World Bank. 3.7 The consultant shall supervise the procurement specialist, FM specialist and any other project support staff. 3.8 The Consultant shall draft ToRs for consultants and subcontractors for the approval of the Ministry and the World Bank, as appropriate. The consultant should set tasks and deadlines and oversee their performance, coordinates and supports the work of all consulted experts and subcontractors. 3.9 The Consultant shall develop synergy with the relevant ministries, national and international institutes, other PMR Partner countries, NGOs, donors, and other relevant institutions. 3.10 In case of request by Ministry, the consultant shall attend PMR Partnership Assembly meetings, workshops and report to the Ministry 3.11 The consultant shall ensure that an effective communication channel with all the stakeholders and other donors is established. The consultant should arrange and control the consultations/workshops and ensure their success. 3.12 The consultant shall perform other relevant tasks given by the Ministry. 4 REPORTS The Consultant shall submit a brief progress report at the end of each month summarizing the activities, problems encountered in the implementation of the MRP preparation activities. 2 5 PLACE OF WORK The work shall be carried out in Ankara, at the Ministry of Environment and Urbanization facilities. 6 DURATION OF THE SERVICES The service period shall be for duration of the Grant Agreement signed between the GOT and the World Bank with a two months probation period. The Project Coordinator is planned to be hired by February 2014 for a period of two years with a renewable contract if performance is satisfactory. The services should be provided on a full time basis. 7 QUALIFICATION AND SKILLS REQUIREMENTS 7.1.1 University degree in relevant field (e.g. engineering, economics, political science, business administration, development studies etc.) An MSc or PhD related to climate change policies, carbon finance or carbon markets, is an asset. 7.2 The consultant should have at least 5 years professional experience including: 7.2.1 Demonstrated ability in working with government institutions, international organizations or the private sector 7.2.2 Experience in project organization, coordination and development/management with international organizations preferably for World Bank is an asset. 7.2.3 Knowledge of the World Bank project cycle, World Bank Financial Management, or Procurement Reporting Procedures is an asset 7.3 Demonstrable knowledge of, or proven experience on carbon markets and related emission monitoring, reporting and verification procedures, in particular standards, methodologies, rules and procedures of existing market mechanisms 7.4 Sound understanding and experience on climate change policies, negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol (KP) is an asset 7.5 Good understanding of the legal and regulatory framework as well as the national strategies and policies on climate change, industry and energy, 7.6 Computer literacy, including advanced Microsoft Office (Excel, PowerPoint, Word) 7.7 Fluency in written and oral English and Turkish. 7.8 Ready for flexible working hours and extensive work load and frequent domestic and international travel 7.9 Have good communication, team work, coordination and time management skills 3 7.10 To be a citizen of the Republic of Turkey. 7.11 Preferably project experience development/management. 8 in organization, coordination and METHODOLOGY The consultant will be hired on the basis of the World Bank’s Guidelines for Selection and Employment of Consultants (January 2011). The contracted consultant will take a position of the Project Coordinator of MoEU PIU under PMR. The contract will be signed between the MoEU, General Directorate of Environmental Management or his designee and the consultant. The recruitment of contract shall be a subject to “No objection” of the World Bank. 4
