In July 2015 it said that the sectoral cap on foreign direct investment (FDI) in all sectors except banking and defence will now be a composite cap for foreign-equity investments from both direct and portfolio investors. The move simplifies investments by counting all foreign-equity investments towards one cap, since many sectors earlier had separate limits for direct and portfolio investors. In a much-awaited reform, in March 2015 the government raised the FDI cap in insurance from 26% to 49% and parliament passed the necessary permitting legislation, the Insurance Laws (Amendment) Act 2015. The government also permitted FDI of up to 49% in the pensions sector in April 2015. The budget for fiscal year 2015/16 abolished a 1% wealth tax but raised the income-tax surcharge on domestic corporations with total incomes exceeding Rs10m from 5% to 7%; and from 10% to 12% for domestic corporations with incomes over Rs100m and for individuals with incomes over Rs10m. It raised the service tax from 12% to 14%, effective May 2015, but removed a 3% education cess on service taxes and excise duties.
