Petróleo Brasileiro (Petrobras, the state-controlled oil company) is heavily indebted, and its capacity
to raise additional financing has been hurt by mismanagement and a huge corruption scandal. In February
2015 Moody's, the US-based ratings agency, lowered Petrobras's bond ratings to junk status. The company
faces lawsuits in the US by investors, and a class action suit may go to trial as soon as February 2016.
Government policies controlling fuel prices as a means of dampening inflation, especially in the run-up to
the October 2014 presidential elections, had a strong negative impact on Petrobras's profitability. The
corruption scandal and a sharp decline in earnings resulted in a net loss for the company of US$6.96bn in
2014.
In July 2015 the government announced a job preservation plan (Plano de Preservação do
Emprego). The scheme allows companies in economic distress to cut workers' salaries and work hours by
30%, for up to one year, through end-2016. The government will complement salaries, making up half of the
loss, up to R900.84 per month, or 65% of the maximum unemployment benefit. Companies cannot dismiss
workers while partaking in the plan.
