As of mid-2016, however, there did not seem to be any urgency to move forward with privatisation, and there were no indications that the government was planning to privatise major government-linked companies in the immediate term. The Companies (Amendment) Bill, passed in 2014, came into effect in two phases: the first in July 2015 and the second in January 2016. Key reforms include company exemptions from an annual audit requirement, more flexibility for public companies in issuing shares, simplified company formation procedures, and expanded requirements for disclosing conflicts of interest. The 2016 budget introduced a scheme to help companies automate and improve productivity during an initial period of three years. The programme includes grants and improved access to loans, particularly for small and medium-sized enterprises. In March 2016, the government announced it would scale up a separate programme to develop and deploy robotics technology across a number of sectors.
