REReP regional meeting on “Energy and climate” in South Eastern Europe May 22-23rd, 2008 Brussels, Belgium MONTENEGRO Short overview of the climate change and energy status, regional/cross-border projects, reporting 1 Status of National Communication under UNFCCC • Montenegro, as a independent state, has ratified by succession UNFCCC on 23 October 2006 and has become the party to the Convention on 21 January 2007 as nonAnnex I country • INC is under preparation – expected time for submission to the UNFCCC Secretariat is May 2010. 2 National Climate Change/Energy Strategies and Action Plans • • • • • • • • 2007 National Strategy for Sustainable Development and Action Plan – integrating climate change issues into sectoral policies National Capacity Self-Assessment Report and Action Plan for the implementation of global environmental conventions (NCSA) adopted in 2007 National Plan for Integration of Montenegro to EU – aligning national with EU legislation in the area of climate change/energy Energy policy, 2005 Energy efficiency strategy, 2005 2006 Small Hydro Power Plants Development Strategy Energy Community Treaty (ratified in October 2006) Law on Ratification of Kyoto Protocol (March 2007) Study on Assessment of Renewables Potential – wind, solar energy and biomass (adopted in April 2007) 2007 Energy Development Strategy until 2025 3 Energy Development Strategy until 2025 GOAL: Ensure sustainable, secure and competitive energy supply by increasing energy efficiency and increasing the use of renewable sources STRATEGIC COMMITTMENTS: - common market for electricity and natural gas - efefficient energy consumption and generation - use of renewable energy sources • Montenegro, as ecological state and SAA signatory, supports the intention of the EU to achieve the objectives set in January 2007 by 2020: Reduce greenhouse gases emission by 20% Increase energy efficiency and reduce energy consumption by 20% Raise share of renewable energy sources to 20% Raise share of biofuels to at least 10% 4 Related institutional framework in the Country Established Designated National Authority for CDM projects (February 2008) as Single Ministry Model Identified CDM projects in solid municipal waste, renewable energy, energy efficiency and carbon sequestration (2007) Issued Call for expression of interest for cofinancing preparation of feasibility studies for identified potential emission reduction projects under CDM (March 2008) 5 Regional and cross-border projects in climate change/energy Ongoing projects: • Technical assistance to the Government in the preparation of the first UNFCCC National Communication (preparation of the GHG emissions national inventory) • Consultancy Services to the MTEP in the Sector of the CDM of Kyoto Protocol – – – – – Capacity building to the DNA members on Technical CDM Issues Identification of CDM potential projects Preparation of the CDM review procedure Investigation on Market Opportunities for CDM projects International conference to promote the CDM opportunities in Montenegro or Italy – Proposal for creation of Carbon Finance Fund in Montenegro 6 Regional and cross-border projects in climate change/energy • Technical assistance to MMTEP for EU reporting obligations and toward the harmonization of national legislation with the Acquis Communautaire of the EU in the sectors of air quality, industrial pollution control and climate change – producing national emission inventories aimed at the integration within the “Long Range Transboundary Air Pollution (LRTAP)” Convention and identifying the interactions with the greenhouse gases emissions inventories carried out in accordance with the UNFCCC – assistance in the field of air quality assessment and management, by means of realization of emissions inventories at local scale, air quality monitoring in urban and tourist areas and application of integrated models for the evaluation of the present air quality status and the definition of possible future scenarios and effects of reduction strategies • • Capacity Building on Energy Auditing of Buildings (2007/2008) – Norwegian Government Energy efficiency and renewable energy in Montenegro –KfW 7 Regional and cross-border projects in climate change/energy Proposed projects: • Solar Water Heating Programme for Montenegrin residential sector (UNEP, IMELS and MMTEP) • Climate Change Framework Action Plan For South-Eastern Europe • Regional Climate Change Action Plan for SEE countries with prioritised adaptation measures • Feasibility Study of the undersea interconnection between transmission grids of Italy and Montenegro • Preparation for and Establishment of Montenegrin Agency for Energy Efficiency and Renewable Energy Sources • Support to the Montenegrin Energy Efficiency Unit, including training for development of the necessary legislative framework and public awareness rising activities – IPA 2007 • World Bank analytical and advisory support as well as financing of EnEf projects in the Public sector buildings 8 Climate Change reporting Status of the GHG National Inventory • Montenegro belongs to the non Annex I Parties to the UNFCCC • Prepared draft GHG National Inventory for 1990, 1998 and 2003 9 THANK YOU FOR YOUR ATTENTION!
