The Local Climate
Change Action Plan
(LCCAP)
Is it a requirement?
YES
Section 14 of Republic Act 9729:
“The LGUs shall be the frontline
agencies in the formulation, planning and
implementation of CC action plans…
consistent with the provisions of the
Local Government Code.. and the
NCCAP.”
“Municipal and city governments shall
consider climate change adaptation as
one of their regular functions.”
Section 14 continued…
“Provincial governments shall provide technical
assistance, enforcement and information
management in support of municipal and city
climate change action plans…”
Note: this can provide an entry point for the province to
exercise its supervisory functions over components LGUs in
setting decision criteria for compliant LCCAPs.
“LGUs shall regularly update their respective
action plans to reflect changing social, economic,
and environmental conditions and emerging
issues.”

developed and the purpose and limitations of the plan)

land use and development issues & challenges)
a) Planning Context (LGU development priorities, Vision-Mission

climate change plans and programs)

FUNDING FOR THE PREPARATION &
IMPLEMENTATION OF LCCAP
RA 10174 (People’s Survival Fund of PSF)
 Sec 20 states that PSF shall be used to support
adaptation activities of local governments and
communities
 The fund shall encourage a counterpart
funding arrangement among local governments, community organizations, the private
sectors and other entities
 LGU may submit copy of their LCCAP to CCC
for possible funding
