YES Section 14 of Republic Act 9729: “The LGUs shall be the frontline agencies in the formulation, planning and implementation of CC action plans… consistent with the provisions of the Local Government Code.. and the NCCAP.” “Municipal and city governments shall consider climate change adaptation as one of their regular functions.” Section 14 continued… “Provincial governments shall provide technical assistance, enforcement and information management in support of municipal and city climate change action plans…” Note: this can provide an entry point for the province to exercise its supervisory functions over components LGUs in setting decision criteria for compliant LCCAPs. “LGUs shall regularly update their respective action plans to reflect changing social, economic, and environmental conditions and emerging issues.” The Local Climate Change Action Plan (LCCAP) Is it stand-alone?
