Our vision is a global society
that views its own well-being
as intimately connected to the ocean.
A Washington, D.C.-based nonprofit organization,
Ocean Leadership:
• Advances research, education and sound ocean policy on behalf of the
leading public and private ocean research and education institutions,
aquaria and industry;
• Manages, coordinates and facilitates ocean research and education
programs in areas of scientific ocean drilling, ocean observing, ocean
exploration and coastal ecosystems; and
• Coordinates and facilitates collaboration between academic and
industrial oceanographic institutions and government entities.
Ocean Leadership has a proven track record of shaping the future of
ocean science and technology through discovery, understanding and
action. Representing institutions in 29 U.S. states, Washington, D.C.,
Australia, Bermuda and Canada, while managing over a billion dollars
in science funding since its inception, Ocean Leadership supports every
aspect of oceanic discovery from the ocean floor to outer space where
satellites garner a global view of our blue planet.
The Consortium for Ocean Leadership was formed in 2007 by the
merging of the Consortium for Oceanographic Research and
Education (CORE) and the Joint Oceanographic Institutions
(JOI), two premier ocean science organizations with more
than 40 years of history representing the scientific
community and managing shared facilities. Through
this merger, a unified voice for oceanographic
research and education was created in the nation’s
capital.
Today, Ocean Leadership continues to unite
the oceanographic community through
advocacy, program management and
facilitation of research efforts between
and among our member institutions and
our federal, industrial and international
colleagues. The mission of Ocean
Leadership is to shape the future
of ocean sciences by ensuring
that there is sufficient federal
investment to address the
increasing challenges
facing the world.
Advocacy
Ocean Leadership advocates for sound ocean policy
and wise investment in ocean science, infrastructure and
education. Having established a reputation for being a
credible, reliable and trustworthy source of information for
policymakers in the nation’s capital, Ocean Leadership
has elevated the awareness of the importance of the
ocean to the economic and social well-being of the
nation. Consequently, the organization has positively
influenced ocean policy and financial support for federal
ocean research.
OCEAN LEADERSHIP:
Develops and promotes ocean science community positions
Drafts and comments on legislation and federal
ocean science policy
Submits congressional testimony and
appropriations requests
Facilitates meetings with federal agencies, the
Administration and Congress
Hosts policy events to educate our members and
policymakers on emerging research challenges and
opportunities:
• Annual Public Policy Forum
• Congressional briefings
• Town Hall events
• Regional and local science events
Program Management
Ocean Leadership has managed 13 community-wide ocean
research programs for the federal government, private
foundations and businesses since 2007. Through program
administration of these initiatives, Ocean Leadership has
facilitated countless national and international scientific
discoveries.
SCIENTIFIC OCEAN DRILLING:
INTERNATIONAL OCEAN DISCOVERY PROGRAM
Formerly the Integrated Ocean Drilling Program; a global, multidisciplinary marine geology
research program that explores Earth’s history and structure as recorded in seafloor
sediments and rocks.
OCEAN EDUCATION:
CENTERS FOR OCEAN SCIENCE EDUCATION EXCELLENCE
A consortium of ocean science research institutions, informal science education
organizations and formal education entities that develops programs and educational
materials that actively engage students and the public with science.
DEEP EARTH ACADEMY
An education component of scientific ocean drilling that works to strengthen the math,
science and analytical skills of students.
MARINE GEOSCIENCE LEADERSHIP SYMPOSIUM
A biannual symposium for early career marine geoscientists to enhance skills,
interdisciplinary collaborations, communications and leadership.
NATIONAL OCEAN SCIENCES BOWL
An academic competition that provides a forum for talented high school students to learn
about the marine sciences.
OCEAN SCIENCES EDUCATORS RETREAT
A biannual forum for graduate school administrators to discuss data gathered on recruitment,
admissions and retention form the nation’s leading ocean science and technology graduate
programs.
OCEAN OBSERVING AND EXPLORATION:
CENSUS OF MARINE LIFE
A $650 million, 10-year international effort by more than 2,700 scientists from 80
countries undertaken to assess the diversity, distribution and abundance of marine life.
GULF OF MEXICO RESEARCH INITIATIVE
A $500 million, 10-year independent research program established to study the effect,
and the potential associated impact, of hydrocarbon releases on the environment and
public health.
OCEAN OBSERVATORIES INITIATIVE
A $386 million networked infrastructure of science-driven sensor systems to measure
the physical, chemical, geological and biological variables in the ocean and seafloor.
OCEAN PARTNERSHIPS:
INTERAGENCY OCEAN OBSERVATION COMMITTEE
A federal committee that carries out provisions of the Integrated Coastal and Ocean
Observation System Act of 2009.
NATIONAL OCEANOGRAPHIC PARTNERSHIP PROGRAM
A program that facilitates collaborations between federal agencies to identify and fund
scientific partnerships among academia, government, industry and non-governmental
organizations in the ocean science community.
OCEAN RESEARCH ADVISORY PANEL
Advisory body that provides guidance and independent scientific advice to the National
Ocean Council.
