Reduction of Adjective Clauses to Adjective Phrases
An adjective clause can be reduced to a phrase ONLY when the adjective pronoun
is used as the subject of the clause.
The woman who is talking to Mary is her sister.
[The verb in the adjective clause is ‘be’ (progressive).]

[The verb in the adjective clause is ‘be’ (passive).]
