Proposed
Rationale
“adverse reliability impact” means
the impact of an event that results
in bulk electric system instability
or cascading.
The AESO proposes to add this
definition so as to improve clarity
in the CIP reliability standards
and to maintain a higher level of
consistency with NERC.
“blackstart resource” means a

Stakeholder Comments and/or
Alternate Proposal
TransCanada questions the
inclusion of this definition as it
seems counter to the TOAD
principle that terms must be used
in more than one document to
warrant being defined in the
glossary. If a term is only used in
one document than it should only
be defined in that document and
not in the glossary. To the best
of TransCanada’s knowledge this
term is only used in CIP-002.
While this definition is consistent
with the NERC definition it is not
particularly helpful and does not
really add clarity.

generating unit and its associated
set of equipment which has the
ability to be started without support
from the system or is designed to
remain energized without
connection to the remainder of the
system, with the ability to energize
a bus, meeting the transmission
operator’s restoration plan needs
for real power and reactive power
capability, frequency and voltage
control, and that has been included
in the transmission operator’s
restoration plan.
“CIP Senior Manager” means a
single senior management official
with overall authority and
responsibility for leading and
managing implementation of and
adherence to the requirements
within the CIP reliability
standards.
“cranking path” means a portion of
the electric system that can be
isolated and then energized to
deliver electric power from a
generation source to enable the
startup of one (1) or more other
generating units.
“critical assets” means facilities,
systems, and equipment which, if

in the CIP reliability standards
and to maintain a higher level of
consistency with NERC.
The AESO proposes to add this
definition so as to improve clarity
in the CIP reliability standards
and to maintain a higher level of
consistency with NERC.
TransCanada disagrees with the
creation of this definition/term
and feels that doing so is
inconsistent with NERC. NERC
CIP standards use the term
“senior manager” which is not a
defined term in their glossary.
The Alberta CIP standards could
also use “senior manager” (not
defined) and they would be more
consistent with NERC standards
and still clear.

definition so as to improve clarity

consistency with NERC.

in the CIP reliability standards
and to maintain a higher level of
consistency with NERC.
“critical cyber assets” means
cyber assets essential to the
reliable operation of critical
assets.

definition so as to improve clarity
in the CIP reliability standards
and to maintain a higher level of
consistency with NERC.
“cyber assets” means
programmable electronic devices
including the hardware, software
and data in those devices.

definition so as to improve clarity
in the CIP reliability standards
and to maintain a higher level of
consistency with NERC.
“dial-up connectivity” means a
data communication link that is
established when the
communication equipment dials a
phone number and negotiates a
connection with the equipment on
the other end of the link.
“electronic security perimeter”
means the logical border
surrounding a network to which
critical cyber assets are
connected using a routable protocol
and for which access is controlled.
“physical security perimeter”
means the physical, completely
enclosed, “six-wall” border
