Informal Ministerial Meeting on Climate Change Bogor Presidential Palace, Indonesia 23-25 October 2007 Chair’s summary notes H.E. Mr. Rachmat Witoelar State Minister for the Environment of the Republic of Indonesia President-designate of COP 13 and CMP 3 Building blocks for a future framework (1) General agreement that the four building blocks are at the core of a post-2012 framework, that they need to be built upon and expanded, and that equal weight must be given to adaptation and mitigation and special issues such as deforestation and forest degradation. 1. Need to be guided by a shared vision based on the findings of the IPCC’s Fourth Assessment report 2. Continue to work within the current framework, i.e. the Convention and the Kyoto Protocol 3. Need to give content to the principle of common but differentiated responsibility and respective capabilities in the design of a post-2012 framework Building blocks for a future framework (2) 4. Annex I Parties accept that they should continue to take the lead 5. Need to respect economic growth objectives, which is best done by taking sustainable development the central objective, making best use of co-benefits, and managing unintended consequences of response measures 6. Aim at broader engagement by developing countries through incentives and further developing the concept of sustainable development policies and measures Building blocks for a future framework (3) 7. Agree to aim at completing work on a post-2012 framework by 2009 8. Assuring the continuation of CDM beyond 2012 How to deliver on the building blocks (1) 1. Broad consensus on the need for a Bali Roadmap towards a comprehensive multilateral framework beyond 2012. 2. The Convention and the Kyoto Protocol provide the framework for the global response to climate change. There is no need to reinvent the wheel. 3. Need for a process under the Convention, in addition to the Kyoto Protocol AWG, to advance work on the building blocks. 4. Need to foresee both informal exchange of views and formal negotiations. How to deliver on the building blocks (2) 5. Two tracks can be distinguished: – AWG (Kyoto Protocol) – New Convention process In addition, result of other parallel processes such as the G-8+5, MEM, etc. should be brought in. 6. Establish a contact group in Bali and conduct complementary consultations by the President
