SUSTAINABILITY Agenda 21, ICLEI & Planners CONNECTING THE DOTS 2 IN THEIR OWN WORDS Prepared by IOTC + A21 Commissioner Richard Rothschild [email protected] 1 IN THEIR OWN WORDS Review- Sustainability/Agenda21/ICLEI Fallacies & climate change They are what they say they are Role of planning organizations Where they say they are going… How to beat them 2 De facto Rubric of “Sustainability” "Of all tyrannies, a tyranny exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end, for they do so with the approval of their own conscience." - C.S. Lewis What is Agenda 21 OXFORD DICTIONARY: A set of proposals, made at the 1992 UN Conference on Environment and Development for the furtherance of world-wide, sustainable development. 4 Why so much debate? Sustainability with a Capital “S” Agenda 21/ICLEI is a Socio-economic political movement From UN Dept of Social & Economic Affairs Advocates government control over land-use, labor, and capital (known as factors of production) under the guise of “Sustainability” Focus: 3-E’s Environment – Economy - Social Equity 5 The “logo” of UN Agenda 21 …Three E’s According to Agenda 21, the objective of Sustainable Development is to integrate: E Environmental policies Economy Equity (as in Social Equity) E E 6 Understanding the Bible of Sustainability- Agenda 21 Pay close attention to the choice of words and emphasis on “Government” in the Agenda 21 “Sustainability” document. In particular watch for the following: Gov’t into production and consumption Gov’t source for all solutions “Identity Politics” as a means of dividing; conquering; and building consensus against capitalism and private property rights. Transfer of wealth initiatives and pro-Marxist “bent”. Emphasis on “the people” rather than individuals7 Agenda 21- Gov’t Centric 14.41. Governments at the appropriate level, should: (b) Select combinations of land uses and production systems appropriate to land units through multiple goal optimization procedures, and strengthen delivery systems and local community participation; 8 Waste Disposal 21.4. Environmentally sound waste management must go beyond the mere safe disposal or recovery of wastes… by attempting to change unsustainable patterns of production and consumption. QUESTION- How will they do this? 9 Sustainability Agenda21 SECTION III STRENGTHENING ROLE OF MAJOR GROUPS (Identity Politics) 24.Global action for women towards sustainable and equitable development 25.Children and youth in sustainable development 26.Recognizing and strengthening the role of indigenous people and their communities 27.Strengthening the role of non-governmental organizations: partners for sustainable development 29.Strengthening the role of workers and their trade unions 10 Agenda 21… “Each country should, in consultation with its youth communities, establish a process to promote dialogue between the youth community and Government… “ Government determines appropriate levels of production and consumption Middle class= unsustainable 11 Appeal to the proletariat 29.4. For workers and their trade unions to play a full and informed role in support of sustainable development, Governments and employers should promote the rights of individual workers to freedom of association and the protection of the right to organize as laid down in ILO conventions… 12 Agenda 21 National Adoption Sustainability Local Implementation President’s Council on Sustainable Development ICLEI Agencies America’s planning associations EPA/HUD/DoT Lawsuit “collusion”? REALITY: It is not catastrophic, and as a practical matter CO2 reductions WILL NOT WORK. You'll see NO CLAIMS of even 1/1000th a degree improvement. Washout time >100 yrs 7 Compact Development with public sewer is more sustainable (SB236). REALITY: Sewage overflows; exfiltration; and aquifer depletion more damaging 8 Subways and mass transit can replace cars. REALITY: They can’t. If they could, there'd be no cars in Manhattan. 9 Compact Urban Development is more affordable for gov't REALITY: Empirical evidence proves compact development requires higher tax rates. Urbanization strains police; fire, educational, and social services. 10 Affordable Housing for people of ALL INCOME levels will ensure healthier better balanced neighborhoods. REALITY: Government sponsored housing usually creates more problems then it solves… thereby damaging communities 16 TOP 10 SUSTAINABILITY FALLACIES 0 Sustainability is about protecting the environment. REALITY: It's a political movement to replace capitalism with government control of everything 1 Free market capitalism is the principle cause of planetary degradation and is not sustainable. REALITY: It is government centric control of the economy that is not sustainable 2 Private Property is a source of social injustice, and too valuable to be subject to free markets. REALITY: The right to own and use private property is a fundamental source of wealth creation 3 Green Energy creates jobs. REALITY: Green energy is unreliable, uncompetitive and renders industry unable to compete in world markets 4 CO2 is a pollutant. REALITY: CO2 is the air that all plants and crops breath. More CO2= Better ag production 5 The Sustainability Movement isn’t trying to take away anyone's property rights or freedoms. REALITY: The Sustainability movement is relentlessly attacking property rights and freedoms 17 Greenhouse Gases? Caution- The slides you are about to see will be upsetting to sustainability / global warming aficionados... 18 An “Answer” for Everything “Climateers” simply hypothesize, manipulate models, and conclude every weather and climate phenomenon is due to CO2 emissions. Hot or Cold; Wet or Dry; More storms, Fewer storms. More ice, Less ice; an occasional disaster – yesterday, tomorrow, if not now, someday; Sooner or Later. “See… It’s exactly what we predicted.” This is flat-earth pantheism, rooted in a notion of finite production and demotion of man to third-class status on planet earth. It’s ideological and religious – the only state-sanctioned, state-supported religion permitted today. 19 Vernacular of the Globalists Global Warming is now “Climate Change” Climate Change is now “Sustainability” Sea Level Rise is now “Storm Surge” CO2 is now…………….. “CO2e” Free Market Capitalism now “UNsustainable” Marxism (communism) is “Sustainable” 20 SEA SURFACE TEMPS- Past 3000 years http://www.rangemagazine.com/features/winter-13/range-wi13-climate_fraud.pdf 21 # Record High (Red) / Low (blue) temperature records broken-all states http://www.rangemagazine.com/features/winter-13/range-wi13-climate_fraud.pdf 22 Carbon Dioxide is 0.039% of our atmosphere. Carbon dioxide is the “elixir of life” according to the Science & Public Policy Institute You decide… is this a problem? CO2 0.039% 23 They say… “Why not play it safe?” All plant life on earth needs CO2 to live. CO2 abatement proposals would cost $671,000.25 for every human on earth to reduce the temperature of the planet less than one degree over the next 50 years. If we are wrong, we will have destroyed our economy; destroyed our standard of living; and will have no resources remaining to deal with any nature-induced problem (if it exists). 24 No Consensus on Climate Professor of Biogeography Philip Stott of the University of London: “…climate change is governed by hundreds of factors, or variables, and the very idea that we can manage climate change predictably by understanding and manipulating at the margins one politically-selected factor (CO2), is as misguided as it gets.” 25 Senate Minority Report: 650 Scientists Dissent Over Man-Made Global Warming Claims http://epw.senate.gov/public/index.cfm?FuseAction=Files.View&FileStore_id=83947f5d-d84a-4a84-ad5d6e2d71db52d9 “It is a blatant lie put forth in the media that makes it seem there is only a fringe of scientists who don’t buy into anthropogenic global warming.” - U.S Government Atmospheric Scientist Stanley B. Goldenberg of the Hurricane Research Division of NOAA. “…Global warming has become a new religion.” - Nobel Prize Winner for Physics, Ivar Giaever. “So far, real measurements give no ground for concern about a catastrophic future warming.” Scientist Dr. Jarl R. Ahlbeck, former Greenpeace member. 26 Will Maryland’s GHG Act “fix” anything? 25% reduction below 2006 levels by 2020 $16 BILLION+ (by 2020) If fully implemented, it claims it will reduce temperature by… NOT STATED! (surprised?) Maybe 1/10,000th of one degree… which means even if it works, we have no way of measuring it Why are we doing this? 27 Module- Bottom Line NO CONSENSUS! ONLY… Heavily politicized tortured science that remains disputed, and it is driving us toward national bankruptcy. 28 Module THEY ARE WHAT THEY SAY THEY ARE 29 QUOTES FROM Capitalism vs Climateby liberal Naomi Klein of “Nation” Magazine 11/28/2011 “So when [Heartlanders like Commissioner Rothschild] react to… climate change as if capitalism itself were coming under threat, it’s not because they are paranoid… It’s because they are paying attention” “It is a painful irony that… most leftists have yet to realize that climate science has handed them the most powerful argument against capitalism…” 30 Sustainability in their own words… Harvey Ruvin, recent Vice Chair of the ICLEI, “individual rights will have to take a back seat to the collective” in the process of implementing Sustainable Development. http://iamrising.wordpress.com/2012/10/22/transcript-fright-un-to-usindividual-rights-must-take-a-back-seat-to-the-collective/ 31 Third Annual Conference of the World Association for Political Economy Langfang, China, May 23-25, 2008 “The current global crisis cannot be fully resolved within the historical framework of capitalism, and… “ “…global ecological sustainability will be possible only with fundamental social transformations and a new global economic system organised on the principles of social ownership of land and other major means of production…” “…global ecological sustainability cannot be accomplished without a massive mobilisation of the world’s working classes and all oppressed peoples. “ ”Only socialism and the global solidarity of all working peoples can free both humanity and the earth from the fatal threat of global capitalism.” 32 David Foreman- Earth First Founder; Sierra Club Director http://www.aim.org/wls/we-must-destroy-capitalism/ http://www.redpepper.org.uk/David-Foreman/ "We must make this an insecure and inhospitable place for capitalists and their projects ... We must reclaim the roads and plowed land, halt dam construction, tear down existing dams, free shackled rivers and return to wilderness tens of millions of acres of presently settled land.” 33 AUDIO: http://archive.org/details/Agenda21NeoenvironmentalismAndSustainability--AllMarxism-As BOOK: Ecology and Socialism: Solutions to Capitalist Ecological Crisis by Environmentalist Chris Williams “It is utterly impossible for Capitalism to view the world as a single interlocking system [environment-economy-social equity]” 34 ICLEI -Charter 1.7 - Principles The Association shall promote…Earth Charter Principles to guide local action: (6) Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach. (7) Adopt patterns of production, consumption, and reproduction that safeguard Earth’s regenerative capacities, human rights, and community well-being. (9) Eradicate poverty as an ethical, social, and environmental imperative. (10) Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner. (11) Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care, and economic opportunity. (14) Integrate into formal education and life-long learning the knowledge, values, and skills needed for a sustainable way of life. 35 http://iclei.org/fileadmin/user_upload/documents/Global/governance/Charter/Charter_approved_FINALforCOUNCIL20110912.pdf MODULE Bottom line: Sustainability is a direct attack on Free Market Capitalism Sustainability has morphed into a euphemism for Marxism Environmental groups: Funded by grants & set the agenda for regulators & legislatures. 36 Module WHERE THEY SAY THEY ARE GOING 37 The “Three E’s” appear in Master Plans and Education throughout the U.S. 38 PlanMarylandproperty rights?) (where are private (DRAFT) “However, in the absence of a set of policies and strategies for containing development and prioritizing the highest and best use of all land in the State, there is no reason to believe that market forces alone will produce development that is smart, sustainable, and balances the competing demands made on limited resources.” (Apparently the State believes all land belongs to it… Highest and Best use according to whom?) SB236 – Septic Bill Bans major subdivisions on septic Local Officials in a Catch-22 Requires Tier Maps Draw Tier Map and take away rights Don’t draw Tiers and lose right anyway Either way, you lose 40 Baltimore County Master Plan 2020 “Sustainable development has been defined as that which “meets the needs of the present in a responsible manner without compromising the ability of current and future generations to meet their own needs” (United Nations General Assembly (1987) Report of the World Commission on Environment and Development: Our Common Future)”. “Most experts agree there are three intertwined elements to the sustainability concept: Community (Social Equity), Economy and Environment.” Professor Carl J. Circo: University of Arkansas School of Law http://papers.ssrn.com/sol3/papers.cfm?abstract_id=1343228 Publication: Does Sustainability Require a New Theory of Property Rights (2009)? “Does sustainability challenge the U.S. property regime? The answer is yes…” “The critical question is whether U.S. sustainability advocates can muster the theoretical support they need to achieve their social justice objectives.” 42 What is “SOCIAL JUSTICE” ? IOWA STATE UNIVERSITY e-Library A to Z Sustainability Research and Education Guide “…Based on the concept of human rights and equality and involves… economic egalitarianism through progressive taxation, income redistribution, or even property redistribution.” http://instr.iastate.libguides.com/content.php?pid=91878&sid=848430 43 Intrastate & Interstate REGIONALISM Why oppose it ? Because… it takes accountability away from locally elected officials it places power (land use, taxation, regs) in hands of regional boards appointed by elected officials you don’t vote for and can’t replace. it breaks-down jurisdictional boundaries that give locals the power to STOP something at their jurisdictional border it enables the redistribution of wealth from one jurisdiction to another to promote “social equity”. 44 Why push Regionalism? Cities go blue; suburbs go red PA 45 ` 3-E’s of “Sustainability” www.green.maryland.gov/mdgpi 46 Foodsheds & “Sustainability”? Buying local food within a foodshed can be seen as a means to combat the modern food system, and the effects it has on the environment. It has been described as “a banner under which people attempt to counteract trends of economic concentration, social disempowerment and environmental degradation… Agriculture production alone contributes to 14% of anthropogenic greenhouse gas emissions… [and]contributes to the global issue of climate change. Peters, C., Bills, N., Wilkins, J., & Fick, G. (2008). Foodshed analysis and its relevance to sustainability 47 MODULE BOTTOM-LINE: They are “COMBATING” our systems They oppose traditional American Farming Operations; ignore Economies of Scale; and Ignore the skill of experts who feed the world. Why? Because private land ownership and free market capitalism provide wealth and abundance for Americans that make us strong. 48 MODULE: America’s Planners Professional Planning Groups Where to put schools vs factories? (A map) or Political Advocacy Groups? ( YOU DECIDE…) 49 Two types of people: The FIRST type convert DREAMS into reality. We call these people engineers, architect, builders, and small business owners… …The SECOND type of people try to convince us the NIGHTMARE SHOULD BE OUR DREAM. We call these people “URBAN PLANNERS” - Commissioner Richard Rothschild 50 Planners– Fully indoctrinated What they know just isn’t so… They are being manipulated by a movement with anti-free market; anticapitalist undercurrents Along with environmentalists they are the vehicle for overreaching GOVERNMENT control of our lives under the name of “SUSTAINABILITY”. 51 www.PlannersNetwork.org In their own words… STATEMENT OF PRINCIPLES: “We believe planning should be a tool for allocating resources… and eliminating the great inequalities of wealth and power in our society… because the free market has proven incapable of doing this.” 52 American Planners: Professional Planners or Anti-Capitalist Political Advocacy? Strategic Policy manual: Embraces ICLEI Programme(s) 1.1 “The built environment is a primary contributor to climate change” …Business as usual will not suffice” 1.3 Social Equity and Climate Change (& Environmental Justice) 2.4 #6: “Should reduce reliance on coal…” 2.4 #14: Reduce VMT (Vehicle Miles Traveled) 2.4 #15: Cap & Trade for carbon … needed. Land Use#15: Create city-funded housing repair programs Transportation #4: Increase CAFÉ standards http://www.planning.org/policy/guides/ 53 America’s Planning Associations- What they advocate EXCERPTS- Halfway houses should be allowed in ALL Single Family Home communities Energy Policy Guide- Alternative energy has “matured.” Support subsidies that reduce individual consumption Homelessness Policy Guide- “Avg Sect-8 wait is 33 months;” Planners should defuse opposition to [govt] housing plans Socially destructive [suburban] development patterns, but advocate “rights of urban dwellers”. Child Care Policy Guide- Supports national legislation and funding to provide child care for all children 54 Professional Planners or Political Advocates? EXCERPTS- “PROPERTY FAIRNESS”: “As expected, radical They oppose… “takings” legislation [that would property rights organizations have seized on this measure… [Compensating property owners] for reduction in value… are extremely dangerous proposals.” detract from power of governments] Angela J Vincent: APA Region 1 Director AND Mid-Atlantic /NE Director of ICLEI 55 A Distinction With No Difference: ICLEI Planners Sustainability Property rights attacks: Attack on automobiles Food Supply mischief Social Justice emphasis Disdain for individual freedom Disregard for Constitution Gov’t manipulation of energy Exaggerated climate change Attacks on middle class False narrative on Suburbia Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes Yes 56 MODULE- BOTTOM-LINE America’s “Planning” Organizations are NOT what they claim to be… They have morphed into political advocacy groups that teach & promote un-American policies 57 Module HOW TO BEAT THEM (The gifts that keep giving) Sloowww… 58 CARTOONPublication ? Date ? ANSWER: 1934 Chicago Tribune 59 What do you say when people ask… “Do you believe in Climate Change?” Of course The Climate has been changing since the beginning of the earth, BUT… That’s not the question… 60 THE QUESTIONS ARE: (1) Are climate fluctuations happening that exceed historical cyclical norms? If so: (2) (3) (4) (5) (6) (7) (8) to what extent are changes detrimental or beneficial to humans? Are contributing factors primarily natural or anthropogenic? If natural, what are the causes? If anthropogenic, what is the cause. Assuming we know the cause, what abatement or adaptation techniques are most feasible and cost effective? If natural, what focused adaptation is cost effective? Why can’t we show a strong correlation between existing theories versus the climate? Why pursue an approach that will require 100 years or more to work? (wash-out time of CO2 exceeds 100 years) If they really believe this, why wasn’t one penny of the multitrillion dollar stimulus allocated for sea walls? 61 62 Preemptive Legislation Vehicle Miles Traveled- GPS preemption Private Well & Septic- Metering preemption Fourth Amendment- Inspection limits Property Rights= Stability of Zoning and NOT allowing erosion through environmental nooses. 63 Democrats also concerned Rosa Koire www.democratsagainstUNagenda21.com 64 Winning Quips To local planning groups: Your policies are suspiciously identical to Agenda21 On “Sustainability”: It doesn’t matter what you think it means. All that matters is what government thinks it means. 65 Winning Quips Sure… I’m for Sustainability Sustainable FREEDOM; and Sustainable ECONOMICS See: www.sustainablefreedomlab.com 66 Winning Quips It’s NOT a question of “IF” we should protect the environment. The correct question is “HOW” A valid scientific and economic Cost/Benefit Analysis is IMPERATIVE for ALL “sustainability” initiatives. 67 Winning Quips Don’t take my word for it… Here’s what they say about themselves (use their own words against them) Sustainability is the NEW MARXISM… Just Google “Sustainability Marxism” (see next slide) 68 In their own words… 69 Conclusions Sustainability is not about the environment. It is about control. The Sustainability agenda provides an excuse to attack free-market Capitalism and replace it with government control of the factors of production (land-labor-capital). Constitutional Freedom and Free-Market Capitalism is the BEST system for solving ALL of the challenges of nature and mankind… and this is what “Sustainability” is attacking! 70 Q&A Send an email to [email protected] and ask for a free copy of the IOTC presentation 71 PlanMaryland- (DRAFT) “Oversight and management of PlanMaryland’s implementation will occur under the auspices of the Smart Growth Subcabinet and its Coordinating Committee, with advice from the Sustainable Growth Commission. … To be handled through a Smart Growth PlanMaryland working group, which will consist of a subset of Subcabinet and Committee members, assisted by a broad inter-disciplinary team of professionals drawn from the State agencies.“ Central Planning?
