WHAT ARE THE CHARACTERISTICS OF IOC? • Intimidation through Violence, Coercion and Threats. • Exploit differences between nations in pursuit of their objectives. • Attempt to influence government policy • Economic gain is their primary goal • Leadership is covert THE SPECIFIC THREATS TO US NATIONAL SECURITY • Control of Energy Resources • Support to Terrorists • Smuggling & Trafficking • Financial System Corruption • Cyber Crime MORE THREATS • Securities Fraud • Corruption of Public Officials • Use of Violence UNDERSTANDING THE NATURE OF THE THREAT • They Attack from Safe Havens • OIC Leaders are Close to Corrupt Public Officials • Street Crime is just a Symptom • OIC structures are Dynamic & Loose. • Our Intelligence is Lacking OUR ENFORCEMENT GOALS • Prioritize & Target the Greatest Threats • Coordinate Enforcement Efforts • Cooperate with Foreign LE Counterparts • Employ Non-Traditional Tools ADDITIONAL STRATEGIES • Up-to-Date legislation and Procedures • Increase Awareness of the Problem and Threats • Reconvene the Organized Crime Council
