Climate Change (Sectoral Targets) Bill A Bill to require the Secretary of State to meet certain sectoral targets; to require him to specify future such targets; and for connected purposes. 1. Purposes For the purposes of (a) assisting with the achievement of any target for the reduction in emissions of carbon dioxide specified by virtue of any Act; and (b) helping to ensure that any increase in the climate of Planet Earth does not exceed 2 degrees C; and (c) ensuring that the energy needs of the United Kingdom as determined by the Secretary of State are satisfied this Act shall apply 2. Initial Sectoral Targets The Secretary of State must take all reasonable steps to ensure that the government sectoral targets for the time being specified in Schedule 1 are achieved. 3. Future sectoral targets (1) The Secretary of State must within 2 years of the passing of this Act decide upon (a) a target for the consumption of energy from renewable sources by 2020, which target shall not be less than 20%; and (b) further targets for the sectors specified in section 2(2)(a) – (e) which shall not be less than any target set for the UK by the European Union (2) The Secretary of State (a) may revise any target as he considers appropriate; and (b) must consider revising any target if recommended to do so by any body established by any Act of Parliament to advise the government on climate change. (3) Before deciding on the targets in subsections (1) and (2) the Secretary of State must consult and seek to reach agreement with (a) any body established by any Act of Parliament to advise the government on climate change; and (b) organizations representing environmental interests; and (c) organizations representing business interests and in particular organizations representing (i) (ii) (iii) (iv) the energy efficiency industry the renewables industry the combined heat and power industry the microgeneration industry. (4) Within 12 months of deciding on the targets or revisions thereof the Secretary of State must publish and thereafter implement a strategy for achieving those targets or revisions. 3. Citation This Act may be cited as the Climate Change (Sectoral Targets) Act 2007. Schedule 1 (1) The targets referred to in section 2 are (a) by 2020 the general level of energy efficiency of residential accommodation has increased by at least 20 per cent compared with the general level of such energy efficiency in 2010 (b) by the end of 2010 the general level of energy usage in the commercial and public services sector has reduced by at least 10% compared with the general level of such energy usage in 2005 and by the end of 2020 by at least 10% compared with the general level of such energy usage in 2010. (c) 10% of electricity shall be generated from renewable sources by 2010 and 20% by 2020. (d) 10 Gw of combined heat and power capacity shall be installed by 2010. (e) As soon as practically possible the number of dwellings with one or more microgeneration installations shall be eight times the number of dwellings with one or more microgeneration installations in 2007. (f) By the end of 2016 as far as is practicable all existing homes shall be low carbon. (g) By the end of 2016 all new homes shall be zero carbon homes; (h) In 2010, all new homes shall achieve a 25% carbon improvement compared to Part L of the 2006 Building Regulations. (i) In 2013, all new homes shall achieve a 44% carbon improvement compared to Part L of the 2006 Building Regulations. (j) By 2010 all homes occupied by vulnerable households shall achieve a SAP rating of at least 65. (2) In this section ‘the commercial and public services sector’ means (a) (b) (c) (d) commercial and business premises, excluding industry; retail premises, including warehousing; hotels and restaurants; premises used for the provision of any service or function by or on behalf of a public body. ‘microgeneration’ has the same meaning as in the Energy Act 2004. ‘vulnerable household’ means a household occupied by (a) an older householder; (b) a family with children; or (c) a householder who is disabled or has a long-term illness.
