General 1.1 The Remotely operated Transfer Switching Equipment (RTSE) based on circuit breakers and designed for power distribution will conform to the requirements of IEC 60947-1 and IEC 60947-6-1 and to the latest versions of the corresponding national standards in the member countries (VDE 0660-100 and 0660-114, BS EN 60947-1 and 60947-6-1, NF EN 60947-1 and 60947-6-1). 1.2 The transfer switch will be a derived device. It will use products based on IEC 60947-2, IEC 60947-3 and IEC 60947-4-1. 1.3 The Remotely operated Transfer Switching Equipment (RTSE) will be designed to offer the following functions under optimum safety conditions: it will either be controlled by an automated device provided by the customer or by an automated device supplied by the manufacturer. 1.4 The transfer switch will have the following electrical characteristics: 1.4.1 a rated impulse withstand voltage (Uimp=) of 8 kV. 1.4.2 a rated insulation voltage (Ui) of 750 V AC. 1.4.3 a rated operating voltage (Ue) of 550 V AC or 690 V AC. 1.5 The transfer switch will be available in 3-pole and 4-pole versions, and the normal and emergency circuit breakers must have the corresponding number of poles. 1.6 The transfer switch can be used for frequencies of 50/60 Hz. 1.7 The transfer switch design will incorporate three stable positions: 1.7.1 normal circuit breaker OPEN, 1.7.2 CLOSED, 1.7.3 emergency circuit breaker OPEN. 1.8 The OFF position will be a disconnect position. The transfer switch will be appropriate for disconnection in accordance with IEC 60947-1 and 60947-2, subclause 7.2.7 and for Overvoltage Category IV and up to the rated insulation voltage of 690 V in accordance with IEC 60664-1. Each power circuit breaker will also be lockable in the OPEN position. 1.9 It will also be possible to operate the transfer switch manually if no control voltage is present. 1.10 The transfer switch will be designed to incorporate class II insulation (in accordance with IEC 60664-1) between the front panel and the internal power circuits. 1.11 The transfer switch will have a control voltage of 48 to 415 V AC (50/60 Hz) or 440 V AC (60 Hz only) or 24-250 V DC. 1.12 The transfer switch performance operating category will be AC32B in accordance with IEC 60947-6-1. 1.13 The Remotely operated circuit-breaker based Transfer Switching Equipment (RTSE) will incorporate a mechanical interlock and/or an electrical interlock to prevent any possibility of connecting the normal and emergency sources. 1.14 It will be possible to combine circuit breakers of different breaking capacities and switches. 1.15 If a switch is used, the upstream safety device must be specified by the manufacturer. 1.16 For all the operating voltages and frequencies allowed, the transfer switch will operate within a temperature range of –25°C to +70°C. 2. Design, operation and environment 2.1 The production site will comply with the requirements of ISO 9000 and ISO 14001. 2.2 The transfer switch will comply with the Eco-design principles defined by ISO 14062. 2.3 The transfer switch must be fitted with an electrical interlock system. 2.4 The transfer switch will include two circuit breakers (fixed or draw out) installed on a mounting plate. It will be possible to interlock these circuit breakers mechanically. 2.5 It will be possible to interlock two draw-out or fixed circuit breakers mechanically. Last update: 2017-05-11 -3- Specification for Tender 769854833 2.6 The Remotely operated circuit-breaker based Transfer Switching Equipment (RTSE) will provide protection against overloads, as well as protection against short circuits. 2.7 The transfer switch will also include an earth leakage protection function, via an incorporated or separate earth leakage protection device. 2.8 To ensure disconnection with positive break indication in accordance with IEC 60947-1 and IEC 609472, subclause 7.2.7: 2.8.1 the mechanism design will ensure that the operating handles will only be in position (O) if the main contacts are physically separated, 2.8.2 in position (O), the handles will indicate the disconnected position. 2.9 Disconnection will be improved by the main circuit double breaking feature, i.e. the normal and emergency circuit breakers will be able to open simultaneously. 2.10 The minimum changeover time of the transfer switch contacts will be less than 1 second. 3. Endurance 3.1 The mechanical endurance on the Normal opening – Emergency closing - Emergency opening - Normal closing cycles (NO-EC-EO-NC) will be as follows: 3.1.1 10,000 cycles, for ratings <= 250 A 3.1.2 8,000 cycles, for higher ratings. 3.2 The electrical endurance on NO-EC-EO-NC cycles for operating voltages <= 440 V will be: 3.2.1 10,000 cycles, for ratings <= 250 A 3.2.2 3000 cycles, for ratings of 400 A-630 A 3.3 The electrical endurance on NO-EC-EO-NC cycles for higher operating voltages will be 1500 cycles. 4. Auxiliaries 4.1 It will be possible to fit the transfer switch with a downstream coupling device to make it easier to connect the busbars and lugged cables. It will allow same size circuit breakers to be combined and be used only on fixed versions. 4.2 Each transfer switch circuit breaker will be fitted with auxiliary contacts and alarm contacts (TRIPPED state indication). 4.3 The transfer switch will be fitted with voltage presence indicators and may be equipped with insulation control units.
