Digital Marketing Consultant August 2016

Overview
Marketing Liverpool invites tenders from digital marketing consultants with a proven track record of
successful digital marketing delivery. The successful consultant will work alongside Marketing
Liverpool’s existing digital marketing team, providing strategic and tactical insights on a range of
digital marketing activity – content marketing, website performance, SEO, data analytics.
The consultant will play an instrumental part in the development of the city’s key investment, tourism
and conference brands on digital and social platforms.
We are keen to hear from experienced digital marketing consultants, with a positive, energetic and
collaborative approach, who are looking for a fast-paced environment that will offer them the
opportunity to implement digital marketing strategies that improve brand awareness, lead generation,
drive traffic and conversion.
The Client
The client is Liverpool Vision Limited working on behalf of the Mayor of Liverpool.
Liverpool Vision is a company limited by guarantee, wholly owned by Liverpool City Council. Its
business plan, activities and finances are overseen by a Board of Directors, chaired by the Mayor of
Liverpool. Vision’s purpose is to generate jobs and investment in the city. It does this by marketing it
as a business, investment and leisure location, through the Marketing Liverpool team and by working
with the private sector in the city and internationally to generate investment projects.

Marketing Liverpool is the City Region’s destination marketing organisation (DMO). It is responsible
for communicating the City Region’s brands brand positively and imaginatively to local, national and
global audiences. We work with our partners in business, cultural organisations, educational
institutions and national bodies to promote Liverpool City Region as a place to live, work, visit, invest
and study.
Specific Requirements
The services required involve the following elements:






Strategic and tactical insights on a range of digital marketing activity including content
marketing, website performance, SEO, and data analytics.
In-depth analysis of existing platforms and properties.
Plan and recommend digital marketing strategies.
Build engagement and create innovative ways of reaching customers.
Establish detailed performance reports for social and digital activity.
Experience / Skills required:









Proven track record of successful digital marketing delivery.
Extensive and up-to-date technical knowledge of content marketing, search engine
optimization, website development (UX/UI desirable), social media best practice, email
marketing.
Experience of content management systems.
Experience of planning and implementing PPC and paid social campaigns.
Passion for digital marketing, data management and web analytics.
Ability to transfer skills and knowledge to Marketing Liverpool team.
Working knowledge of HTML and CSS.
Excellent written skills.
Positive, energetic and collaborative.
Response
Tenderers will be expected to provide: 1. An overview of what experience and value you can bring to the delivery of the above tasks;
2. How the requirements specified will be met
3. Use of subcontractors – if services would be provided by a third party, the name, address and
telephone number of such party must be disclosed.
4. Day rate, inclusive of expenses and exclusive of VAT.
5. Confirmation of availability to commence work in September 2016 and remain committed to the
project until March 2017 working one day a week located at Liverpool Vision’s offices.
6. Completion of Appendix 1.
Two written copies of your response should be submitted in a sealed envelope, stating “ITQ
Response for Digital Marketing Consultant” and marked for the attention of: Connor Reilly,
Procurement Assistant, Liverpool Vision, 10th Floor, The Capital, 39 Old Hall Street, Liverpool, L3
9PP, this should include a soft copy, stored on an electronic memory device (USB Stick or CD).
If delivering by hand, please be advised that because of a barrier system in a shared building, you
will need to ask reception in the Capital Building to phone Liverpool Vision (0151) 600 2900 to
advise that your submission has arrived for collection.
External envelopes must not indicate your identity.

Responses will be evaluated against the response requirements set out above and on the basis of
the following award criteria scored from 100 marks weighted as indicated:

Clarification meeting / presentation (if required) in Liverpool on 16th September 2016
Indicative Award: subject to contract and any further due diligence: w/c 19th September 2016
Service commencement: Immediate upon contract signature

3. The Contract
Any contract awarded subsequent to this ITQ will be subject to the enclosed terms and conditions.
