A remaining challenge is the identification and activation of non-registered young who are not in employment, education or training (NEETs) in order to ensure that they receive a quality job offer in less than four months. It will include activities to reach out to those who are not in employment, education or training and not registered with the unemployment Insurance Fund and not targeted by existing outreach programmes, and will involve education institutions. In the education sector, the participation level in vocational education and training and apprenticeships remains insufficient. The VET participation rate remains relatively low as compared with the EU average. The proportion of VET students in work-based apprenticeships is even lower (around 2 %; no EU-level comparison is possible due to many differences in national VET systems) and has not increased recently, despite a comprehensive reform introduced by the 2013 VET Act. The government aims to increase the proportion of VET students in apprenticeships from current 2 % to around 7 % by 2020. Apprenticeship placements will be awarded through the national apprenticeships center. For active labor market measures has been worked out social inclusion strategy according to EU priorities. Measures are supported by National Budget resources and EU Structural Funds. Some progress has been made also in addressing the recommendation on youth unemployment. Youth unemployment continued to fall, from 20.9 % in 2012 to 18.7 % in 2013, due in part to the economic recovery and also to ´activation measures’ (measures obliging people receiving unemployment benefit to accept an offer of employment or training in order to continue receiving their benefits). In 2013, the public employment services developed their mobile counselling services, which specifically target young people not registered as unemployed. The Youth Development Strategy adopted by the government in late 2013 seeks to address two major obstacles preventing young people from finding employment: a low level of education and lack of relevant work experience. As part of this strategy, an action plan for implementing the Youth Guarantee scheme 2014-17 at national level was submitted to Parliament in April 2014. 3 Project n° 2014-1-LT01-KA202-000529 ITT Group OÜ 1. General Social Inclusion measures: Early inclusion and activation measures Work out effective „Announcement Strategy“ to influence NEET persons register himself into Unemployed Fund focusing to risk-groups (socially excluded, living below normal livingstandard, discriminated, handicapped, migrants etc.). „Youth – Centers“ development where NEET persons can get all information about trainings, learning opportunities and labor market issues. „Personal Supporting Schema“ – guarantee cooperation between different labor market institutions to work out personal activity plan for each person with both sides responsibilities. 1.3. Possibilities to work in abroad For risk group are councilors recruited Pilot projects – Individual action plans for the long-term unemployed, counselling, adaptationtrainings, practical trainings 1.3.2. Additional services in Estonian Unemployed Fund for risk groups: Practical trainings – to help find permanent occupation through the work experience. Work exercises - in cooperation with the Local Authorities are carried out activities to develop social skills and form working habits. Public work – If there is suitable occupations available then is arranged public work cooperation with Local Authorities. The work is rewarded. Travel subsidies - Support is mainly meant for countryside long-term unemployed persons. Labor Market subsidies for employers – Wage subsidies for recruitment. To influence employers to make a decision to recruit long-term unemployed persons. Removing social obstacles – service for people who can´t have a job because of the social problems. Service consists of psychological, financial and addictions related consulting. Individual recruitment service – consists of different support activities, for example mentoring in the workplace, compensation of the maintenance costs etc. Services for persons with special needs 1.4. Reducing the risks of exclusion 1.4.1. E-inclusion enlargement 1.4.1.1. Ensure that ICT and digital skills are included in to the professional knowledge and skills. ICT curriculums and certificates would be in accordance with standards and internationally comparable. To inspire schools and institutions connected with labor market organize for youth business training and offer counselling service in the field of business activity. To ensure validation of the skills, knowledge and competences achieved in informal studies. 2.1.2. Labor Market measures To avoid informal recruitment (illegal working) and give bigger possibilities to the youth recruitment. To use targeted and efficient recruitment - and wage benefits for companies to encourage them create different recruitment possibilities for NEET persons (apprenticeship, practical trainings, and direction to the work). To promote professional mobility – different agencies and programmers which inform and mediate job offers, apprenticeships, traineeships in different areas (EURES – in EU) and dealing with grants. To create more supporting activities for startup companies. To intensify cooperation between labor market institutions and institutions who offers (micro) credit. To provide facilities to help young people who drop out from activation schemes and don´t get benefits anymore. 2. 2. Exploitation of the EU Structural Funds Use fully and comprehensive all advantages of the Cohesion policy instruments for the period 2014-2020 to support creation of the „Youth Guarantee“. Address attention to the NEETs integration in to the labor market. 2. 3. Evaluation and continuous improvement of the „Youth Guarantee“ Constant supervision and evaluation of the „Youth Guarantee“ measures and programmes to identify good practices to improve inclusion methods and strategies. Important is effective usage of the investments. To promote mutual learning on the national, regional and local level between all sides who are dealing with youth unemployment. Maximum usage of the project results in the frame of „Youth Guarantee“ projects. To strength capability of the groups and institutions who are related with „Youth Guarantee „ working out, exploitation and evaluation. The purpose is to prevent barriers of the internal and external strategic and practical factors. 2.4. The implementation of the „Youth Guarantee“ „Youth Guarantee“ fast integration Into EU programs for the period 2014-2020. 2.5. Funding To encourage EU member countries to use resources of the European Social Fund to support working out and implementation of the „Youth Guarantee“ which is important political instrument fighting against to the Youth unemployment and social exclusion. 6 Project n° 2014-1-LT01-KA202-000529 ITT Group OÜ To support program - work of the Common Strategic Framework (CSF) Funds via technical assistance, networking and mutual learning. 2.6. Good practice The goal is to use new innovation and social changes program to pick up good examples about „Youth Guarantee„ cases in local, regional and national level. Supervision Supervision of the „Youth Guarantee“ development and reporting of the results in the annual European Labor Market Institutions work-program. Supervision of the exploitation of the EU Commission suggestions. 2.8. Raising of the awareness To raise awareness in EU member states through European youth portal (information campaigns). Summary The Commission's 2015 country report shows that many Youth Guarantee measures are already in place in Estonia, but it underlines that the identification and activation of non-registered young who are not in employment, education or training remains a challenge. Participation in vocational and educational training also remains relatively low in comparison with the EU average. Conclusion In Estonia the employment has increased and unemployment has fallen since 2011. Youth participation in the labor market characterizes stabilization which began also after economy crisis. The number of registered unemployed decreased in April 2015. Compared to April of the previous year are registered unemployed persons almost three and a half thousand people less. The number of unemployed in urban areas was higher than in rural settlements for the last ten years because of denser population. Since 2011 the number of unemployed persons decreased in both place types, especially in cities. The European Union's employment strategy is intended to raise the employment rate in the 20-64-yearolds work-rate of at least 75% by 2020. In 2014 the goal was not reached, and the employment rate was 74%. 7 Project n° 2014-1-LT01-KA202-000529 ITT Group OÜ Choice of good practices 1. EURES - The European Employment Service a. Which brings together job services across the EU. It provides information, advice and help in finding a job in 27 EU countries, plus Norway, Iceland, Liechtenstein and Switzerland. EURES also has a network of more than 850 specialized advisers who can offer personalized help and advice on the practical, legal and administrative aspects of moving between countries. b. The EURES portal (www.eures.europa.eu) offers a database with direct access to around half a million job vacancies and allows you to register your CV online. 2. Social Ministry and Education Ministry – Framework Program 2.1. Projects for a Training Centers and Vocational Schools. Project „Elus edasi ja targalt tööle! (Go ahead with life and go wisely to work), was leaded by Võrumaa Training Centre. This project was oriented to the youth and young mothers. Training Centre create trainings to have profession qualification in a field: Wood bench worker Cook Metal processing Custom Service Cleaning Service Participants: Had to undergo before trainings „pre-practice“ to make sure that chosen specialty is right one. Will receive one possibility to take an vocational examinations Undergo project management training Make driving license (some person – who has problems with transportation) Was arranged child – care service for young parents 2.2. Projects at Local Authorities level Project “Pärnumaa noored hakkajad kogukonna toel tööle” (Enterprising young people having work supported by local communities, was leaded by Pärnumaa Enterprise- and Development Centre. Target group: long-term NEET persons. Goal: to involve local communities and societies to support and motivate young people for entering into the labor market. To acquire necessary skills and practical experience through the trainings and work practices. Young people were involved in the local associations to encourage them to cope with work tasks. Every person got personal mentor who helped him during the project. In the beginning of the project every person performed 20 working day exercise at the association. 8 Project n° 2014-1-LT01-KA202-000529 ITT Group OÜ There were carried out 35 job clubs during the project where took place different trainings and exercises – how to write CV and cover letter, were introduced labor rights, study support how to do exams, write project applications etc. Communication trainings Motivation trainings Consulting Professional trainings Results: From 42 persons got a job 30 persons and 2 persons are continuing studies Most effective method is personal mentoring and very important is involvement of the family. 3. Collaboration projects - „Nupp tööle“ (Start to Think), where SmartWork Association, The Confederation of Employers and Estonian Unemployment Fund arranged summer camps for NEET persons. Activities conducted by other NEETs who has earlier attended in these camps where they got good experience and are in Labor Market now. In camps: Training sessions how to cope in Labor Market. Meetings with Employers. Solutions for apprenticeship in a companies. Results: Lack of work is not a problem for majority NEET persons, they specified it a natural situation which they have to handle somehow. One third of the group has lack of communication skills, low self-esteem. Another third prefers to work active sybaritism and the plurality of choices. Last group consists of young persons who are talented in different field, they attend in different trainings but they don´t rush to commit yourself to the labor market. These group is potential „in abroad looking for a job“ target group. The most complicated target group consists of young people for who is unemployment smallest concern. They are dealing with unfinished basic education, violent family relationships, troubles with the law, debts and etc. 4. Project „Noorte töölerakendamine tööturuvalmiduse kasvu abil” (Youth inclusion into labor market by labor market readiness increase) was leaded by MTÜ EV Koolitus. Target group: Young people aged 16-24 from different counties Goal: Raising youth employment The integration of non-Estonians in Estonian society through the employment of young people International experience shows that one of the best solutions for young people in integration into the labor market is form of the job-clubs. There were formed 10 Job-clubs in different Estonian counties. 9 Project n° 2014-1-LT01-KA202-000529 ITT Group OÜ Training sessions with practical trainings and video workouts - how to behave in a job interview, how to present himself, how to compose CV. Supported by communication between each other to recover self-confidence and motivation for job searching. Career advice – ascertain what sort of job young people wants to do. Work practice in a three different profession. Possibility to acquire a profession: sales consultant, entrepreneur, security Guard, social care worker, baby-sitter etc. Personal mentor who helps find a job and helps to adapt with the new work. 5. „Discussion groups“ – discussions between NEET persons „Kuidas motiveerida ja julgustada noori osalema koolitus- ja õpivõimalustes, noorteprogrammides ja teistes arendavates algatustes?”(How to motivate and encourage young people participate in trainings, studies, youth programs and other developmental activities) was leaded by Eesti Noorteühenduste Liit (Estonian Youth Council). Results: Better method for reaching to the NEET persons is personal approach. To inform NEETs how social involvement is influencing their development and how it affects environment. To arrange special events for NEETs. Motivational factors which promote study- and training possibilities: Inspiring are people and trainees who based on personal experiences. The informal and relaxed environment where young person feels him free and dares to express his own opinion. Activities are innovative. Particular themes. Events are various. Instructors are grown up and nice personalities. Effective network - consists of supporting persons. Motivations for participation in the event: Good advertising. Friends support. A valuable learning experience has clearly shown. Free food. Good location. Exciting theme. Preconditions for possible exciting new options. Approve and highlighting systems are important. 6. Programs in Youth Centers. „Services in Youth Centers to avoid social exclusion and increase youth competitiveness“ was leaded by Estonian Open Youth Centers Union. Target group: Estonian Youth Goal: To avoid social exclusion 10 Project n° 2014-1-LT01-KA202-000529 ITT Group OÜ Increase youth competitiveness through different services in Youth Centers. 137 Youth Centers got finances for youth inclusion and develop services more versatile. Arrangement of the recreational activities in youth centers. Activities for introduction of the „work-life“. Development of the Youth Initiative Fund to support development of the communities near the Youth Centers. Development of the mobile youth service. Was composed handbook from mobile youth service: outreach/street work, work on the internet, youth services in different areas, and youth services in places where young people meet and spend their free time. Youth workers move there where are risk-group persons, they don´t expect that young people find themselves suitable services. 90 youth workers were trained. In the focus was youth healing resting and 18 camps were arranged. Results of the project impact analyze: Real needs of the region were clarified. Youth work became more visible in the communities. Youth services are guaranteed also to the persons from different areas. There was mentioned participation raise in youth services. There were merged several active young person.
