A possible triangular model of development research in Forestry and NRM Tefera Mengistu October 16, 2015 Oslo Outline • • • • Forestry Research in Ethiopia Demand Further joint Opportunities The Triangular Model Forestry Research In Ethiopia • Ethiopia has diverse ecology, landscape and vegetation resources – both carbon and water tower of the Horn of Africa – Huge opportunity to make the country more relevant in water and carbon for Eastern Africa– Exclosures, afforestation, reducing deforestation Livelihood benefits Impact Area exclosures In Tigray Region Carbon benefits 80 Soil carbon Aboveground carbon a Differences in ecosystem carbon stock (Mg C / ha) 70 60 ab ab 50 40 b 30 20 10 0 5 10 15 Exclosure age (year) 20 Forestry research in Ethiopia • Started 1975 • Focused more on Plantation development, provenance trials, wood characterization, forest seeds etc • Evolved now as an independent research institution containing; – Foresters, environmental scientists and few social scientists • Critical gaps not only in generating forest based technologies but also in managing and packaging the information to feed the policy and extension system The Demand There is a critical need to strengthen focused research that can directly feed into the current development efforts. A research that can inform the policy, governance, extension and education system in forestry Today’s forestry operations need skills to manage forests for multiple purposes, including conservation, provision of ecosystem services and forest products, adaptations to and mitigation of climate change The need • Generation of multi-disciplinary knowledge and dissemination of information is vital. • This requires promoting inter-institutional linkages through joint research engagement. • Establishing local networks with research institutions and Universities will be valuable. • Conversely, our research institutions are required to play adequate role in the green economy strategy and long-term national development plan of Ethiopia Triangular model of joint research engagement • A triangular model of joint engagement (twing arrangement) is envisaged among Norwegian Partner (e.g. University of Life Sciences), the EEFRI and the EDRI (ECRC). • Discussion started b/n EDRI and EEFRI- concept Norwegian University of Life Science note developed (both social and biophys., capacity building) EDRI (social science focused) EEFRI (focuses on the biophysical aspect) Improved M&E, information system to measure impact Improved contribution of the sector to the wider economy Improved local Capacity Improved capacity of individuals, institutions Improved impact on Beneficiaries Joint Research Strengthen Institutional interactions locally and abroad contribute to existing global scientific discourse in relation to climate change mitigation and adaptation How: – Engage jointly for a common goal but with defined roles and responsibilities. – Identify gaps and thematic areas for joint research – Demonstrating integrated action research to manage forests and ecosystems for their multiple benefits Purpose – connect Ethiopia to knowledge and innovation through diversified and wider scientific evidence in the forest and environment – catalyze the implementation of Climate Resilient Green Growth Strategy (CRGE) of the country to achieve low carbon development goals and middle income country by 2025 – enhance research-extension-policy maker interaction for a positive feedback mechanism – contribute to existing global scientific discourse in relation to a major global challenge of climate change vs sustainable development Focus areas • Engage on basic and applied research, publish results and Establish Information Management System; • Engage in research that can inform the Policy, Forest Resource Governance, Forestry extension and education system • Enhance information management and packaging; • Understand the dissemination, adoption and impact of forest based technologies and approaches • Capacity building; How can we start? Suggestion • Joint consultation to identify gaps, thematic areas and joint research agenda • This discussion can be in Norway or in Ethiopia Thank you
