Uttar Pradesh Drug and Pharmaceutical Limited Procurement Wing Job Description Job title/Designation: HR Officer, HR and Admin Grade/Level: Manager Work Location: Lucknow Function/Division/Department: Human Resources, Administration and Legal Organizational Relationships: Reporting Relationship Position title of senior level reporting Position titles of direct reports Direct Functional General Manager, HR, Admin and Legal Number: 2 Clerical Staff Number: Role Summary: The Human Resource Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling He/ she will provide advice and assistance to supervisors and staff. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies of the Council. He/ she will coordinate the staff recruitment process .The Human Resource Officer provides advice and support to supervisors and staff selection committees and ensures that they have accurate and timely information in order to make effective decisions. This role will also ensure adherence to all statutory requirements related to Human Resources Roles & Responsibilities: Recruitment Activities o Ensure that accurate job descriptions are in place by providing advice and assistance to the relevant teams with writing job descriptions o Ensure that these job descriptions are posted at relevant channels such as websites, job portals, head hunters, newpapers, etc to invite applications o Co- ordinate with the relevant teams who are looking to hire and schedule tests, interviews, etc o Benchmark and negotiate for salaries with the candidates o Issue offer letters to all the selected candidates o Carry out the on- boarding activities for all the new joiners and co- ordinate all the administration activities such as opening of salary account, issuance of I-card, issuance of e- mail ID, etc to ensure they are absorbed into the organization smoothly Performance Management Systems o Ensure all HoDs and their teams are trained in the defined performance management process o o o o Assist the General Manager in normalizing performance, subject to role-based and functional constraints to ensure that all aspects of performance are well-covered Monitor timely communication of post-performance review feedback, and roll out of performance outcomes (promotions, fixed and variable compensation decisions) Design and implement performance counseling processes. Mentor and coach under-performing employees and institute them under Performance Improvement Plans Ensure that appraisal letters are rolled out on a timely basis Employee Training o Plan and coordinate technical as well as soft skill trainings for the employees of the organistion o Manage the logistics such as rolling out invites to speakers and audiences, booking of the venue and other related activities for the trainings Administration Activities o Monitor daily attendance of all the employees and process their monthly salaries o Process all other payment to employees such as bonus, gratuity, etc o Investigate and understand causes for staff absences o Take actions against prolonged absence such as recommending solutions to resolve chronic attendance difficulties or and other disciplinary actions o Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services. o Ensure that staff leaves such as sick leave, casual leave, maternity leave, etc are managed efficiently for all the employees o Make travel and logistic arrangements for UPDPL Procurement wing employees as required. Exit Procedures o Manage exit procedures for employees terminating their contract, resigning, retiring from the organization to ensure a smooth exit transition o Ensure their resignation letters are in place and the team lead is aware of the employee resigning o Ensure that appropriate transitioning of role/ handovers has taken place before exiting employee’s last working day o Ensure that handover of asset of the company, if it was being used by the exiting employee has taken place o Ensure that all the clearances from various departments such as Admin, IT, HR have been taken by the employee o Issue exit letters/ experience letters and co- ordinate with the finance team to provide all the details such as attendance records, leave records, etc for calculating full and final settlement o Initiate the recruitment procedure to fill the position again People Management o Provide coaching, guidance, mentorship and feedback to the direct reports and manage their performance o Manage performance of all direct reports and support capability building Key Result Areas: Recruitment Activities Performance Management Systems Employee Training Administration Activities Exit Procedures People Management Job Requirements: Deputation Role: Manager in Payscale 9300-34800+ Grade Pay 4800 Essential Desired Educational Qualification Work Experience Bachelor graduate from a recognized institute 6-7 years of overall experience in human resources recruiting, administration work, management, etc Skills Required Supervisory skills Team building skills Problem solving skills Basic counseling skills Negotiations skills Effective verbal and listening communications skills Computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level Effective written communications skills including the ability to Prepare reports, proposals, policies and procedures Effective public relations and public speaking skills Research and program development skills Stress management skills Interviewing skills Time management skills MBA(HR ) from a recognized institute 2-3 years of experience in a Government Company Ability to deal with Government employees
